Manager, Development and Special Projects (Maritime) $75,000 - $95,000 Yearly 40 Hour Work Week

PURPOSE OF JOB CLASS (NATURE OF WORK) In the Connecticut Port Authority (CPA), this class is accountable for directing business development and special projects initiatives domestically and internationally.

SUPERVISION RECEIVED Receives direction from the Executive Director.

EXAMPLES OF DUTIES Directs staff and operations of a Business Development Division or Unit to implement and sales strategies to promote (domestically and internationally) the CPA, Connecticut’s ports and small harbors, and Connecticut’s maritime sector; coordinates, plans and manages special projects and strategically important initiatives; directs staff and/or contractors providing services, products and activities relating to business development, marketing, research, communications, and strategic initiatives; directs complex activities including preparation of agency strategic planning processes and products or other strategic initiatives as required; cultivates relationships with owners, senior executives or leadership of and within the maritime sector; maintains contacts with individuals outside of agency who might impact program activities; prepares and conducts agency presentations to prospective businesses and organizations; attends conferences in the United States and abroad to promote the CPA and its activities and the Connecticut maritime sector; represents CPA before private and public agencies and on boards and committees as necessary; maintains contacts and acts as liaison with federal, state, municipal, corporate, community and legislative leaders to identify and resolve issues relative to impact of agency programs on local operations and programs; formulates division/unit program goals and objectives in alignment with agency goals; coordinates, plans and manages division/unit activities; leads staff through process improvement initiatives and maintains performance metrics; trains, mentors and motivates staff to achieve targets or goals; implements performance review standards for division/unit staff; may assist in preparing division/unit budget; performs any duties as needed.

Considerable knowledge of, and ability to apply, principles and techniques; considerable knowledge of Connecticut’s ports, small harbors and maritime markets; considerable knowledge of quasi-public agencies and relevant State and Federal laws, statutes and regulations; considerable knowledge of principles and practices of business development, strategic planning, marketing and economic development at international, federal, state, regional and local levels; considerable knowledge of sales force management; considerable knowledge of capture management; knowledge of diverse cultures and customs; considerable negotiation skills; considerable interpersonal skills; considerable oral and written communication skills; ability to analyze business plans and financial statements.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Nine (9) years of professional experience in business development, marketing, strategic planning, program management, sales force management, proposal development and negotiation of complex business transactions.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE 1. One (1) year of the General Experience must have been in a business development managerial capacity. NOTE: Business development managerial capacity is defined as a leadership of a business development division/unit managing and directing business development and sales initiatives, which includes planning, organizing, directing and controlling resources. 2. Working understanding of Connecticut’s ports and maritime markets.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED 1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree. 2. A Master's degree in business, marketing or public administration or a closely related field may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS 1. Incumbents in this class may be required to travel domestically and internationally.
