Annual Monitoring Report 2014 1 Introduction Cheshire The North West Aggregate Working Party (NWAWP) is one of nine similar working parties throughout England and Wales established in the 1970's, the core functions of which, as set out in the Planning W est Practice Guidance, are to: and consider, scrutinise and provide advice on the Local Aggregate Assessments of each mineral Chester planning authority in its area; provide an assessment of the position of overall demand and supply for the Aggregate Working Council Party area; and obtain, collect and report on data on minerals activity in their area. North This report should be read alongside the North West AWP Local Aggregate Assessments 2014 Final Review and the member authority's Local Aggregate Assessments. W est A The membership of the North West AWP is detailed in Appendix A 'North West AWP membership' and WP is illustrated in Map 1.1 below. Report The Annual Monitoring report 2014 represents the twentieth annual report and provides sales and 2014 reserve data for the period 1 January to 31 December 2013. The report provides data for each of the five sub-regions, as illustrated in Map 1.2, of Cheshire East; Cheshire West and Chester; Cumbria; Greater Manchester, Merseyside, Halton and Warrington; and Lancashire. Due to the availability of data, results for the Cheshire East and Chester West and Chester sub-regions are reported in one chapter. However, the rate at which sales are falling is the slowest since the AM07 monitoring period. Total aggregate reserves decreased by 5.9 per cent from 331.71mt as at North 31 December 2012 to 312.15mt. This is 12.68mt lower than would have been expected given the low level of sales. The most significant fall was in sales of High Specification Aggregate (HSA) where sales fell by 25.5 per cent from 0.55mt during 2012 to 0.41mt. Sales of limestone and sandstone and igneous rock fell by 12.2 per cent and 15.1 per cent respectively. 1 National and regional guidelines for aggregate provision in England 2005 - 2020, Communities and Local Government, June 2009 1 North West 6 Cheshire 1.5 Total reserves of crushed rock aggregate fell by 5.9 per cent from 293.1mt in 2012 to 275.76mt at 31 December 2013. Reserves of limestone fell in line with sales figures by 1.2 per cent from 160.2mt to 158.33mt. The fall in reserves of both High Specification Aggregate (HSA) and sandstone and igneous W rock was higher than would have been expected and were recorded at 11.2 per cent and 15.8 per cent est respectively. The higher than expected fall in HSA reserves is due to double counting in previous and monitoring periods in Cumbria as set out in paragraph 1.2 above. Chester 1.6 The crushed rock landbank for the north west as at 31 December 2013 was 28.7 years, far in excess of the minimum 10 year requirement. Landbanks for the sub-regions are detailed in the individual Council chapters. Aggregate sand and gravel sales, reserves and landbank North 1.7 Sales of land-won aggregate sand and gravel fell by 4.9 per cent from 2.01mt in 2012 to 1.91mt W est in 2013 but remain higher than the lowest recorded figure of 1.87mt in 2011. This is a smaller decrease A WP than that experienced in sales of crushed rock aggregate during the same monitoring period. Report 1.8 Reserves of land-won aggregate sand and gravel also fell at a similar rate of 5.7 per cent from 38.61mt in 2012 to 36.39mt as at 31 December 2013. This fall is in line with what would have been 2014 expected given the sales levels for the same period. The sand and gravel landbank for the north west as at 31 December 2013 was 11.2 years, a reduction of less than a year from 11.8 years at the end of the 2012 monitoring period.
