Recuperación Verde RECUPERACIÓN VERDE Reiniciar y recrecer nuestras economías para un futuro sostenible Llamada a la movilización La crisis del coronavirus está sacudiendo al mundo entero, con consecuencias devastadoras en Europa. Estamos siendo puestos a prueba. Estamos sufriendo y llorando nuestras pérdidas, y esta crisis está poniendo a prueba los límites de nuestro sistema. También es una prueba de nuestra gran solidaridad europea y de nuestras instituciones, que actuaron rápidamente al comienzo de la crisis para implementar medidas para protegernos. La crisis aún continúa, pero veremos la luz al final del túnel y, luchando juntos, venceremos al virus. Nunca nos hemos enfrentado a una situación tan desafiante en tiempos de paz. La lucha contra la pandemia es nuestra principal prioridad y todo lo que se necesita para detener y erradicar el virus debe hacerse. Damos la bienvenida y apoyamos firmemente todas las acciones desarrolladas por gobiernos, instituciones de la UE, autoridades locales, científicos, personal médico, voluntarios, ciudadanos y actores económicos. En esta situación tremendamente difícil, también enfrentamos otra crisis: un shock en nuestra economía más fuerte que la crisis de 2008. La gran conmoción a la economía y los trabajadores creada por la pandemia exige una respuesta económica coordinada fuerte. Por lo tanto, acogemos con beneplácito la declaración de los líderes europeos que afirman que harán "lo que sea necesario" para abordar las consecuencias sociales y económicas de esta crisis. Sin embargo, lo que funcionó para la crisis financiera de 2008 puede no ser suficiente para superar esta. La recuperación económica solo vendrá con inversiones masivas para proteger y crear empleos y para apoyar a todas las empresas, regiones y sectores que han sufrido la parada repentina de la economía Después de la crisis, llegará el momento de reconstruir. Este momento de recuperación será una oportunidad para repensar nuestra sociedad y desarrollar un nuevo modelo de prosperidad. Este nuevo modelo tendrá que responder a nuestras necesidades y prioridades. Estas inversiones masivas deben desencadenar un nuevo modelo económico europeo: más resiliente, más protector, más soberano y más inclusivo. Todos estos requisitos se encuentran en una economía construida alrededor de principios Verdes. De hecho, la transición a una economía climáticamente neutral, la protección de la biodiversidad y la transformación de los sistemas agroalimentarios tienen el potencial de generar rápidamente empleos, crecimiento y mejorar el estilo de vida de todos los ciudadanos del mundo, y contribuir a la construcción de sociedades más resilientes. No se trata de crear una nueva economía desde cero. Ya tenemos todas las herramientas y muchas nuevas tecnologías. En los últimos 10 años, se han logrado enormes avances en la mayoría de los sectores de la transición, desarrollando nuevas tecnologías y cadenas de valor, y reduciendo drásticamente el costo de la transición (incluyendo, entre otros: energía renovable, movilidad de cero emisiones, agroecología, eficiencia energética ...). Hace 10 años, los vehículos de cero emisiones eran solo un prototipo. Hace 10 años, la energía eólica era tres veces más cara de lo que es hoy, y la energía solar siete veces más. Hace 10 años, no habíamos realizado los trabajos de renovación en los edificios, lo que demuestra que esta acción es rentable. La voluntad política ya está aquí. Ya tenemos los planes y la estrategia. Proyectos como el European Green Deal y otros planes nacionales de desarrollo cero en carbono tienen un enorme potencial para reconstruir nuestra economía y contribuir a crear un nuevo modelo de prosperidad. Por lo tanto, consideramos que necesitamos preparar a Europa para el futuro y diseñar planes de recuperación, tanto a nivel local, nacional como a nivel de la UE, que consagren la lucha contra el cambio climático como el núcleo de la estrategia económica. Ha llegado el momento de convertir estos planes en acciones e inversiones que cambiarán la vida de los ciudadanos y contribuirán a la rápida recuperación de nuestras economías y nuestras sociedades. También reconocemos que el impacto social de la epidemia de Covid-19 ya es tremendo y que la resistencia a nuevas inversiones en la transición a una economía climáticamente neutra no es el camino a seguir. Para que las iniciativas, como el Acuerdo Verde Europeo, sigan siendo ampliamente aceptadas, más que nunca tienen que responder a las necesidades sociales de nuestra sociedad. Se han realizado progresos en la identificación de los posibles desafíos sociales de la transición, y se han desarrollado y aún se pueden desarrollar herramientas para garantizar una transición justa y equitativa. Hacemos un llamamiento a una alianza global de creadores de decisiones políticas entre partidos, líderes empresariales y financieros, sindicatos, ONG, grupos de reflexión, partes interesadas, para apoyar e implementar el establecimiento de Paquetes de Inversión de Recuperación Verde que actúen como aceleradores de la transición hacia la neutralidad climática. y ecosistemas saludables. Por lo tanto, nos comprometemos a trabajar juntos, compartir conocimientos, intercambiar experiencia y crear sinergias para materializar las decisiones de inversión que necesitamos. Covid-19 no hará que el cambio climático y la degradación de la naturaleza desaparezcan. No ganaremos la lucha contra covid-19 sin una respuesta económica sólida. No nos opongamos a esas dos batallas, por el contrario luchemos y ganemos ambas al mismo tiempo. Al hacerlo, seremos más fuertes juntos.     GREENRECOVERY REBOOT & REBOOST our economies for a sustainable future Call for mobilisation The coronavirus crisis is shaking the whole world, with devastating consequences across Europe. We are being put to the test. We are suffering and mourning our losses, and this crisis is testing the limits of our system. It is also a test of our great European solidarity and of our institutions, which acted fast at the start of the crisis to deploy measures to protect us. The crisis is still ongoing, but we will see the light at the end of the tunnel, and by fighting together, we will beat the virus. Never have we faced such a challenging situation in peacetime. The fight against the pandemic is our top priority and everything that is needed to stop it and eradicate the virus must be done. We welcome and strongly support all the actions developed by governments, EU institutions, local authorities, scientists, medical staff, volunteers, citizens and economic actors. In this tremendously difficult situation, we are also facing another crisis: a shock to our economy tougher than the 2008 crisis. The major shock to the economy and workers created by the pandemic calls for a strong coordinated economic response. We therefore welcome the declaration of European leaders stating that they will do “whatever it takes” to tackle the social and economic consequences of this crisis. However, what worked for the 2008 financial crisis may not be sufficient to overcome this one. The economic recovery will only come with massive investments to protect and create jobs and to support all the companies, regions and sectors that have suffered from the economy coming to a sudden halt.

In the face of the coronavirus crisis, the biggest challenge Europe has faced in peacetime, with devastating consequences and a shock to the economy tougher than the 2008 crisis, Ministers from 11 countries, 79 cross-party MEPs from 17 Member States, 37 CEOs, 28 business associations representing 10 different sectors, trade union confederation representing members from 90 national trade union organisations and 10 trade union federations, 7 NGOs and 6 think tanks, have committed to working together to create, support and implement solutions to prepare our economies for the world of tomorrow.     THE NEW EUROPEAN PARLIAMENT KEY COMMITTEE COMPOSITION 31 JULY 2019 INTRODUCTION After several marathon sessions, the European Council agreed on the line-up for the EU “top jobs” on 2 July 2019. The deal, which notably saw German Defence Minister Ursula von der Leyen (CDU, EPP) surprisingly designated as the next European Commission (EC) President, meant that the European Parliament (EP) could proceed with the election of its own leadership on 3 July. The EPP and Renew Europe (formerly ALDE) groups, in line with the agreement, did not present candidates for the EP President. As such, the vote pitted the S&D’s David-Maria Sassoli (IT) against two former Spitzenkandidaten – Ska Keller (DE) of the Greens and Jan Zahradil (CZ) of the ACRE/ECR, alongside placeholder candidate Sira Rego (ES) of GUE. Sassoli was elected President for the first half of the 2019 – 2024 mandate, while the EPP (presumably EPP Spitzenkandidat Manfred Weber) would take the reins from January 2022. The vote was largely seen as a formality and a demonstration of the three largest Groups’ capacity to govern. However, Zahradil received almost 100 votes (more than the total votes of the ECR group), and Keller received almost twice as many votes as there are Greens/EFA MEPs. This forced a second round in which Sassoli was narrowly elected with just 11 more than the necessary simple majority. Close to 12% of MEPs did not cast a ballot. MEPs also elected 14 Vice-Presidents (VPs): Mairead McGuinness (EPP, IE), Pedro Silva Pereira (S&D, PT), Rainer Wieland (EPP, DE), Katarina Barley (S&D, DE), Othmar Karas (EPP, AT), Ewa Kopacz (EPP, PL), Klara Dobrev (S&D, HU), Dita Charanzová (RE, CZ), Nicola Beer (RE, DE), Lívia Járóka (EPP, HU) and Heidi Hautala (Greens/EFA, FI) were elected in the first ballot, while Marcel Kolaja (Greens/EFA, CZ), Dimitrios Papadimoulis (GUE/NGL, EL) and Fabio Massimo Castaldo (NI, IT) needed the second round.

This latest development shows that we can never take women’s rights for granted. This is disrespectful, a clear violation of women’s rights and unacceptable. The signal the Polish government is sending is a highly troubling one in times that are already challenging for women. Women have been hit disproportionally hard by the Covid-19 crisis and face an increase in cases of domestic violence. The European Union is founded upon shared values that are enshrined in our Treaties, amongst them equality between men and women. We cannot regress on these core values stipulated in Article 2 TEU. We should never accept it when one of our Member States backtracks from equality. That is why we call on you, as the President of the European Commission, guardian of the treaties, and as the President of the European Council, to do everything within your power to discourage the Polish government from taking this misstep. Madam President, in your political guidelines, you made the commitment that the EU’s accession to the Istanbul Convention is a key priority for the Commission and that if the accession remains blocked in the Council, you would consider tabling proposals on minimum standards regarding the definition of certain types of violence, and strengthening the Victims’ Rights Directive.

    THE PROGRESSIVE AGE OF GLOBALIZATION By Pascal Canfin J U N E 1 5 T H 2 0 2 1 7 44 The progressive age of globalization Synthesis Pascal Canfin, Chairman of the European Parliament Committee on the A new cycle is opening ahead of us after 30 years of liberal globalization of the Environment, Public Health and Food Safety economy (1979-2009) seeking to increase trade, to reduce government’s size and to give markets and multinational corporations pride of place. Without losing the benefits June 15th, 2021 of openness, it restores the conditions of public sovereignty and places climate issues in its core to invent a new model of prosperity: a carbon-free world. It is essential to consolidate this new age of globalization to escape the rise of authoritarian nationalism and profoundly negative consequences of non-cooperative deglobalization. History is made of phases. The elections of Margaret Thatcher in the United Kingdom in 1979 and Ronald Reagan in the United States in 1980 opened one based on the transfer of power from governments to markets, particularly financial markets, and to large companies that progressively became multinational corporations driving globalized value chains. This cycle came to an ideological end with the great financial crisis of 2008, which saw a strong comeback of governments to rescue economies that were on the verge of collapse. However, it did not lead to a new synthesis replacing the old one and giving a sense to this new cycle. It is this new synthesis that we see emerging today: the "globalization of progressivism." This is what must be strengthened and accelerated from now on.
