The mine is located in Toposheet map no – 72D/7 (Fig. 2) having 24° 26’01.8” to 24°26’05.6” N latitude and 84° 16’27.45” to 84 °16’35.24” E longitude, at Plot No. 34, 35, 38 & 39, Khata No 66, 70 & 80 and lease hold area is 5.85 Acre (02.36 Ha). The proposed leasehold area is barren and rock is exposed upto the surface. The area is located in non-forest area and it is a rayati land. Necessary consent has been taken for mining from Village Panchayat by conducting General Meeting of Village Panchayat. The applicant for the mining lease is Sri Abhishek Anand, H No 230/359, Road No 2A, Near Axis Bank, Shidharthpuri Colony, Manpur, district Gaya and Bihar. The applicant has applied for grant of a new mining lease for 10 years durations. The nearest airport from the area is Gaya which is 125 km from the lease hold area. Nearest railway station is Japla which is 45 km away from the proposed mine site. National highway (NH 98) is located around 07 km distance from the mine. The development of the area will be done by Wagon drills and control blasting. Loading of stone to the dumper will be done by hydraulic excavator. Hill top will be extracted by slicing method of maximum average 6 m height and the stone below ground level will be extracted by benching method after leaving 7.5 m safety zone inside the lease boundary. After control blasting by millisecond delay detonation technique, the blasted material will be loaded from the blasted face by hydraulic excavator on dumper. Loaded material will be directly transported to crusher located away from the mine site. There will not be any stock yard. Further amount of waste will be generated, which will be use for construction of approach in the ML area. Bench height will be restricted to 6 m and width will be 6 m or as per DGMS approval. The proposed bench slope will be restricted to 70°. The anticipated production for 5 years will be around 581250 tonne with an average daily production rate of 415.20 tonne(4 years) & 276.709(1 year). Overall pit slope will be restricted to 45°. This application is for getting Environmental Clearance. Abhishek Anand Stone Mines is based on Wagon drill and controlled blasting covering leasehold area of 5.85 Acre (2.36 Ha) for a duration 5 years. Proposed stone production from the mine will be 415.20 tonne (4 years) & 276.709(1 year) per day. The proposed leasehold area is barren and rock is exposed upto the surface. The area is located in non- forest area and it is a rayati land. Little amount of top soil available at some locations in ML area will be stored separately in eco-friendly manner for using during plantation. The mine is located away from habitation and any structure or place of importance. Moreover, local people will be provided job in the mine and they will also be involved for plantation work. A bore will be dedicated to local people after closure of the mine for their drinking purpose and agricultural use. The pit pond after mine closure shall be used for agricultural purpose, growing of fish, drinking water for animal and other domestic uses. The area will be converted into picnic spot after closure of the mine for local people. Proposed mining operation will improve the financial status of the local people. The lease area is approachable from the district town, Palamu. Abhishek Anand Stone Mines is situated around 55 km north east from Daltonganj town in Palamu District of Jharkhand. The ML area of 5.85 Acre (2.36 Ha) lies within the Plot No. 34, 35, 38 & 39, Khata No 66, 70 & 80; having rayati barren land. As per the revenue record the entire plot is non-forest land. The cadastral plan showing the ML Area in Plot No 34, 35, 38 & 39, Khata No 66, 70 & 80 ; there is no agriculture land in the entire plot. The lessee proposed to extract an average production of 415.20(4 years) & 276.70(1 year) tonne per day of stone during next 5 years. The mine is ‘wagon drill method with Blasting. 2.3 Need for the project and its importance to the country and or region. In the present scenario, the stone chip has good market in all regions of the country for construction of buildings, roads, bridges, rail line anther constructional purposes. It will help in general of employment in rural areas in Jharkhand state where tribal people are starving due to unemployment. Further, infrastructure development will help in development of nation. 2.4 Demand-supply Gap. There is a huge demand of stone chips for domestic and infrastructure sector. Only a few stone mines have environmental clearance for extraction of stone. There is limited supply of stone and there is huge gap. 2.5 Imports V/s Indigenous production Stone chips from the proposed project will neither be exported nor imported. Stone chips will be used for indigenous purpose locally in the region. 2.6 Export Possibility There are no possibility of export, the project stone as there is huge gap in demand and production 2.7 Domestic/ Export Markets The stone chips produced from the lease area will be used for indigenous purpose locally in the region. 2.8 Employment generation (Direct and Indirect due to the project) The proposed project will generate direct employment to 15 people of the poorest section of the society, while benefitting more than 50 people indirectly. However, 78% of the total population of 2.69 crore live in rural areas, largely dependent only on agriculture and allied activities. The total cultivable land in the State compares well at 52% of the total geographical area with 55% in the country. But, unfortunately while 76% of the total cultivable area is under net sown area in the country, only 43% is cultivated in Jharkhand. The state suffers from several critical gaps in the agricultural and allied sectors. It is against this back drop that the Agricultural Development plan for 21 districts of the State have been prepared by NABCONS on the basis of the assignment given by the Government of Jharkhand. The proposed plan envisages a holistic revamp of the entire agriculture and allied sectors. The full implementation of the proposals is expected to significantly increase the cropping intensity, the net and gross cropped area and finally result in vastly improved nutrient availability to the rural population. The investments in allied sectors and integrated approach to farming are important to boost the household incomes and to mitigate the risks in agriculture dependent almost entirely on the vagaries of nature with only 10% of cultivated land under irrigation against the national average of 40%. It is a great privilege and simultaneously a big challenge for NABCONS, the consultancy subsidiary of NABARD, to have been assigned the task of preparing the State wise and district (in respect of 21 districts) wise comprehensive Agriculture Plan (SAP & DAP) by the Jharkhand state govt.
