    Peasants Power and Politics in a Bangladesh Village Mihir Kumar Roy* Salah Uddin Ibne Syed** Abstract Bangladesh is a land of thousands of peasant farm families. The country is predominantly an agrarian society. A major portion of its population depending on agriculture, known as peasants. Bangladesh society comprises a large portion of peasants. Peasant society owns a traditional power structure and some specific social organization that influence the production system and livelihood activities of that class of people. Faction grouping and influence of state political change also influence farm household activities. Considering these context, a study was undertaken to focus on the peasant faction grouping and power structure at the village Heshakhal under Nangolkot Upazila of Comilla district. The major focus of the study was to comprehend the change occurring in social organizations within the peasant society. The focus was also on faction grouping and changing power structure of the village. Anthropological method of data collection was taken to from the field. The data were qualitative type, mostly descriptive in analysis.Heshakhal village was predominanted by Hindu population before 1947. Hindu family leaders played vital role in faction grouping and power structure of the village. After the separation of India sub-continent a major portion of Hindu population migrated to India. Along with that a portion of Muslim population of Agartala of India settled in the village. They were known as Rewaji families. At present there are three subgroups of Muslim population that are known living in Heshakhal. Those are : 1) Deshi 2) Swondupi and 3) Rewaji. At present 44.6% of the whole families are Deshi original settlers.

    The Chief Engineer Local Government Engineering Department PREFACE It is a matter of satisfaction that LGED Road Database has been published through compilation of data that represent all relevant information of rural road network of the country in a structured manner. The Rural Infrastructure Maintenance Management Unit of LGED (former Rural Infrastructure Maintenance Cell) took up the initiative to create a road inventory database in mid nineties to register all of its road assets country-wide with the help of customized software called, Road and Structure Database Management System. The said database was designed to accommodate all relevant information on the road network sequentially and the system was upgraded from time to time to cater the growing needs. In general, the purpose of this database is to use it in planning and management of LGED's rural road network by providing detailed information on roads and structures. In particular, from maintenance point of view this helps to draw up comprehensive maintenance program including rational allocation of fund based on various parameters and physical condition of the road network. According to recent road re-classification, LGED is responsible for construction, development and maintenance of three classes of roads, which has been named as Upazila Road, Union Road and Village Road (category A & B) in association with Local Government Institution. The basic information about these roads like, road name, road type, length, surface type, condition, structure number with span, existing gaps with length, etc. has been made available in the road inventory. Side by side, corresponding spatial data are also provided in the road map comprising this document.

    Chapter- VI Case Study: Socioeconomic & Agricultural Situations in Co milia Zila 6.1 Selection of the Study Area A brief account will be given in the present chapter about the study area in order to enable better understanding of the empirical study. The area chosen for empirical investigation of rural finance to the agricultural sector was Comilla Zila (district) in Bangladesh. The main reasons for selecting the district as the study area is because of its long historical background and its present status as among the most important agricultural areas in Bangladesh, growing mostly rice. During the period of British rule, Comilla was the administrative headquarters ofTippera (Tripura) district. 1 The District Census ReportofComilla 2 describes the greater portion of the district as "a rice growing plain, well cultivated and intersected by numerous rivers and streams." Several other reasons were also involved in selecting Comi11a Zila as the study area. The total population ofComilla Zila in 1991 stood at around 42.63 lakhs making it th_e most populous district in Bangladesh, with population density of 1,381 persons per sq. km, surpassed only by the megacity-dominated districts of Dhaka and Chittagong. Among the other less-urban Bangladesh districts, Mymensingh, which comes second in terms of population-size, has a population density of 93_8 persons per sq. km, which is much lower than in Comilla. Comilla Zila is an agricultural region where the principal economic activity mainly comprises small agriculture. Thus the concentration of small and marginal farmers, on whom this study is specially focused, in the current farm population of the district amounted proportionately to 90.7 4 percent in 1996, again the highest in Bangladesh.
