Inquiry into the Victorian Government's Response to the COVID-19 Pandemic Submission no. 20 OVER POLICING; THE NEED FOR EXECUITIVE ACCOUNTABILITY DURING THE COVID-19 CRISIS JACQUELINE WRIGHT I INTRODUCTION Following the Victorian Government’s health response to the COVID-19 pandemic, the Public Accounts and Estimates Committee have commenced a public inquiry to consider the effectiveness of the Victorian Government approach.1 This submission addresses the terms of reference of the inquiry by considering the lack of transparency surrounding Victoria’s over policing of vulnerable communities in response to the COVID-19 crisis. This submission considers this lack of transparency around the policing of assembly and movement, in light of executive responsibility as a principle of public law. This submission argues that the Victorian response to the COVID-19 crisis lacks transparency and effective reporting necessary for executive accountability. II EXECUTIVE AUTHORITY Whilst it is important for the Executive Government to be capable of and empowered to respond to a crisis be it war, natural disaster, financial crisis,2 or indeed a health emergency, a level of accountability is essential to prevent an executive power grab. In ascertaining the scope of power of the executive, the cautionary words of Dixon J come to mind: History and not only ancient history, shows that in countries where democratic institutions have been unconstitutionally superseded, it has been done not seldom by those holding the executive power. Adam CULLEN Born Sydney 1965, died 2012 Adam Cullen was an Australian artist, most known for winning the Archibald Prize in 2000 with a portrait of actor David Wenham. He was also known for his controversial subjects or work. His style has at times been called by some critics as simplistic, crude, adolescent or puerile, though he is regarded one of Australia's most collectible contemporary artists. Cullen's studio was located at Wentworth Falls, in the Blue Mountains of New South Wales. He had stated that he had painted to the music of punk bands such as the Meat Puppets, Black Flag and the Butthole Surfers. Cullen painted such things as dead cats, 'bloodied' kangaroos, headless women and punk men, many of which represent what he termed "Loserville". The artist used a highly personal visual language to address a broad range of topics including crime, masculinity and cowboy culture. He merged high and low cultural influences in works which are defined by their iridescent colours and bold gestural marks. His works combine irreverent humour with an astute sensitivity to society. Cullen’s work is held in collections including the National Gallery of Australia, Canberra; Art Gallery of New South Wales, Sydney; National Gallery of Victoria, Melbourne; Art Gallery of Western Australia, Perth; Monash University, Melbourne; and Griffith University, Brisbane. Media Release: Monday, May 8 2017 Filming begins on Fighting Season A Foxtel original drama L-R: Jay Ryan, Ewen Leslie (sitting) George Pullar, Paul De Gelder , Marco Alosio, Julian Maroun (sitting), Photo by Mark Rogers Foxtel today announced that Fighting Season, a complex, character-driven drama about Australian soldiers returning from Afghanistan, begins filming this week in Sydney with a superb ensemble cast. Jay Ryan (Beauty and the Beast, Top of the Lake,) Ewen Leslie (Top of the Lake, The Daughter), and Kate Mulvany (Secret City, The Great Gatsby), headline a cast that also includes new and diverse talent including George Pullar (A Place to call Home S5), Marco Alosio, Julian Maroun, Paul De Gelder, Sarah Armanious and Sabryna Walters. Lucy Bell, Lex Marinos, David Roberts, Camilla Ah Kin, Ching Po and Jay Lagaiai will play supporting roles.
