Morris All Rights Reserved ABSTRACT Crucibles of Virtue and Vice: The Acculturation of Transatlantic Army Officers, 1815-1945 John F. Morris Throughout the long nineteenth century, the European Great Powers and, after 1865, the United States competed for global dominance, and they regularly used their armies to do so. While many historians have commented on the culture of these armies’ officer corps, few have looked to the acculturation process itself that occurred at secondary schools and academies for future officers, and even fewer have compared different formative systems. In this study, I home in on three distinct models of officer acculturation—the British public schools, the monarchical cadet schools in Imperial Germany, Austria, and Russia, and the US Military Academy—which instilled the shared and recursive sets of values and behaviors that constituted European and American officer cultures. Specifically, I examine not the curricula, policies, and structures of the schools but the subterranean practices, rituals, and codes therein. What were they, how and why did they develop and change over time, which values did they transmit and which behaviors did they perpetuate, how do these relate to nineteenth- and early-twentieth-century social and cultural phenomena, and what sort of ethos did they produce among transatlantic army officers? Drawing on a wide array of sources in three languages, including archival material, official publications, letters and memoirs, and contemporary nonfiction and fiction, I have painted a highly detailed picture of subterranean life at the institutions in this study.

    Cultural Diplomacy and Conflict Resolution Introduction In his poem, The Second Coming (1919), William Butler Yeats captured the moment we are now experiencing: Mere anarchy is loosed upon the world, The blood-dimmed tide is loosed, and everywhere The ceremony of innocence is drowned; The best lack all conviction, while the worst Are full of passionate intensity. As we see the deterioration of the institutions created and fostered after the Second World War to create a climate in which peace and prosperity could flourish in Europe and beyond, it is important to understand the role played by diplomacy in securing the stability and strengthening the shared values of freedom and democracy that have marked this era for the nations of the world. It is most instructive to read the Inaugural Address of President John F. Kennedy, in which he encouraged Americans not only to do good things for their own country, but to do good things in the world. The creation of the Peace Corps is an example of the kind of spirit that put young American volunteers into some of the poorest nations in an effort to improve the standard of living for people around the globe. We knew we were leaders; we knew that we had many political and economic and social advantages. There was an impetus to share this wealth. Generosity, not greed, was the motivation of that generation. Of course, this did not begin with Kennedy. It was preceded by the Marshall Plan, one of the only times in history that the conqueror decided to rebuild the country of the vanquished foe.

    AUSTRALASIAN PARLIAMENTARY REVIEW Parliament in the Periphery: Sixteen Years of Labor Government in South Australia, 2002-2018* Mark Dean Research Associate, Australian Industrial Transformation Institute, Flinders University of South Australia * Double-blind reviewed article. Abstract This article examines the sixteen years of Labor government in South Australia from 2002 to 2018. With reference to industry policy and strategy in the context of deindustrialisation, it analyses the impact and implications of policy choices made under Premiers Mike Rann and Jay Weatherill in attempts to progress South Australia beyond its growing status as a ‘rustbelt state’. Previous research has shown how, despite half of Labor’s term in office as a minority government and Rann’s apparent disregard for the Parliament, the executive’s ‘third way’ brand of policymaking was a powerful force in shaping the State’s development. This article approaches this contention from a new perspective to suggest that although this approach produced innovative policy outcomes, these were a vehicle for neo-liberal transformations to the State’s institutions. In strategically avoiding much legislative scrutiny, the Rann and Weatherill governments’ brand of policymaking was arguably unable to produce a coordinated response to South Australia’s deindustrialisation in a State historically shaped by more interventionist government and a clear role for the legislature. In undermining public services and hollowing out policy, the Rann and Wethearill governments reflected the path dependency of responses to earlier neo-liberal reforms, further entrenching neo-liberal responses to social and economic crisis and aiding a smooth transition to Liberal government in 2018.
