Dear Ms. Conmy,
This letter is in response to your Request for Additional Information dated August 2, 2019. Below please find responses and additional information as requested to your three comments:
1) Requests for all new easements must be noticed, pursuant to Section 253.115(5), F.S. The application includes a list of property owners within a 500-foot radius of the proposed lease area and an accompanying aerial with a map of parcels that are not identified by ownership. Please provide verification that these names came from the latest tax assessment rolls and a revised map showing parcel ID numbers cross-referenced to the verified list to identify the ownership of each parcel.
The city has retained a Public Information Officer (PIO) to lead the public noticing process. Per the PIO, the database of individual addresses was obtained from the city's GIS site and cross-referenced with Miami-Dade County's public notification site (https://gisweb.miamidade.gov /Public Notification/). Note that duplicate addresses were removed from the list. For condominium and apartment buildings, a property manager or homeowners' association representative was assigned as the point of contact.
A revised map is provided as Attachment A.
2) The proposed easement area is larger than the riprap revetment area authorized by Permit No. 13-06393-P (322 square feet proposed easement vs. 252 square feet area of riprap per the permit). Please provide a revised survey ( or a sketch) and revised legal description reflecting the area approved by the permit or submit an application for approval of a modification to the permit for a larger area of riprap.
1 A revised survey and legal description that reflects the area approved under Permit No. 13-06393-P is provided as Attachment B. Note that riprap was only installed where permitted. The surveyor of record confirmed that the discrepancy in the previous survey was due to his use of the riparian rights for the area as the survey limits. This discrepancy has been corrected in the revised survey and legal description.
3) Once the sketch or survey and legal description have been approved by staff, please provide two originals of the signed and sealed surveys/sketch.
