Hannah Forsyth 2 Abstract This thesis traces transformations in the history of higher education in twentieth- century Australia from the perspective of the ownership and regulation of knowledge. Using primarily archival sources from universities and government, I argue that after the Second World War, the university’s place in society and the economy was radically altered because of challenges to its authority over knowledge. In the 1940s and 1950s, the Australian government increased its interest in research. Among political and tertiary leaders, this led to questions about the role of research and higher education for society, resulting in uncertainties about the ongoing independence – and thus reliability – of university knowledge. A growing reliance on higher education to support government aims linked the growth of universities in Australia to nation-building and the government’s economic strategies. But in the 1960s and 1970s, a small but influential group of university staff and students resisted the connection of higher education in Australia to established goals and values, exposing the university’s vested interests in society and its role in legitimising and perpetuating social and economic injustices.

    Cambridge University Press 978-0-521-81783-7 - Nugget Coombs: A Reforming Life Tim Rowse Frontmatter More information NUGGET COOMBS A REFORMING LIFE Born in 1906 and trained as an economist, H. C. Coombs was Governor of the Reserve Bank of Australia from 1949 to 1968. How- ever, the breadth of his activities and his commitment to public affairs over seven decades makes his life story a cameo of Australians’ many- sided quest for a better life. Coombs spent his childhood and youth in Western Australia. As Director-General of Post War Reconstruction he advised the Labor governments of the 1940s. In the Menzies years, he added performing arts and tertiary education to his duties in banking. Upon retirement in 1968 he continued to shape arts policy and took up a new reform interest as chairman of the Council for Aboriginal Affairs. Particularly interested in Coombs as an economist, Tim Rowse shows that Coombs understood ‘economic rationality’ as the socially integrative mission of private and public sector elites. When his Keynesian confidence faltered in the early 1970s, Coombs reformulated his ideas of economy and governance to meet the challenges of environmental degradation and indigenous renaissance. Ceaselessly testing the adaptability of twentieth-century liberalism, and straddling the gap between public servant and public intellectual, Coombs made his career a ‘reforming life’. Tim Rowse was born in 1951 and educated at Sydney and Flinders Universities. Best known for his work in Aboriginal history and policy, Rowse has published eight books since 1978. He has taught at Macquarie University, researched and lived in Central Australia for almost ten years, before arriving in Canberra in 1997.

    ROBIN HUGHES AO MA (Syd) Robin Hughes was born in Sydney and educated at Fort Street Girls' High School and the University of Sydney. After graduating in Arts, she worked for a short period as a psychologist with the New South Wales Government. In 1964 Robin was appointed a Producer with the BBC in London in the Arts, Science and Documentary Division. When she returned to Sydney in 1967, she commenced work in the newly formed ABC Science Unit. In 1969 she joined the ABC TV Features Department and helped set up a series of social documentary programmes called Chequerboard. Robin worked first as Head of Research then as Producer and Interviewer on the series. It won many awards. Between 1971 and 1977, freelancing as an executive producer, producer, interviewer, consultant and writer she was involved in a range of innovative radio and television projects including initiating the technically ground-breaking radio series “Investigations” In 1977 she commenced work at Film Australia and over the next few years produced a number of films and videos including dramas documentaries and experimental films. Some of these productions won prizes both locally and internationally. She then returned to freelance work and was engaged by a commercial television company, Transmedia, to produce a major series of social documentaries for the Seven Network. They were screened as The Willesee Specials and subsequently transferred to Channel 9. They won several television awards, including three Logies. In 1985 she was appointed General Manager of Film Australia and undertook a total restructuring of the organisation. Under her leadership, Film Australia was established as a wholly government owned company in July 1988.
