 The weekend is set to be a politically hot one as Provincial Administrative Organisation (PAO) elections are set to be held on Sunday (December 20th)

 The PAO, which has been the bastion for political parties to propagate their support base for decades has been challenged by the moves of the Progressive Movement (the reincarnation of the now defunct Future Forward party).

 The Progressive Movement lead by Thanathorn Juangroongruangkit, has filed candidates in 42 of the 77 provinces in the country and is focusing on North and Northeast of .

 The North and Northeast is the bastion of the and has been feeling the heat.

 So heated is the PAO election that former Prime Minister Thaksin Shinawatra has come out to appeal to voters 2 times in the last 2-weeks in his hometown of Chiang Mai.

 Meanwhile pro-democracy Ratsadon (People’s Movement) saw many of its people face lese majeste charges yesterday.

 One of its leader Parit “Penguin” Chiwarak yesterday showed up at Yannawa police station in a red traditional Thai costume to give support to Jatuporn Sae Ung, 23 and Noppasin (last name withheld), 16, who visited the police station to hear lese majeste charges against them.

 Jatuporn, a member of the Buriram Free Youth group, and the 16-year-old activist were the latest to report in to the police to hear the charge for joining the so-called “People’s Runway”, a satirical red carpet fashion show to mock the monarchy, on Silom Road on October 29.

 Parit worn red lip stick in white face powder and a full traditional Thai costume in red.

 Meanwhile, the Twitter hashtag #saveทรายเจริญปุระ (Save Sai Charoenpura) became a top trending topic on Thursday after actress Intira “Sai” Charoenpura reportedly received a summons over lese-majeste and sedition charges.

 Intira received a summons from Bang Khen Police Station in yesterday. She was charged with violating Sections 112 and 116 of the law

along with protest leader Arnon Nampa and others. Intira was scheduled to visit the station on December 21 to hear the charges.

 Among those who face lese majeste charges are Parit who is now facing charges on 8 counts; Anon Nampha, 6 counts, Panasaya Sitthijirawattanakul, a leader of the United Front of Thammasat and Demonstration, 4 counts and Panupong Jadnok, 2 counts.

 Meanwhile, Shinawat “Bright” Chankrachang, co-leader of the Ratsadon (People’s Movement), and 3 other activists, filed a complaint with Muang Nonthaburi police to take action against Warong Dechgitvigrom, leader of the Thai Pakdee (Loyal Thai) group, for inciting unrest and causing a public disturbance under Section 116 of the Criminal Code in the wake of Warong’s call to return the sovereign power to His Majesty the King.

 Shinawat accused Warong of wanting to bring back absolute monarchy. The Ratsadon co-leader said he was fed up with Warong’s action for filing a series of complaints with police against his group for his pro-monarchy cause including Thai Pakdee’s call for the public to support the use of the lese majeste law (S.112) against civilians.

 On the proposed reconciliation committee that is awaiting committee members from the government side, a latest report said the government has resubmitted 2 new candidates as its candidates to sit on the proposed committee.

 The 2 names are Deputy Defence Minister Gen Chaicharn Changmongkol and Terdpong Chaiyanant, a Democrat Party list MP, as its representatives from the government to sit on the proposed panel. The list was from the prime minister’s secretary-general.

 The confusion came upon reports that the government’s plan to send Thanakorn Wangboonkongchana, a secretary to PM’s Office Minister, and Suporn Atthawong, the PM’s Office assistant minister, as its representatives to sit on the panel. The previous nomination has drawn heavy criticism from the public.

 On the alleged bribery case for which 2 people were jailed for taking bribes and implicated Sakulthorn Juangroongruangkit, CEO of Real Asset Development and a younger brother of Thanathorn Juangroongruangkit, co-founder of the Progressive Movement, police now fear that 2 witnesses in the case have gone missing.

 The Crime Suppression Division (CSD) instructed officers to hunt down 2 key witnesses in the case, Prasit Aphaiphoncharn, a former Crown Property Bureau official, and Surakit Tangwithoowanich, a private firm employee, who failed to show up for police questioning yesterday. Police said they could not locate the 2 men at their residences when they were to be questioned as witnesses after saying they had received bribes from Sakulthorn.

Economic News

 Corruption hit a record high under the post-coup National Council for Peace (NCPO) era, according to a report released by the National Anti-Corruption Commission (NACC).

 The NCPO was the body that was set up after the May 19, 2014 coup that ousted the government of Pheu Thai and Yingluck Shinawatra by Gen. Prayut Chan-o- cha.

 Prime Minister Gen Prayut Chan-o-cha is said to acknowledge the anti-graft agency’s report but appeared to defend the figures as he said the findings were drawn up based on complaints of corruption rather than proven cases.

 When asked to reveal the names of the culprits, Gen Prayut, instead, ordered the Prime Minister’s Office to publicise the achievements of his government to show how “well it had served the people”.

 Prime Minister Gen Prayut Chan-o-cha was reportedly furious when he heard details of the graft while chairing a meeting of the Centre for Covid-19 Situation Administration (CCSA) yesterday, triggering speculation that the 2nd phase of the “Rao Tiew Duay Kan” (We Travel Together) tourism stimulus campaign may be scrapped over corruption fears, according to a source familiar with the matter.

 The Prime Minister has instructed Deputy Police Chief Piya Utayo to find ways of punishing the culprits.

 More than 200 people have been prosecuted for defrauding this and other government economic stimulus schemes.

 Meanwhile, Finance Minister Arkhom Termpittayapaisith said the Finance Ministry plans to open a new round of registration for the half-half co-payment scheme to allow those who missed out on the 2nd round of registration to re- register.

 The new round of registration is expected to pick up at least 500,000 more registrants to the scheme.

 The has hit a 7-year high trading at around 29.88 baht to the greenback

 The baht currency rallied to a 7-year high against the U.S. dollar after it managed to strengthen past the key resistance level of 30 baht per dollar to 29.88 baht per dollar yesterday.

 Meanwhile the Bank of Thailand (BoT) yesterday issued a statement to defend against a US Treasury Department report which placed Thailand on the “monitoring list” of 10 countries labelled potential currency manipulators. The other 9 countries on the list are China, Japan, South Korea, Germany, Italy, Singapore, Malaysia, Taiwan, and India.

 The US Treasury Department released a report titled “Macroeconomic and Foreign Exchange Policies of Major Trading Partners of the United States” on December 16.

 The BoT said it had no intention of using the exchange rate as a tool to gain an unfair trade advantage and competitiveness over trading partners. The Central vabk also said it did not see a big impact on foreign trade and investment from being put on a US currency watch list. BoT’s assistant governor Chantavarn Sucharitakul said in a statement that the BoT had conducted 2-way intervention only to ride out baht volatility and had no intention to do use the exchange rate to gain an unfair trade advantage and competitiveness over trading partners.

 Thailand has been put on the monitoring list for having a significant bilateral trade surplus with the US of over US$20 billion and a material current account surplus of more than 2 per cent of GDP.

 Finance Minister Arkhom Termpittayapaisith came out to say that there is no concern over the latest report by the US Treasury Department as the Bank of Thailand has a duty to manage foreign exchange movement.

 Thailand plans to shorten the mandatory quarantine period for overseas travellers to 10 days from 14 currently and implementing more COVID-19 screening tests on those undergoing quarantine. The new comes as the Centre for Covid-19 Situation Administration (CCSA) yesterday announced plans to ease travel restrictions for citizens from 56 countries in a bid to boost the tourism industry, though visitors will be required to undergo a mandatory 2-week hotel quarantine.

 The CCSA has issued a new list of 56 countries and territories whose citizens do not require a visa and can live in the Kingdom for up to 30 days.

 The countries are:

 Tourists from countries including Australia, France and the United States can travel without visas, but would need a certificate to show they were free of

COVID-19 72 hours before travel and a place at a quarantine hotel, CCSA spokesman Dr Taweesin Wisanuyothin said.

 The CCSA proposed that arrivals would undergo 3 Covid-19 tests while in quarantine, up from 2 required previously, Taweesin said, adding that more COVID-19 tests may shorten the quarantine period in future. The relevant authorities are conducting studies and assessing the trial period next month.

 Travellers from other countries not included in the CCSA’s announcement yesterday could still be eligible for a 90-day special tourist visa and a certificate of entry (CoE).

 Shares of SET-listed BEC World, the operator of Channel 3, surged 70.99 per cent to 7.90 baht (closing price of December, 17), up from 4.62 baht at the end of November, on the back of reports that the company’s major shareholder the “Jurangkool family” has scooped up BEC shares to supersede the Maleenont family, another major shareholder.

 Other factors that sent the BEC share price to rally are a tendency for a rebound in operating results next year thanks to a cost cutting strategy in the 3rd quarter of this year that helped the company turn a profit for the 1st time after several quarters, a broker said, while the BEC- Tero Entertainment Plc’s share sell help alleviate losses for BEC.

 The Bank of Nova Scotia (BNS), TMB Bank (TMB)’s 4th largest shareholder, has sold 4.410 billion shares in TMB at 1.14 baht apiece, totalling 5.020 billion baht or a total of 5.21 per cent stake in TMB.

 BNS had sold off a 0.1037 per cent stake in TMB, with 4.903 per cent stake remaining, according to the Securities and Exchange Commission (SEC)’s announcement on December 1, 2020.

 The Industry Ministry rolled out an “OUTLET” discount program during December 22- 25 this year as a New Year gift for the Thai public.

 Industry Minister Suriya Jungrungreangkit said the program will feature commodities and consumer goods from more than 400 factories and stores in the hope of generating more than 50 billion baht into the economy.

 Those who will join the program are producers of electrical appliances, auto makers such as Toyota, Mazda, Nissan, Suzuki, Mitsubishi, BMW, Mercedes, GM, Honda, Subaru, etc which will offer promotional packages during the event. Mercedes has come up with a special discount offer of up to 300,00 baht for every Mercedes-Benz S 560 e while Mitsubishi will offer a maximum discount of 100,000 baht for Mitsubishi Triton pickup truck.

 The car industry saw its first rise in the past 19 months. Demand is rising as lockdown restrictions ease in many countries, pushing up car sales.

 Cars produced for export rose 4.25 per cent year on year to 75,014, representing 43.5 per cent of total car production in November. Between January and November, car production for export plummeted by 33 per cent year on year to 649,893 units, representing 50.62 per cent of total production. Cars produced for the domestic market in November jumped 18.64 per cent year on year to 97,441units, representing 56.50 per cent of total production.

 However, January-November car production for the domestic market dropped by 30.24 per cent year on year to 634,070 units, representing 49.38 per cent of total production.

 Meanwhile car sales in Thailand last month rose 2.7 per cent year on year to 79,177 units. The 6.83 per cent increase from October’s sales was also the first rise in 19 months.

 The rise in car sales indicates economic recovery driven by government stimulus measures and car producers offering attractive packages for buyers, said the FTI.

 Samut Sakhon is on high alert for Covid-10 following reports that a 67-year old woman, an owner of a shrimp raft, tested positive for COVID-19 in a 2nd test yesterday.

 After the woman, who also sells shrimps at a shrimp market in Tambon Mahachai, Muang district of Samut Sakhon was found infected with Covid-19, provincial health officials from the Samut Sakhon public health office and municipal workers on Thursday cleaned and disinfected the shrimp market in an attempt to stem the infection.

 The woman fell ill and sought treatment at Mahachai Hospital. She tested positive later.

 Dr. Chartchai Kittiyanan, the provincial health chief, said that the woman’s condition is not serious, adding that she is the first locally-acquired infection in the province in several months. The woman has never travelled abroad and has spent most of her time at the market selling shrimps. At least, 18 people have been identified as having been in close contact with the infected woman, including medical personnel and family members.

 Sixteen of the 18 close contacts have been given swab tests, with negative results for ten, while results for the rest are still pending. Health officials have also taken saliva samples from more people including regular customers of the shrimp market to try to determine the source of the infection.

 Thailand recorded 20 new COVID-19 cases yesterday, among arrivals from abroad and in state quarantine, and 12 additional recoveries, according to the Centre for Covid-19 Situation Administration (CCSA).

 The new infections include 6 returnees from India, 3 each from Switzerland and the United Kingdom, 2 from Sweden and 1 each from the United Arab Emirates, the US, France, Germany, Pakistan and Kuwait.

 The Public Health Ministry yesterday reported that there are 67 COVID-19 cases linked to Myanmar’s Tachilek, with most of them concentrated in the northern province of Thailand’s Chiang Rai and in state quarantine.

 Cumulative infections in Thailand, to date, are 4,281, with 3,989 recoveries. 232 others are still being treated in hospitals.

 Marine researchers from Chulalongkorn University’s Faculty of Science have recently found two new soft coral species, the first of their kind, in the sea around Samae San Island, in the eastern province of Chon Buri.

 Associate Professor Dr. Woranop Wiyakarn, head of the Marine Science Department of the Faculty of Science, said that the two soft corals belong to the Chironephthya family and were named Sirindhornae, after HRH Princess Maha Chakri Sirindhorn, and Cornigera.

 The discovery of the two new species has been published in the international research journal, Zootaxa, this year.
