e Fukushima Nuclearand Crisis Accident Management e Fukushima The Fukushima Nuclear Accident and Crisis Management — Lessons for Japan-U.S. Alliance Cooperation — — Lessons for Japan-U.S. Alliance Cooperation — — Lessons for Japan-U.S. September, 2012 e Sasakawa Peace Foundation Foreword This report is the culmination of a research project titled ”Assessment: Japan-US Response to the Fukushima Crisis,” which the Sasakawa Peace Foundation launched in July 2011. The accident at the Fukushima Daiichi Nuclear Power Plant that resulted from the Great East Japan Earthquake of March 11, 2011, involved the dispersion and spread of radioactive materials, and thus from both the political and economic perspectives, the accident became not only an issue for Japan itself but also an issue requiring international crisis management. Because nuclear plants can become the target of nuclear terrorism, problems related to such facilities are directly connected to security issues. However, the policymaking of the Japanese government and Japan-US coordination in response to the Fukushima crisis was not implemented smoothly. This research project was premised upon the belief that it is extremely important for the future of the Japan-US relationship to draw lessons from the recent crisis and use that to deepen bilateral cooperation. The objective of this project was thus to review and analyze the lessons that can be drawn from US and Japanese responses to the accident at the Fukushima Daiichi Nuclear Power Plant, and on the basis of these assessments, to contribute to enhancing the Japan-US alliance’s nuclear crisis management capabilities, including its ability to respond to nuclear terrorism. -

Part II Chapter 3 Quantitative Restrictions <Reference> EXPORT RESTRICTIONS The significance of discussing export restrictions Export restrictions on natural resources and foodstuffs have been raised recently as a problem issue in terms of international trade, and have been a topic of discussion several times, including in the WTO Doha Round negotiations in the fields of Non- Agricultural Market Access (NAMA) and agriculture. Quantitative restrictions have conventionally focused on imports, but in this section we will particularly look at the export aspect, explaining the disciplines over export restrictions prescribed mainly in the WTO Agreements, in addition to considering current problems and future potential strategies. 1. PROBLEMS RELATING TO EXPORT RESTRICTIONS (1) Current situation Similar to those of imports, the restrictions and controls of exports are implemented by a number of countries. The following export restrictions can be observed and categorized depending on their objectives. 1. Export tariffs (taxes) designed to generate fiscal revenue One type of measures, as seen in developing countries where domestic tax collection mechanism is insufficiently developed, involves restricting exports in order to generate fiscal revenue. This usually takes the form of an export tax (export tariffs), which can be effectively levied at borders. (See Ch.4 , “Tariffs” (1) 2. “The function of tariffs”) 355 Part II Chapter 3 Quantitative Restriction 2. Export restrictions/Export tariffs (taxes) to protect domestic industry Similar to import restrictions, export restrictions are sometimes used not only to generate fiscal revenue from exports, but also to maintain the competitiveness of a country’s industry. For example, restricting the export of a rare resource material and allocating it preferentially for domestic industry allows country to maintain the competitiveness of their domestic industry. -

We focus on two research puzzles: a) the motivations and b) the form and degree of the institutionalization of BRICS outreach. We define outreach as collaborative interaction among BRICS and other actors within and outside the BRICS area and focus on outreach to governments of non-BRICS countries and national top officials representing regional organizations. First, we offer a theoretical framework based on the experiences of the Group of 7/8 (G7/8) and the Group of 20 (G20), considering both commonalities and differences with BRICS. Second, we provide a detailed empirical analysis of BRICS outreach over time. Third, we explain BRICS outreach in light of the theoretical framework and enrich it based on our findings. Methodologically, we draw empirical information from official documents, news media and academic literature. We argue that the outreach activity of a major power grouping is reflective of its internal cohesion, as well as of how it defines its own position in the world and how it is perceived by others. -

Emergency Responses Mandated in the Nuclear Emergency Preparedness Act, the Basic Plan for Emergency Preparedness, etc. See Chapter III 1 of the Interim Report. 2. Government Response after the Accident (1) General description of the response of the national government1 Right after the earthquake struck at 14:46 on March 11, 2011, METI established the Emergency Response Headquarters for the disaster and began gathering information on the state of the reactors at nuclear power stations in the stricken areas. At the Prime Minister’s Office, at 14:50 the same day, Tetsuro Ito, the Deputy Chief Cabinet Secretary for Crisis Management (“Crisis Management Deputy Chief Ito”), established the Emergency Response Office in the Prime Minister’s Office for the earthquake, and summoned members of the Emergency Operations Team, which was made up of the bureau chiefs of relevant ministries, to the Prime Minister’s Office Crisis Management Center located below ground inside the Prime Minister’s Office. At around 15:42 the same day, Masao Yoshida, the site superintendent of the Fukushima Dai-ichi Nuclear Power Station (hereinafter referred to as “Fukushima Dai-ichi NPS) (hereinafter referred to as “Fukushima Dai-ichi NPS Site Superintendent Yoshida”) of Tokyo Electric Power Company (hereinafter referred to as “TEPCO), sent an Article 10 Notification via the TEPCO head office to the Nuclear and Industrial Safety Agency (“NISA”) and other competent bodies, having judged that,
