Collaborating with Turkey DEFINITION and Qatar to reach a ceasefire was tantamount to calling the neighbourhood’s pyromaniac instead of the fire department to extinguish the fire. O’Hanlon In his 29 January 2002 State of the Union address, US President George W. Bush put the world on notice that the United States would ‘not stand aside as the world’s most dangerous regimes develop the world’s most dangerous weapons’.1 Such statements, repeated since then in various forms by the president and some of his top advisers, have rightly been interpreted as a sign of the administration’s determination to overthrow Iraqi leader Saddam Hussein.2 Since the January declaration, however, attempts by the administration to put together a precise plan for Saddam’s overthrow have revealed what experience from previous administrations should have made obvious from the outset: overthrowing Saddam is easier said than done. Bush’s desire to get rid of the Iraqi dictator has so far been frustrated by the inherent difficulties of overthrowing an entrenched regime as well as a series of practical hurdles that conviction alone cannot overcome. The latter include the difficulties of organising the Iraqi opposition, resistance from Arab and European allies, joint chiefs’ concerns about the problems of over-stretched armed forces and intelligence assets and the complications caused by an upsurge in Israeli– Palestinian violence. Certainly, the United States has good reasons to want to get rid of Saddam Hussein. Saddam is a menace who has ordered the invasion of several of his neighbours, killed thousands of Kurds and Iranians with poison gas, turned his own country into a brutal police state and demonstrated an insatiable appetite for weapons of mass destruction. -

He is also an Innovation Fellow and corporation member at MIT. For over 35 years, Secretary Carter has leveraged his experience in national security, technology, and innovation to defend the United States and make a better world. He has done so under presidents of both political parties as well as in the private sector. The US perspective on NATO under Trump: lessons of the past and prospects for the future JOYCE P. KAUFMAN Setting the stage With a new and unpredictable administration taking the reins of power in Wash- ington, the United States’ future relationship with its European allies is unclear. The European allies are understandably concerned about what the change in the presidency will mean for the US relationship with NATO and the security guar- antees that have been in place for almost 70 years. These concerns are not without foundation, given some of the statements Trump made about NATO during the presidential campaign—and his description of NATO on 15 January 2017, just days before his inauguration, as ‘obsolete’. That comment, made in a joint interview with The Times of London and the German newspaper Bild, further exacerbated tensions between the United States and its closest European allies, although Trump did claim that the alliance is ‘very important to me’.1 The claim that it is obsolete rested on Trump’s incorrect assumption that the alliance has not been engaged in the fight against terrorism, a position belied by NATO’s support of the US conflict in Afghanistan. Among the most striking observations about Trump’s statements on NATO is that they are contradicted by comments made in confirmation hear- ings before the Senate by General James N. Mattis (retired), recently confirmed as Secretary of Defense, who described the alliance as ‘essential for Americans’ secu- rity’, and by Rex Tillerson, now the Secretary of State.2 It is important to note that the concerns about the future relationships between the United States and its NATO allies are not confined to European governments and policy analysts. -

Heineman Jr. January 14, 2013 For many practical purposes, it is the White House operations boss -- and not the vice president -- who serves as the nation's deputy president. President Obama will soon make what could be the most important appointment of his second term: his chief of staff. His choice will not have to be confirmed by the Senate or testify on Capitol Hill, and is not given nearly as much attention as controversial or high-visibility nominations to the Cabinet or to critical agencies, as is clearly the case right now with Defense (Chuck Hagel) and the CIA (John Brennan) -- or even Jack Lew, the current chief of staff and Obama's nominee for Treasury secretary. This is so because chiefs of staff often (though not always) try to operate out of the glare of the media spotlight, and are often summarily described in the media as the West Wing "gatekeeper." But given the fragmented nature of the federal government, the right chief of staff must effectively function as deputy president. Watching what the White House chief of staff actually does is critical to an understanding of how the president leads. In the vast executive branch, only the chief of staff and the vice president have the same broad view of the total policy and political world as the president himself. -

Matt Connolly Solidification and Flux on the “Gay White Way”: Gay Porn Theaters in Post-Stonewall New York City Abstract This paper traces the exhibition strategies of two gay porn theaters in New York City from 1969-1973: the 55th Street Playhouse and the Eros I. It draws upon contemporaneous advertising and trade press to reconstruct these histories, and does so in the pursuit of two interconnected goals. First, by analyzing two venues whose exhibition protocols shifted over the course of this time period, this paper seeks a more nuanced understanding of how gay porn theaters established, maintained, and augmented their market identities. Second, it attempts to use these shifts to consider more broadly what role exhibition practices played in the shaping of gay men’s experiences within the porn theater itself – a key site of spectatorial, erotic, and social engagement. The 1970s saw the proliferation of theaters in major my conclusions in some ways, but that will also urban centers specializing in the exhibition of gay provide the opportunity to investigate exhibition pornography.1 Buoyed by both seismic shifts in spaces within a city that is central to histories of both LGBT visibility in the wake of the 1969 Stonewall LGBT culture and pornographic exhibition.3 I will riots and larger trends in industry, law, and culture track two Manhattan theaters across this time period that increasingly brought pornography of all stripes to observe what films they screened and how they into the mainstream, these theaters provided a public advertised their releases: the 55th Street Playhouse venue for audiences of primarily gay men to view gay and the Eros I. -

Though Cabinet secretaries wield significant influence within the administration, no one can deny the influence of White House advisers, many of whom consult with the Kathryn Dunn Tenpas is a president on a broader range of issues and, most likely, more frequently than nonresident senior fellow with Cabinet members due to their closer proximity.
