3.2 Enterprise and Innovation

3.2.1 Location Quotient

A LQ that is less than zero suggests that local employment is less than was expected for a given industry. Therefore, that industry is not even meeting local demand for a given good or service. However in the South East Midlands LEP area each district had a none negative LQ result in each sector.

By definition a LQ that is equal to zero suggests that the local employment is exactly sufficient to meet the local demand for a given good or service. This is the case in for Milton Keynes, Corby, Northampton and Luton in the Agriculture, Forestry and Fishery sector in 2008 for example.

When the LQ is greater than 1.0 local employment is greater than expected. This is the case in a number of districts with the SEM LEP area in 2008 but most significantly in Milton Keynes in the Information and Communication sector where the LQ, using England as a base, is 2.0. The highest LQ for any sector occurs in Corby at 3.0 in Manufacturing followed by South Northamptonshire in Agriculture, Forestry and Fishery at 2.9.
