Projects Completed to Eliminate SSOs See “Community Compliance Plan” elsewhere in this report. 2. Best Management Practices (BMP) Projects Completed During the past 12 months (August through July) we have cleaned approximately 133,454 LF (25.28 miles) of sewers tributary to the city and have inspected 622 manholes. This is the fifth year of a 5-year cycle for cleaning sewers and our total now stands at about 157.88 miles, which is 72 percent of our system of 12-inch and smaller sewers. Equipment problems and personnel shortages have contributed to our not achieving our goals during this cycle. The second year of this cycle was extremely bad for cleaning. We are confident that we will hit our goals in the future. We also have a preventive maintenance program in which we clean problem area sewers on a regular basis (from once per week to once per year) which currently amounts to just over 10.5 miles per year. This is included in the cost of “Best Management Practices” as shown on SCDP Compliance Checklist, Item B # 5. Item C Stark County Metropolitan Sewer District Compliance Plan for Massillon Satellite Community Discharge Permit September 1, 2018 Elimination of SSO’s We have had 2 overflows during the past 12 months and the reporting forms are attached. We will continue to clean a fifth our lines that are 12” and smaller as per our Compliance plan so that the system will be cleaned every 5 years. Project P587 should upgrade another one of our lift stations that are tributary to the Massillon System Following is a list of the dates and amounts that sewage has been by-passed to the detention tank in Perry Township this year. A copy of the reporting forms for the events occurring since the last Compliance Plan is included elsewhere in this report. Item D Stark County Metropolitan Sewer District Estimated Annual Operating Budget for the Portion of the System Tributary to City of Massillon Consists of: Administrative and O.M. & R. salaries and fringes, less inspection and billing salaries and fringes plus equipment, supplies, materials, repairs and utilities less costs attributed to package plants and those lift stations not tributary to Massillon. Copies of the reports are attached. Item G Stark County Metropolitan Sewer District Permits for Sewer Connections Since our last report there have been 3 “Permits for Sewer Connection” issued. Copies of each permit are included on the following pages. Item H Stark County Metropolitan Sewer District Documentation on Calibration of Flow Meters The meters installed, as part of project P-520, are now operational. We routinely check the calibration of these meters with our personnel and records are on file in our office if you need to review them. D. Status on Controls of Overflows and Peak flows: Facilities Plan: The County is also continuing its manhole sealing program to help control infiltration problems in our system. It involves identifying problem manholes and injecting the leaks with an expanding material from the inside of the manhole to seal off the leaks. We are also working on CIPP lining for our major trunks that are made fo concrete to protect against Hydrogen Sulfide corrosion A manhole smoking project was continued this year in the Perry township system in an attempt to cut down I&I.
