4.1 Global timely access to country related data on rabies diagnosis, prevention and control

World Survey of Rabies

The World Sul'vey of Rabies, published armually by WHO, was the only comprehensive source of global data on rabies presence, prevalence, treatment in humans, diagnosis and control. It is based on data provided to WHO through an armual questionnaire sent to more than 350 individual national reference laboratories and other authorities in more than 200 countries and territories. On the average, one hundred to 125 countries replied to WHO often with more than 18 months delay. Other sources of information were being increasingly utilised by WHO in to improve topicality and geographical coverage of the Wol'ld Sm'Vey of Rabies.

The WHO Woaid Sui'Vey of Rabies is certainly a highly demanded reference source for retrospective data on rabies prevalence and control in humans and animals. However, it lacks the topicality often required for decisions on e.g., the continuation or commencement of rabies treatment in patients exposed to rabies suspected animals in other countries.

The Wol'ld Sm'Vey of Rabies is only partially useful in answering questions such as:

Does rabies currently exist in a certain country and is there a surveillance system?

What are the animal rabies reservoirs in this country?

Which vaccines and immunoglobulines are available and applied according to what schedule?

To whom could I ask those questions in a certain country? To whom could I talk/fax/e-mail to discuss the case of a certain patient?

WHO has now provided a solution to this problem with the development of an WWW-powered data base called RABNET.

RABNET is a data bank which contains all data submitted to WHO through the Questionnaire for the WHO World Survey of Rabies between 1988 and 1996. This databank is accessible via the WorldWideWeb at http://oms.b3e.jussieu.fr/rabnetS/ (Fig. 1) .

The RABNET data bank offers two major advantages:

-t easy, worldwide access to retrospective data on rabies diagnosis, surveillance and control in humans and animals from many countries and all continents in the world;

-t possible online update of country related data on rabies to improve topicality of data.

0 RABNET will provide up-to-date data on the epidemiological situation of rabies in a given country which will be readily accessible through the WWW.

0 RABNET has a powerful data view/analyses section which can be customized through the WWW to users needs. This tool offers a multitude of possibilities (maps, charts, tables, text) for all WWW users to access and use country related data on rabies prevalence in humans and animals, diagnosis, treatment and vaccine production.

0 In addition, RABNET provides access to retrospective data collected by WHO since 1988. Data already stored in the RABNET databank are fully available for analyses and amend­ ment, if necessary.

0 Country data can be updated online and inunediately using an entry form similar to the WHO Questionnaire for the World Survey of Rabies. Thus, any delay in responding to the Question­ naire by one country will not affect the topicality of information provided by others as this is currently the case with the WHO World Survey of Rabies.

0 RABNET will, in the long term, supersede the Questionnaire for the World Survey of Rabies as data can now be entered by any laboratory with WWW access directly in the WHO RABNET databank.

0 RABNET ensur-es data security. Passwords, given to only one country focal point offer access to the data entry section for this country only.

Currently, 16 national rabies reference laboratories are participating in the pilot phase of RABNET. They have received their password and have begun entering their national data into the RABNET data bank.
