Staff Report of the U.S. Advisory Commission on Public Diplomacy Update on the Office of the Under Secretary for Public Diplomacy and Public Affairs [email protected] http://state.gov/pdcommission http://twitter.com/pdcommission http://facebook.com/pdcommission Staff Report U.S. Advisory Commission on Public Diplomacy The position of the Office of the Under Secretary of State for Public Diplomacy and Public Affairs, or “R,” was established in 1999 under the Clinton Administration to support the activities moved into the State Department with the abolishment of the United States Information Agency in 1999. This senior leadership position is equivalent to a four-star general and supports the Secretary of State, the President, and the whole of government on all issues related to the Government’s engagement of global audiences through a variety of means and methods. There was one Under Secretary of State for Public Diplomacy and Public Affairs in the Clinton Administration, four in the Bush Administration, and, as of this writing, Tara Sonenshine awaits Senate confirmation as the Obama Administration’s second Under Secretary for R. Assistant Secretary Ann Stock is ably and effectively filling the role of the Under Secretary until a new Under Secretary is confirmed. Since the first Under Secretary was sworn in, the position has been unencumbered more than 30% of the time for a total of 1,375 days, or 3.75 years. The Commission’s staff compared the stability of two other prominent Under Secretary of State positions involved with engaging global publics: the Under Secretary for Democracy and Global Affairs, or “G,” and the Under Secretary for Political Affairs, or “P.” Neither positions were unfilled as often or for as long as R. -

Institutionalization of Ukrainian lobbyism will create equal conditions for members of society in the protection and promotion of their interests, participation in governance, promote transparency of policy making process, and create conditions for formation of civilized forms of lobbying in Ukraine. The article determines the public diplomacy term. The main foreign policy challenges, that faces U.S. public diplomacy is boosting country’s image among the most active and influential part of foreign society; the influence on foreign countries’ elite and mostly on that part which is responsible for decision-making process; the establishment of favorable economic and investment climate in USA and foreign countries. Створене в 1953 р. Інформаційне агентство (USIA) мало незалежний статус і до 1978 р. займалося в основному інформаційної пропагандою. Президент Дж. Картер значно спростив механізм реалізації академічних програм і вивів Управління з освіти та культури зі структури Держдепартаменту, проти чого виступав свого часу сенатор У. Фулбрайт. Співробітники управління фактично в повному складі були включені до складу Інформаційного агентства, перейменованого в 1978 р. у Агентство з міжнародних зв'язків (АМС). Свою колишню назву – USIА – агентство повернуло тільки при адміністрації Р.Рейгана. До жовтня 1999 Інформаційне агентство було основним адміністратором академічних обмінів, фінансованих урядом США. Під тиском республіканської більшості в Конгресі (1995-1999) адміністрація Б. Клінтона реорганізувала Інформаційне агентство, і воно знову було включено до складу Держдепартаменту. Всього з 1999 року з моменту установи посади заступника держсекретаря з публічної дипломатії її займали 9 осіб3 (табл. 1). Посада заступника держсекретаря з публічної дипломатії також зазнала значних змін після 2001 р. До цього на посаду зазвичай призначалися кар'єрні дипломати чи представники елітних університетів Північно-Сходу (Гарварда, Єля, Прінстона тощо).
