Sir, As you may be aware this Ministry has renewed annual recognition for the year 2017 to 48 National Sports Federations vide letter No.9-7/2014-SP-1 dated 02.01. 2017. However, only 7 NSFs out of them were found to have complied with the instructions of the Ministry on suo-moto disclosure of information on their respective websites. For remaining 41 NSFs (as per list attached) are required to comply with the instructions at the earliest. It is informed that the information to be hotted should be kept at one place on the website of the lOA/NSF for easy perusal of the stake holders. A template downloaded from the website of All India Chess Federation is also attached herewith for ready reference. 2. lOA and the NSFs are requested to complete this work at the earliest and confirmation in this effect along with a printout of the website containing all the information may be sent to this office. Sir, It has been decided to renew the annual recognition for the year 2017 i.e. upto 3 lSI December, 2017 to the 48 NSFs indicated in the list at Annexure-I. Accordingly, these NSFs are eligible to receive various assistance from Government of India including railway concessions etc., as may be admissible to them during the aforesaid period of their recognition. 2. 7 NSFs namely All India Chess Federation, Hockey India, Amateur Soft Tezmis Federation of India, Indian Body Builders Federation, Table Tennis Federation of In dia, Cycling Federation of India and Karate Association of India have fully complied with the instructions on suo-moto disclosure of required information of the Ministry. the remaining 41 NSFs either do not have their own websites or have not hosted comp lete information on their websites as per the instruction of the Ministry on suo-moto disclosure. These NSFs are directed to do the needful by 31st March, 2017, failing wh 'ich, their annual recognition for 2017 will be reviewed. 3. This issues with the approval of the Secretary (Sports). Khelo India has the following twelve verticals: Under the vertical Annual Sports Competitions, the 1st Khelo India Games were organized in 2018. The 2nd edition was held in 2019 which saw participation of athletes from across India in U-17 & U-21 age categories. The 3rd Khelo India Youth Games were organized in Guwahati from 10th January – 22nd January 2020. This year, the University Games have been planned to be held separately at Bhubaneswar in association with the Govt. of Odisha, Association of Indian Universities (AIU) and KIIT University from 22nd Feb to 1st Mar 2020. These games will be called “Khelo India University Games, Odisha 2020”. Concept Khelo India University Games (KIUG – 2020) will be organized in Under-25 age group (Men & Women). The competition will be amongst the top Universities in 17 sports disciplines from 22nd February – 1st March 2020 at Bhubaneswar, Odisha.

CHANDRAKASI: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether it is a fact that the National Sports Development Code of India (NSDCI) is not being followed by all the sports bodies in the country and if so, the details thereof; (b) the details of sports bodies found to be following and those not following the provisions of NSDCI in the country; (c) the details of action taken against specific cases of violation of NSDCI, during the last five years and the current year; and (d) the steps being taken to ensure compliance of NSDCI by all the sports bodies in the country? ANSWER THE MINISTER OF STATE (INDEPENDENT CHARGE) FOR YOUTH AFFAIRS AND SPORTS [COL. RAJYAVARDHAN RATHORE(RETD.)] (a) to (d): Madam, all the National Sports Federations (NSFs) and the Indian Olympic Association (IOA) are required to adopt mandatorily the provisions of the National Sports Development Code of India, 2011 (NSDCI). Archery Association of India, All India Tennis Association, Indian Golf Union and Judo Federation of India had failed to follow the provisions of the NSDCI relating to the age & tenure restriction of office bearers. Hence, annual recognition to these NSFs was not given by the Government of India. The list of NSFs which have been given annual recognition for 2018 is attached as Annexure. The annual recognition of the NSFs which failed to adhere to the provisions of the NSDCI is withheld/ withdrawn.

INTRODUCTION Sports governing bodies wield enormous power, not only over the rights and interests of athletes and players, but also over the sports loving public. It is therefore essential that sports governing bodies exercise their power fairly. At the same time, sport demands that its governing bodies be allowed to make decisions autonomously and quickly, while also keeping in mind the particular requirements of each sport. Therefore, it must be asked whether, for the effective governance of sport, which includes the balancing of the interests of all stakeholders, including players, spectators, and investors (including sponsors and commercial rights holders), the decisions of sports bodies should be subject to judicial review. Some authors have begun with the hypothesis that a body, which governs a sport, even as the de facto governing body, ought to be one against which fundamental rights are enforceable.1 However, this article does not take such a normative position.

These are testing times and we need to be brave and disciplined. In these challenging times, the safety and well-being of our athletes is of utmost importance and all support must be extended to ensure the same. It is also heartening that a large number of IOA members have pledged support towards the PM Cares Fund for the cause of our nation’s fight against the COVID-19 pandemic. This truly magnanimous and generous response from our National Sports Federations, State Olympic Associations and Executive Council Members is extremely heartening in this time of need and I would like to express my heartfelt gratitude to each and every one of you. Due to the constantly changing environment and the resulting postponement of the Olympic Games Tokyo 2020, the new dates for the Games of the XXXII Olympiad have been announced and they are scheduled to be held from 23 July 2021 to 8 August 2021. I am sure that all Olympic NSFs have shared communication about the postponement with their qualified and probable athletes. I congratulate all athletes who have achieved Tokyo Olympic qualification in the last quarter. I hope you will work towards bettering your sporting performance in the run up to the Games. Further, in view of this postponement, I request the NSFs to start planning towards our Olympic goal once the remaining Olympic qualification events are announced and the prevailing situation due to COVID-19 normalises.

    "Atmosphere & energy you get from fans is what we all play for," states Indian Men's Hockey Team Defender Harmanpreet Singh ~ On the three year anniversary of the Odisha Men's Hockey World League Final Bhubaneswar 2017, the 24-year-old drag- flicker recalled fond memories of his team's Bronze Medal win at the tournament which was played under the electric atmosphere of the Kalinga Stadium ~ Bengaluru, 01 December 2020: Three years ago, on this same day, the Indian Men's Hockey Team took to the field at the Kalinga Stadium in Bhubaneswar for their opening match of the Odisha Men's Hockey World League Final 2017 against eventual winners Australia in a match which ended all square at 1-1. It was a tournament which saw Indian Defender Harmanpreet Singh stake his claim in the team, with some fine performances as India claimed a Bronze Medal in front of their home support. "It was definitely one of the biggest tournaments for me, and especially with the Senior Team. Having won the FIH Junior Men's World Cup in 2016, the Odisha Men's Hockey World League Final 2017 gave me the chance to experience the thrills of playing the highest form of hockey at the grandest of stages," expressed Harmanpreet. "We did not have the best of starts in our Pool matches, but I think we finished the tournament really strongly. However, what I really learned from that tournament was the fact that if you keep pushing hard, you'll eventually achieve your goals, regardless of which or how big an opponent you're facing," added the drag-flicker, whose team lost 2-3 to England, 0-2 to Germany after their first Pool match against Australia.
