NOTICE This report sets out the technical conclusions reached by the Commission of Investigation concerning the circumstances and causes of this accident. In accordance with Annex 13 of the Convention relating to international civil aviation, the analysis and safety recommendations drawn up in this report do not aim to apportion blame or to assess individual or collective responsibility. Their sole objective is to derive from this occurrence the lessons necessary to prevent future accidents. With this in mind, and because doubt must be of ultimate benefit to safety, some of the recommendations proposed concern points which it has so far not been possible to validate categorically or which occasionally have no direct relationship to the causes of the accident. Moreover, the analysis and recommendations have been drawn up following exhaustive investigation and are therefore based on an experience and understanding of events which may differ substantially from those prevailing at the precise time of the accident. Finally, although the people and organisations whose opinions were deemed to be relevant were invited to present their observations at the appropriate time, the Investigation was not conducted in an adversarial manner. France LTD Barr Commune (Bas-Rhin) 7-2, YAESU 2-CHOME, CHUO-KU (near Mont Sainte-Odile) TOKYO 104 JAPAN Type of flight Operator Scheduled flight The company AIR INTER Public transport (passengers) Persons on board 2 Flight crew 4 Cabin crew 90 passengers Summary During a VORTAC approach, carried out at night and in IMC conditions towards runway 05 at Strasbourg-Entzheim, the aircraft crashed into the mountain known as "La Bloss" during its descent towards the runway, at an altitude of approximately 800 metres and a distance of approximately 10.5 nautical miles from the runway threshold. ORGANISATION OF WORK 1 - COMPOSITION OF THE COMMISSION OF INVESTIGATION By Arrêtés (Orders) dated 21 and 27 January 1992, the Ministry of Transport and Tourism established a Commission of Investigation to investigate the circumstances, research the causes and determine the lessons to be drawn from the accident of an aircraft of the type Airbus A320 operated by the company Air Inter which occurred on 20 January 1992 within the territory of the Barr Commune (Bas-Rhin). PHOTO DNA Samedi matin les locaux du nouveau périscolaire et de l’accueil de loisirs d’Urmatt ont été inaugurés. Le genre d’événement à l’occasion duquel on coupe un ruban tricolore. Mais au-delà du conformisme de la tradition, c’était surtout la fin heureuse d’un lourd dossier, le soulagement, et même l’émotion chez certains (certaines) d’être arrivé au bout d’un long parcours, qui ne fut pas sans obstacles… À l’origine, en 1999-2000, il y a eu la création de l’association Les P’tits Bouts de Chou, qui porte un projet de structure d’accueil parents-enfants, et un contrat « enfance », qui a pour partenaires les communes d’Urmatt et Niederhaslach, ainsi que la CAF. La structure est parentale, gérée par une équipe de bénévoles. Un important besoin de garde bien identifié Puis, l’idée de créer un accueil périscolaire émerge. Des enquêtes sont réalisées par des bénévoles, la CAF, le Département, et les assistantes maternelles sont approchés. Un important besoin de garde est bien identifié. Le maire d’Urmatt, Vincent Metzger, donne son accord à la poursuite du projet. En 2003, le conseil municipal verse une subvention pour la mise en place d’un accueil périscolaire méridien, et l’association Les P’tits Bouts de Chou se dote de nouveaux statuts et devient « Acti’Jeunes ». Oberhaslach rejoint le contrat enfance en 2005.

The progressive developnent of the common aviation market has necessitated a comprehensive evaluatio~ of aid measures established in favour of Community air carriers. Therefore, all Member States have ·been asked to update the available information on existing aids. 2. The Commission•s services have carried out a careful assessment of the situation. This assessment has been based on the state aid rules of the Treaty and, in addition, on the evaluation criteria presented by the Commission in Annex IV of Memorandum N° 2 on the common air transport policy. 3. This report is given for information purposes only and does not preclude the results of any examinations the Commission will pursue on individual cases in accordance with Articles 92/93 of the Treaty. 4. The preliminary results of this work are that, as the information given by the Member States in a number of instances is presented in summarized form, it is not always possible for the Commission to arrive at definitive conclusions as to the compatibility of individual measures with the rules of the Treaty. On the basis of the additional information requested from the Member States concerned, the Commission intends to examine these cases in more detail.
