REPORT NO 1187/05 ANGUS COUNCIL INFRASTRUCTURE SERVICES COMMITTEE 13 OCTOBER 2005 WINTER MAINTENANCE – CHANGE OF PRIORITY ROUTES AS RESULT OF A92 DUALLING BETWEEN DUNDEE AND ARBROATH REPORT BY THE DIRECTOR OF ROADS ABSTRACT This Report details changes to priority salting routes made necessary as a result of the A92 dualling works between Dundee and Arbroath. 1 RECOMMENDATIONS 1.1 It is recommended that the Committee approve the proposed changes to the priority salting routes detailed in this report. 2 INTRODUCTION 2.1 Members will be aware that the A92 Dundee to Arbroath dualling contract covers the provision of maintenance of the new road for 30 years including winter maintenance. Given this and changes to some of the side roads it has been necessary to alter some of Angus Council’s own salting routes as previously indicated in Report Number 987/05 on Winter Maintenance Policy and Service Provision presented to the Infrastructure Services Committee on 25 August 2005. 2.2 This report details those changes for the Committee’s approval. 3 DETAILS 3.1 Barry to Travebank and Barry to Upper Victoria 3.1.1 There is no longer a direct connection from the C Class road from Barry to the A92 at Travebank. There is now access from Barry to the A92 at Upper Victoria via a grade separated junction which is seen as the major access route to the A92 3.1.2 It is proposed to remove the Barry to the A92 at Travebank route from the list of priority routes and make it a non priority route. The road from Barry to the A92 at Upper Victoria would be added to the list of priority routes. These changes would accord with Angus Council’s policy on priority routes. 3.2 Half Way Garage to Travebank (old A92) 3.2.1 The section of the old A92 between Half Way Garage to Travebank has been retained as an unclassified road. As this route has been bypassed and will now see a significant reduction in traffic it is proposed that this road should become a non priority route. 2 3.3 East Scryne towards A92 (old C61) 3.3.1 The road from East Scryne towards the A92 has been reclassified from a C Class road to an unclassified road and has now been severed from the A92 becoming a cul de sac access to a farm. It is proposed that this route be deleted from the list of priority routes and become a non priority route. 3.4 East Haven to A92 Salmond’s Muir 3.4.1 The route from East Haven to A92 Salmond’s Muir is now the main access from East Haven to the A92 with a grade separated junction. It is proposed that this road be added to the list of priority routes. 3.5 Carnoustie to A92 Lower Balmachie 3.5.1 This C class route from Carnoustie only allows access to the A92 in the westbound direction. The main priority route for Carnoustie traffic is via the A930 from Carnoustie to the A92 at Muirdrum via a grade separated junction. It is proposed that the Carnoustie to A92 Lower Balmachie road should become non priority route. 3.6 A930 Barry Bypass 3.6.1 It is proposed that the new A930 Barry bypass be added to a priority route while the old A930 bypassed route through Barry village remains on a priority route. 3.7 B962 Ardestie junction 3.7.1 Realignment of the Monifieth to the Mains of Ardestie Road (B962) leaves an access road which it is proposed will be treated as a non priority route. 3.8 B962 North East of Monifieth at Ashbank 3.8.1 Realignment of this road leaves a section of old road at Ashbank which will now serve as an access road and as such it is proposed that this be treated as a non priority route. 3. 9 Elliot (old A92) 3.9.1 Realignment of the single carriageway A92 to the new roundabout at Elliot, bypasses a short length of old A92 which it is proposed be treated as a non priority route. 3.10 B9128 Muirdrum 3.10.1 It is proposed that the bus route through Muirdrum which was part of the old A92 to the east of the B9128 will continue to be treated as a priority route. The old A92 west of the B9128 which is now a local access road, will be added to a non priority route." 3.10.2 The proposed changes detailed above are shown on the plans in Appendices 1, 2 and 3. 3.11 Carnoustie - various 3.11.1 Given the need to assess route changes in the area the opportunity was taken to reassess routes in Carnoustie with the following proposals made: 3 3.11.2 Ferrier Street (between the High Street and Kinloch Street); and Kinloch Street (between Ferrier Street and Links Avenue); Ireland Street (between Station Road and Arbroath Road); – given the narrowness of these roads, which creates difficulties in gaining access with the larger priority salting vehicles, and as these roads are not main priority through routes, it is proposed that these roads should become non priority routes. This will allow treatment by more appropriate vehicles, meet current policy and improve the efficiency of the priority routes. 3.11.3 Links Avenue (between Kinloch Street and Dundee Road) – it is proposed to add this road to the list of priority routes as it fits better with priority policy in terms of maintaining access to a school and aids better routing of the priority route. 3.11.4 The proposed changes detailed above are shown on the plans in Appendices 4 and 5. 3.12 Monifieth - various 3.12.1 Similarly routes in Monifieth were also reviewed with the following recommendations: 3.12.2 Durham Street (between North Bank Street and Albert Street); Albert Street (between Durham Street and Ferry Road); North Bank Street (between Durham Street and Ferry Road); Hill Street (between Albert Street and North Union Street); and Church Street (between Hill Street and Maule Street); it is proposed that these roads should become non priority routes. This would harmonise the situation in Durham Street, Albert Street and North Bank Street as the rest of these streets are already non priority routes. All the streets recommended for change are not seen as major through routes and are mostly residential. None are bus routes. Church Street is narrow and there are access difficulties with a priority gritter. Changes here offer similar efficiency improvements, meeting current policy. 3.12.3 The proposed changes detailed above are shown on the plan in Appendix 6. 4 FINANCIAL IMPLICATIONS 4.1 There is expected to be an overall broadly cost neutral impact as a result of the changes detailed in this report, with little change in the overall costs of salting of these routes particularly as the standing charges for provision, maintenance and operational costs of the winter maintenance fleet remain unchanged. The proposed deletion of priority routes offsets the introduction of other routes. Minor savings in the costs of treating the priority routes will be matched by increases in treating non priority routes although there will be reductions in frequency of treatment. 4.2 The savings in treatment of the A92 single carriageway have been taken into account in the financial position in respect of meeting the unitary charges for the A92 upgrading which incorporate the operational costs associated with that part of the contract. 5 HUMAN RIGHTS IMPLICATIONS 5.1 There are no human rights implications arising from the proposals in this report. 4 6 CONSULTATION 6.1 The Chief Executive, the Director of Law and Administration, the Acting Director of Finance, the Director of Education, the Director of Leisure Services, the Director of Environmental and Consumer Protection, the Chief Constable and the Managing Director of Tayside Contracts have been consulted in the preparation of this Report. 7 CONCLUSION 7.1 This report proposes changes to priority salting routes, consistent with the Council’s winter maintenance policy, following completion of the A92 Dundee to Arbroath dualling and other efficiency changes in the Burghs of Carnoustie and Monifieth.
