Robert H. Bradner Elizabeth A. Cullen Robert H. Bradner Robert H. Bradner is a partner in the Washington, D.C., office of Holland & Knight. Prior to joining the firm, Mr. Bradner spent 13 years in government service, including seven as chief of staff and counsel to Congressman John Edward Porter of Illinois, chairman of the House Appropriations Subcommittee on Labor, Health and Human Services, Education and related agencies, and Senior Member of the Subcommittee on Foreign Operations, Export Financing and Related Programs. He also practiced in intergovernmental and environmental law in the firm's Chicago office. Mr. Bradner is experienced on the federal budget and appropriations process and he has broad experience in the legislative and regulatory arena. He provides counseling, strategy development, drafting and advocacy services on even the most complex and difficult matters of federal policy. He is particularly knowledgeable on legal and policy issues in the areas of health, education, employment, environment and international affairs. Mr. Bradner possesses over a decade of experience successfully impacting the development of policy by the Department of Health and Human Services in such areas as Medicare and Medicaid reimbursement, the regulation of healthcare providers, and biomedical research and development Elizabeth A. Cullen Elizabeth Cullen is the Senior Legislative Associate with The Jewish Federations of North America’s newly launched Strategic Health Resource Center based in Washington, DC. Elizabeth’s areas of focus at JFNA include legislative and regulatory advocacy related to healthcare delivery, long-term care, and behavioral health, including Medicare and Medicaid. A critical part of her work is dedicated to preserving the Medicare and Medicaid safety nets, as well as ensuring that Jewish provider agencies have the resources they need at this time of great transition and innovation in the healthcare sector. Elizabeth also serves as an active member of the Board of Directors for a local aging-in-place non-profit organization. Elizabeth has more than 20 years of experience in health law and policy on the federal and state levels as a government relations professional and lawyer. Prior to joining JFNA Elizabeth worked at the American Psychological Association (APA) as Director of Congressional Affairs and Director of Legal and Regulatory Affairs. While at APA, Elizabeth advocated at the national and state levels for a wide range of behavioral health initiatives, including Mental Health Parity. Elizabeth holds a law degree from New York University School of Law, a master's degree in public administration from Columbia University's School of International and Public Affairs, and a bachelor's degree from Brown University. William Daroff William Daroff was named by the Forward Newspaper as being among the fifty most influential Jews in America. As Senior Vice President for Public Policy and Director of the Washington Office of The Jewish Federations of North America, he is a leading advocate for the American Jewish community’s agenda in the nation’s capital. As the chief lobbyist and principal spokesperson on public policy and international affairs for the 151 Jewish Federations and more than 300 independent communities represented by JFNA, Daroff ensures that the voice of Jewish Federations is a prominent force on Capitol Hill and in the Executive Branch. Daroff guides the Jewish community’s advocacy efforts on the Federation movement’s key domestic policy issues, principally on health and human services, such as Medicare and Medicaid, long-term care, and policies affecting older Americans, as well as homeland security programs and strengthening the capacity of charities to care for those in need. In addition to his focus on domestic policy, Daroff is a key player in foreign policy circles – advising policy-makers and elected officials on Jewish communal concerns, principally those related to the US-Israel relationship, the Middle East conflict, vulnerable Jewish communities across the world, and the fight to combat states that promote terror. He is also a leader in the worldwide fight to combat the assault on Israel’s legitimacy, acting as a key steward of the Federation Movement’s $6 million “Israel Action Network” initiative, and serving on both the steering committee of the Prime Minister of Israel’s global task force and the Conference of Presidents of Major American Jewish Organization’s working group. Daroff is also a social networking pioneer and evangelist. He has twice been named by JTA as being among the top five most influential Jewish Twitterers in the world, and was named by the National Jewish Outreach Program as one of the top ten Jewish influencers in social media. The couple met in Krakow, Poland, while studying at Jagiellonian University, from which they both received certificates in the history of Eastern European Jewry and the Holocaust. Robert Goldberg Rob Goldberg has been a professional staff member of The Jewish Federations of North America’s (JFNA) legislative and public policy arm since 2000. His areas of responsibility include advocating on a range of aging, health, homeland security, and social services policy and spending priorities before Congress and the Executive Branch; formulating strategies for JFNA’s overall legislative agenda; and providing technical assistance to state government affairs and program professionals affiliated with JFNA on federal legislative, regulatory, and program compliance matters. He is a prolific researcher and technical writer. Amy Gotwals Amy E. Gotwals joined n4a in September 2005 as Director, Public Policy and Legislative Affairs. In March 2014, Amy took on the newly created position of Chief, Public Policy and External Affairs. In her new role, Amy leads n4a’s public policy, advocacy, communications, marketing, external relations and membership relations activities. Representing local aging agencies, Amy serves as the lead in outreach to Congress and the Administration to ensure that needed resources and support services are available to older Americans and their caregivers. Amy has 20 years of public policy, lobbying and grassroots organizing experience. She has represented diverse groups including the Older Women’s League, the Center for Science in the Public Interest, the Alliance of Nonprofit Mailers and the National Network for Youth. Amy earned a Bachelor’s degree in American Studies from Mount Holyoke College and earned a Master of Legislative Affairs from the George Washington University. Ari Ne’eman Ari Ne’eman is the President and co-founder of the Autistic Self Advocacy Network, an advocacy organization run by and for Autistic adults seeking to increase the representation of Autistic people across society. In 2009, President Obama nominated Ari to the National Council on Disability, a federal agency charged with advising Congress and the President on disability policy issues. He was confirmed by the Senate in July 2010 and served until 2015, during which time he chaired the Council’s Committee on Entitlements Policy. From 2010 to 2012, he served as a public member to the Interagency Autism Coordinating Committee, a Federal advisory committee that coordinates all efforts within the Department of Health and Human Services concerning autism. Ari also served as an adviser to the DSM-5 Neurodevelopmental Disorders Workgroup convened by the American Psychiatric Association. He is also a member of the National Quality Forum’s Workgroup on Measuring Home and Community Based Services Quality. Ari was recently appointed by Secretary of Labor Tom Perez to serve as a member of the Department of Labor’s Advisory Committee on Increasing Competitive Integrated Employment of People with Disabilities. He previously served as Vice Chair of the New Jersey Adults with Autism Task Force, where he represented autistic adults in reviewing the state’s autism services. He also previously served on the New Jersey Special Education Review Commission, where he authored a minority report on the topic of aversives, restraint and seclusion. He is also a board member of the American Association of People with Disabilities. In addition, he was named by the New York Jewish Week as one of their “36 by 36″ in 2010. He has a bachelor’s degree from the University of Maryland-Baltimore County, where he studied political science in the Sondheim Public Affairs Scholars Program. Lynn Sweet Lynn Sweet is the Washington Bureau Chief for the Chicago Sun-Times. She covers the White House, Congress, and politics. She appears frequently on CNN, MSNBC and FOX. Sweet was a fellow at Harvard University’s Institute of Politics. Sweet is in Northwestern University’s Medill Hall of Achievement and the Chicago Journalism Hall of Fame. Washingtonian Magazine named Sweet one of the capital’s “50 Top Journalists.” Ilan Sztulman Ilan Sztulman currently serves as Head of Public Diplomacy at the Embassy of Israel in Washington, D.C. where he is focused on strengthening relations between Israel and the American public. Prior to his current position, Mr. Sztulman served as Consul General of Israel in Sao Paulo, Brazil from 2010-2013. From 2008 to 2010, Mr. Sztulman was the Deputy Director of the Public Affairs Department , Communications Division , and Ministry of Foreign Affairs where he created policy for the Public Affairs department, and was responsible for the creation and management of a taskforce for using the web as a platform for public diplomacy. From 2001-2008, Mr. Sztulman held the position of Deputy Manager of the Information and Internet Department, Communication Division of the Ministry of Foreign Affairs. Mr. Sztulman obtained a B.A. in International Relations from Hebrew University in Jerusalem, a B.A. in Humanities and Social Science from Open University in Tel Aviv, and a Master's degree in Political Science, Diplomacy, and Security from Tel Aviv University.

Vol. 108, No. 2 Notes and Comments CONGRESSIONAL ARBITRAGE AT THE EXECUTIVE’S EXPENSE: THE SPEECH OR DEBATE CLAUSE AND THE UNENFORCEABLE STOCK ACT Anna Fodor ABSTRACT—In early 2012, Congress passed the Stop Trading on Congressional Knowledge (STOCK) Act. The STOCK Act explicitly prohibits members of Congress and their staff from trading on material, nonpublic information received because of their status. The Act leaves enforcement of its provisions to the Executive Branch. However, the Speech or Debate Clause and recent case law interpreting the Clause’s legislative privilege create roadblocks to the Executive’s ability to effectively enforce the Act against a member of Congress. Given the obstacles to effective enforcement, the STOCK Act creates a risk-free opportunity for political gain by the Legislative Branch while positioning the Executive to pursue hamstrung prosecutions. Congress’s arbitrage opportunity thus comes at the expense of the Executive and threatens the balance and separation of powers. This Note argues that if legislative privilege is understood as an institutional privilege of Congress as a body rather than an individual privilege of each member of Congress, the courts may recognize a congressional waiver of all members’ legislative privilege as applied to the STOCK Act. Such a waiver would restore the ability of the Executive to effectively enforce the STOCK Act and would alleviate separation of powers concerns. AUTHOR—J.D. INTRODUCTION The Voting Rights Act (VRA or "Act") is one of the most successful civil rights laws ever enacted. It has made the dream of political participation a reality for millions of minorities in the United States. Many of the Act's most important protections are temporary measures that prevent and remedy discrimination in states with histories of voter disenfranchisement. Some have argued that renewal of these provisions, which had been scheduled to expire on August 6, 2007,1 was non-controversial. 2 Political reality painted a far different picture. Conservatives ideologically opposed to the VRA's broad protections mobilized to end them.3 Southerners covered by the Act's preclearance provisions argued their states no longer needed federal review of voting changes.

    Message from Dianne Lob Conference of Presidents Chair-Elect April 20, 2020 New York, NY I am honored to be nominated to serve as Chair of the Conference of Presidents of Major American Jewish Organizations, and thank the Nominating Committee for their trust and confidence. As someone deeply devoted to Jewish values, and to the importance of safeguarding the special US-Israel relationship, it is the role of a lifetime, which I promise to fulfill to the best of my abilities. Under the leadership of Arthur Stark, and his predecessors as Chair, and of Malcolm Hoenlein, and now William Daroff, the Conference has ably served as the consensus voice of our member organizations and of American Jewry. If elected, I intend to keep us on the course that has resulted in such significant successes for the Conference and for the Jewish community. My involvement with HIAS developed from my personal history as the child of refugees from Nazi Germany and the grandchild of family members murdered in the Holocaust. Today, my support for a strong and vibrant Israel is rooted in my belief that the safety and security of Israel is critical to Jews in the United States and across the world. I firmly believe that a secure Israel is necessary for our community to thrive, and I will do everything in my power to assure that strength is maintained and enhanced. The Conference must continue its historical commitment to support the democratically elected government of Israel and to strengthen the ties between Israel and the United States as well as with the American Jewish community.
