Archeological investigations and documentations carried out at provincial level by Investigation division

Westen province 1. The regional archelogical office (Western) had identified around 23 monumetns including a pre-historically important rock cave by archeological survey conducted around Pathakada Devolkanda. Out of them, around 10 monumetns have been proposed to declare as archeological secured monuments'

Central province 2. Around 88 monumnts identified by Excavation project in Medadumbara DS division by Regional Archeological office (Cental) have been proposed to declare Also lined up to propse the rock cave sites with rain water protection czrving and witout that in the Babaragala area.

Southern province

1. Around 30 monumetns have been recognized by basic investigation conducted by Regional Archeolocial office (South) around Devenuwara Develaya. Out of this, the Upulawan Devalaya in Devinuwara has been already decared as an archeologically secured monument'

North Western province

1. 34 archeological sites hve ben found by second stage of investigation in Nawagattegama DS division by the North Western regional archeolocial office. Out of them, around 20 to be declared as archeologicall secured monuments. Among afroementioend places, rocky cemetery too are included and sites where lies most number of artifacts to be declared as an archeological reserve

2. The Arankele archeological investigation conducted by the aforesaid office had been traced 108 monuments and recorded. There, around 41 movable artifacts had been certified. The old Palugawewa tank bund, Relapanawa, canal system and rock cave situated out of the Arankele reserve to be declared as secured monuments'

Sabaragamuwa province 3. Around 18 monumetns have been traced from the reserve of Salgala Aranya by the Sabaragamuwa regional Archeological office. There, water protective carvng and 08 rock caves including a cave with Brahmi letter had been found .'

4. Around 50 archeological sites have been identified and recorded by aforesaid office at the second stage of basic investigation of the Beligala reserve. As those monuments of thosed archeolocal sites have been lying on a wider area and it is proposed to survey the sadi premises before declaring as an archeolocial reserve. Due to the vass area of the premises, further investigation at this archeolocial compled to be conducted in two stages'

Eastern province 5. The special project of identifying and recording archeolocial sites in all DS divisions in the Ampara district with ministerial allocatiosn undr the supervision of investigation division of the head offce had been traced 427 artefacts. Around thise land blocks with artifacts, archeological boundaries have been laid. '

6. The archeological site in ascertaining Pulukunawa archeological site conducted in line with the Deyata Kirula programme by investigation unit of the Head office had been identified and archeological boundaries have been laid.'

Archeological Damage Appraisal survey carried out by Investigation Division

7. No archeologically valued items had been found in the first and second stages of the Archeological Damage appraisal survey jointly conducted by the proposed head office for the Sooriyawewa-Sevanagala BOI project based on the Sooriyawewa and Sevanagala areas of Southern province and Uva province with Southern and Uva provincial Archeological offices'

8. The archeological sites found by Archelogical Effects Appraisal Survey at Karuwalagaswewa in the North Western province had been reserved with archeological boundary markings and rest of the area of the proposed premises had been recommended for cultivation purposes'

Ocean archeological investigation project conduted by Investigation division

1. The survey on ancient ship submerged in the sea around Godawaya in the Southern province was conducted by the Ocean Archeological Unit with aids given by Texas and Soubourn universities in America and France respectively. This survey commenced in the year 2008 and continue up to year 2013 and artefacts found are being conserved and the researching of them to be done in the year 2014'

2. Plan designing of the Antonow 24 areoplane that crashed on to the Iranathive sea in the North Province had been done with allocations of Colombo Ports ne City Development Project at the request of Ministry of Defence.

Surveys and documenting projects conducted by Survey Division with aids from United nations Development Programme (UNDP)

1. Around 89 monuments in four divisions at DS division level in the Kalutara District in Western Province have been identified and recorded.

2. Around 58 archeological sites at DS division level in the Badulla district in Uva Province had been identified and recorded.

3. Around 127 places at DS division level in the in the Uva Province had been identified and recorded.

4. Around 32 places at DS division level in the Vavuniya district in the Northern Province had been identified and recorded.

5. Around 37 places at DS division level in the Mulativu district in the Northern Province had been identified and recorded.

Survey and Documentation Division - Special Unit for preventing artefacts destruction

1. Printing and free distribution of four hundred thousand handbills in Sinhala and Tamil languages under the theme of ”Do away with artifact loss” in line with the National Archeological day 2013. 2. Conducting an exhibition with permanent placards under the theme of "Do away with artifact loss” for the Deyata Kirula national exhibition held in Ampara in the year 2013. 3. Conducting awarenesss creation workshops for police officers attached to the Artefacts Protective Division'

Excavation Division Various excavating projects are underway targeting securing of archeological heritage, researches and improving public awareness. 1. Archeological Effect Appraisal Excavation Project. 2. Research excavation related to post-historical and pre historical eras 3. Carrying out projects, excavation data analysis and report compilation and excavation projects in advance to conserving endangered archeological monuments 4. Monument excavating projects committed in advance to conserving for public display 5. Supervising archeological excavations done by other institutions with permission from Archeologial Department

1. Kuragala cave excavation The exploring invention made by the Archeological Department in the year 2013 has been the human skeleton supposed to belonged to 8000 years old that collected from excavating the Kuragala cave.

Thi cave in which this excavation was made is situated in Kuragala mountain in the village of Thanjanthenna in Balangoda DS division from Ratnapura district.

This human skeleton was found from an excavating 1.5 m x 1 m within the cave premises. In addition to that, animal remains of various species and large cache of stony tools were found.

2. Neelagiri pagoda excavation

It is proved by researches, stony scripts and artefacts from excavating premises of Neelagiri pagoda that this had been constructed between 1-2 A.D. Further, it is important to trace the era in which Stupa had been built. The first renovations of Pagoda had been stalled in the first part of 70’s and from year 2011 up to now the clearing of Stupa is being carried out. Its excavations to be completed in the future. In clearing inner part of pagoda finding a small golden casket wikth emblem of ancient Neelagiria Stupa had been very important breatkthrough.

3. Deegavapi pagoda excavation

The written sources revela that the Deepavapi pagoda had been constructed by king Saddhatissa ^137-119 A.D.& with 185 x 18 inch in height and it had been renovated on number of occasions'

4. Excavating Bo tree footage of Pothuvil Ocean temple

At the frequent request of chief incumbent of this temple, excavating place where Bo tree footage of ancient ocean temple complex had been started at a request on 15.05.2013 and accompolished on 04.07.2013. Excavations of this involved a pitch in size of 30 x 30 meters with 45 c.m. in depth by removing ocean sands in that which resulted only in few forelorn metal pillars.

5. Clearing water canal of Batticloa ancient fort

After clearing water canal of fort on allocatons made by District Secreary, Batticloa on 22/07/2013 had been referred to conservation in line with the Ampara Deyata Kirula exhibition. This excavation accomplished on 27th August 2013.

6. Raigama Pathahawaththa ancient pond excavation.

The Pathahawaththa ancient pond excavation project started on 15th February 2013 accomplished on 10th March at the request of chief incumbent of Raigama Pushkararama temple and Metro Lions Club, Horna. Ths history reveals that this Pathahawaththa had been the premises on which king Parakramabahu the 6th who reigned in Kotte (1410- 1402 A.D.) had been ascended as a regional king' Also history underlines that Alkeshwara, Raigama Bandara, Mayadun Raigampur had been lived on number of occasions. This temple premises spans out for 4 acres with a protective wall made of Kabok around it. There is a pond made of Kabok at the enrance to the temple.

It is said that water needed to this pond had been supplemented from the Uyanwathatha tank located close to this place.

7. Ancient cemetery excavation project, Dummalasuriya

This historical cemetery made of clay had been found by constructing Kotuma sub depost of CEB in Pothuwatawana village by the Dummalasooriya city in Udubaddawa DS divisin in . The Thunthota oya driven down to the Chilaw lagoon is situated eastwards) GPS Location07oaround 50 meters away to the place in question. This excavation project was implemented from 05/07/2013 up to 31/07/2013 with the aim of unearthing this much valued ancient cemetery made by using clay. The main focus of this excavation had been the ascertaining era of the cemetery, identifying technology used in cemetery construction, knowing funeral rights of the day and finding the items deposited with dead bodies.

Three examples of pitche No. 1 had been sent to Beeta Analytic institute in America for ascertaining 14 X-ray carbon time period. According to those reports, this cemetery dates back to 3 A.D.

Mission The following projects had been implemented by Musuem Section for reaching aforesaid aims'

9. Upgrading two studios of Trincomalee Ocean and Naval historical musuem to exhibitive level The Ocean and Naval historical museum in official quarters of Naval Commissioner in Trincomalee which renovated under supervision and direction of the Archeological department with labour contribution extended by Sri Lanka Navy with financial support of Netherland government had been opend on 04.02.2013 by HE the President'

Here three studios were created and opend for public view as a archeological museum by renovating two storeed building of Naval Commissioner, Trincomalee which had been unused during the recent war situation. These exhibition stalls had been planned jointly by Archeological Department and National Musuem Department by using allocations of the Ministry. A first and full pledged museum would be opend for general pulic before the end of year 2014.

10. Opening Sabaragamuwa Mahasaman Devela museum for public A museum has been constructed enabling to acquire archeological knowledge on Saman Devala culture and also history of the place by visitors of Rathnapura Sabaragamuwa Maha Saman Devalaya that consist of specialized building creations such as buildings of various kinds, frescos of Kandy era, statues, stairs and street parks. This historical museum constructed at the request of Mr. Sunil Santha Weerasekara, Basnayaka Nilame of Rathnapura Maha Saman Devalaya had been opend fdor public by HE the President on 11th June 2013.,oS'

11. Opening of the Information Center of the Waskadu Sri Suboothi Viharaya for public use

Waskaduwa information exhibition Openning centre in Subuthi temple for public view The ancient monastery in which Ven. Waskaduwe Rajaguru Sri Subuthi great thero had lived, greatest Pali Pandit of Sri Lanka in the first quarte of 20th century and latter part of 19th century, acclaimed both from Western and Eastern blccks of the world along with his usables and impotatn documents had been declared open as a museum. This information cetnre planned under supervision and labour of the Archeological Department was opend by HE the President on 25/01/2013 at the request of Ven Thero’.

12. Anuradhapura museum The museum had been closed for total reform and refurbishment in this year'

13. Documenting all items Surveying artefcts in archeological museums in Paduwasnuwara, Kandy, Yatala as per museum adhered basics, Drawing drafts and documenting artifacts by taking all informations to a temporaty form'

Architectural Conservation Division Mission Documenting, recording, conserving all historical architectural matters in Sri Lanka and working out, implementing suitable programs and plans for cleary exhibiting to general public are handled by the Architectual Conservation Division and the following steps are taken in that effort' 1. Recording archetectual facts 2. Preparing proposals for conservation 3. Implementing conservation activities 4. Preparing conservation reports 5. Supervision and implementation of new constructions around archeological sites

1. Yudaganawa Pagoda conservation This conservation project was implemented for reconstructing haphazard parts of upper pagoda of Udaganawa situated in Buttala DS division in Monaragala in Uva province and to ensure the safety of pagoda. The conservation activities of this project related to year 2013 had been carried out from 12.03.2013 up to 15.08.2013 incurring a sum of Rs. 10,000,000/-. The conservation works of this is still continued.

2. Neelagiriy great Pagoda conservation The Neelagiri pagoda lying in Lahugala D.S. division in Ampara district within the Eastern province is a dagaba under weeds in face of long standing war situations. After excavating this this ruined pagoda, it is being conserved for years with the intention of bringing it to level of exhibiting. The conservation project for the year had been carried from 22/07/2013 up to 30/07/2013 incurring a cost of Rs. 5,000,000/-.

Chemical Conservation Division Mission 1. Coloured, drawn movable and immovable surfaces and confirming its form¡ 2. Movable artefacts Confirmation¡ (Movable artifact to be meant by any movable creation dating back more than 100 years made by wood, metal, rocky, clay, bones, leaves, cloth material, glass or any other thing& 3. Immovable artefacts Confirmation (Immovable artifact means a permanent construction, creation or characteristic Feature). 4. Confirming tree and animal parts. 5. Preparing quality reports of artefacts and coloured surfaces for conservation and follow up action. 6. Copying frescoes for conservation purposes and reconstructing replica of murals. 7. Preparing final reports of accomplished conservation works. 8. Conducting follow-ups on identified frescoes and artefacts already conserved or not. 9. Researches and surveys ¡ For reaching the aforesaid aims, 84 projects had been implemented in year 2013 by Chemical Conservation Unit. This inclusive of projects of conserving frescoes, murals, artefacts and weeds on monuments and projects to control weeds and micor tree species.

Special projects 10. Assistance for Artefact conservation training from funds of American embassador

With the aim of training ten officers attached to the Archeological Department for artifact conserving, a grant of USD 40"120 had been offered from funds of American embassador in Sri Lanka in this year. The training of this project to be conducted by chief conservator and Museum Superintendant in Artefacts Conserving Division of Metropolitan museum in Newyork, USA. This project is implemented under two main stages. Under the first stage, it is expected to conduct an quality appraisal on conservation level of artefacts, weather effects, storing facilities and technical facilities available for conservation. For this purpose, collection of artefacts in custody of departmental lab and artefacts lying in the Anuradhapura museum had been selected. As well, a quality appraisal on conservating knowledge and qualification of officers who had been picked up for training to be done. At the second stage, it is planned to conduct a training workshop on conservation, basic chemistry, science of liquid and damage controlling for ten selected officers.

11. Project to record frescoes of Kelaniya Rajamaha temple through photos

Recording frescoes through photos had been commenced on 02nd April 2013 with the intention of conserving frescoes in old and new statue houses of Kelaniya temple as its first stage.

The frescoes of this temple hold a very important archeological and aesthetic value. The frescoes of Kandy ear occupy in two parts of old shrine room new shrine room is decorated by arts drawn by famous artist called Walimuni Solius Mendis for 19 long years. These frescoes could be called as the turning point of Sri Lankan Drwing cultre. By now, these frescoes are being destroyed from colour layer to inner parts in a very subtle way. As a preliminary step of conserving those frescoes, the main aim of this project si to photo capturing by digital medium. As well, it is expected to safekeep them for rising generation. ¡

This project had been contiuend up to end of year 2013 and photo capturing of all photos of Solius Mendis had been accomplished. It is proposed to phot record the frescoes in old shrine room in the year 2014.

Objectives

1. Issuing licenses for taking photo graphs/ videos of archeological locations and monuments. 2. 2.Conducting Workshops/Lectures/ Shramadana

Workshops are varied. Among them lectures were organized in relation to the subject of Archeology, protecting heritage of archeology as well as positive thinking, commemoration and public awareness.

Similarly, various lectures, seminars and workshops are conducted at all regional offices with the side lines of the celebration of National Archeological day falls on 07th July in every year and Archeological week in

Accounts division Objectives

1. Preparation of annual estimates on income and expenditure in order to achieve objective of the Department and preparation of estimates relevant to advance B account of public officers. 2. Provision of information to planning division which are necessary to prepare annual action plan based on appropriate estimates approved by parliament 3. Making annual allocations for academic purposes as per annual action plan 4. Making allocations by granting approval to project estimates relevant to annual action plan sent by Divisional offices through respective sections 5. Administrative functions Objectives

1. Mainly the administrative and establishments functions of the Department of Archaeology are performed by the administrative division of the Department and it consists of the following tasks. 2. Getting approval for the cadre, recruitments, filling of vacancies and transfers etc. 3. Maintaining the personal files of all the officers of the Department. 4. Activities relating to parliamentary questions, consultative committees, public petition committees etc. 5. Supervision of all activities relating to vehicles 6. Activities relating to Public Administration Circulars, Department Circulars, orders of the Department. 7. Activities relating to productivity committee. 8. Activities such as payment for water bills, telephone bills, cleaning services etc. 9. Granting approval for overtime allowance, travelling expenses, and holiday pay of all the officers etc. 10. Activities relating to daily mail, issuance of official identity cards, maintenance of leave registers ,Agrahara insurance, railway warrants and concessionary season tickets. 11. Local and overseas training of the officers of the Department.

The staff of the Department has been changed in 2013 in the following manner.

1. Mr N.P.V.C.Piyathilaka, an officer of the class I of Sri Lanka Administrative service ,has been appointed with effect from 05.09.2013 to the post of Additional Director General (Administration)of the Department which has fallen vacant. 2.
