Claremorris Claremorris Community Radio proposes to continue producing and development of three projects (Beannachtaí an Lae, The Becky Show Unfettered €35,987.43 Bi or multi-lingual Community Radio with Ola) and the production of two new programmes (Clárcast, Acting Locally). (with English) Community Radio Ten new programmes that create an awareness of the particular impact of Covid - 19 on community life in Castlebar and the strategies being adopted €35,613.00 English Castlebar to adjust to what is termed the "new normal" and how community life is viewed in the future. Community Radio Various programming and training initiatives, which through active participation and representation of local community actors, will facilitate the €31,584.00 English Kilkenny City creation of more diverse content. It will include partnerships with several community based organisations to engage in the preparation, production and broadcasting of their content. Community Radio The programming proposals facilitates community, minority and rural groups to produce and broadcast programmes for their own communities. We €31,023.00 English Youghal provide the facilities, advice, training and technical support required for community groups and individuals to make their own programmes. Four new programmes and one redeveloped programme. Connemara The project will involve a focus on outreach including 120 minute Community Outside broadcasts to highlight aspects of the economic, cultural and €40,000.00 English Community Radio social aspects of various communities in Connemara. Arts on AIr Primary School Collaboration/ Five 15-minutes programmes. Arts on Air Secondary School Training Arts will work with the QQI participants and the running of a series of radio workshops. Another key focus is the development of a Social Benefit Programming System to assist staff and volunteers to organise their work; to improve the quality of access by community and cultural organisations to the community radio resources; and to enable greater engagement with listeners. Cork Campus Radio Programmes are researched, produced and presented by volunteers and the funding will support students and staff to produce issue-based €17,188.00 Bi or multi-lingual - UCC FM programming, including Covid guidelines, student facilities, welfare, exams, course work, timetables, suicide awareness, sexual health and college (with English) policies Dublin City FM Dublin City FM is proposing to continue to develop and broadcast the following - Mental Fitness, Viva Cox, Community Chats, LGBTQ Life, Centre €29,900.00 Bi or multi-lingual Stage, Looking Back, The Brazilian Coffee Time, Hello China, Hello Irlandia, The Russian Show, Rudaí Mar Sin, Ceoil agus Craic and a further two (with English) new programmes will be developed. Dublin South To focus on socially beneficial programming, as well as training and upskilling those volunteers who produce it, the capacity of our station is built up €34,167.00 English 93.9FM and our community is empowered. Seven new programmes shall be produced. Dundalk FM This application contains the plan to create formal and informal partnerships with sports and community groups in Dundalk and the surrounding area €25,000.00 English and to provide access to the airwaves for them to highlight information and exchange of ideas and issues. Flirt FM Our proposal is to continue our service, as we managed to, remotely during the start of lockdown and to provide the necessary supports for training €23,103.00 Bi or multi-lingual and community outreach, in order to support students and as many community-based organisations and under-represented people in broadcasting. (with English) Community € Programme Station Programme Pitch Recommended language Life FM Life FM is proposing to two develop two series, The New Christian Life and Faith Stories. The New Christian Life and Faith Stories will "reflect the €30,000.00 English lives and aspirations of Cork's Christian community'' (as set out in our Programme Policy Statement). By engaging with the local community, we will be giving a diverse range of parties a voice in difficult times and through the programming, we will provide an opportunity to develop the skills of the participants. Liffey Sound FM 7 projects which will impact the individuals and community actors involved by enhancing their lives socially and culturally. The projects will impact all €30,675.00 Bi or multi-lingual stakeholders involved by bringing about a shift in how people view themselves, their capabilities, altering their attitude about themselves, and their (with English) willingness to engage in choices and options. NEAR 90fm/Near We want to continue to build Near FM as a trusted source of information for our community and to reflect the diversity of Irish society in our €40,000.00 Bi or multi-lingual TV programming output and work practices. This project also allows us to develop and sustain Near FM and improve outcomes for all stakeholders, (with English) including management, operations, productions and broadcasting. Phoenix FM The grant would be used for the implementation of a new volunteer training course aimed at people specifically from more marginalised backgrounds €35,000.00 English who would normally find it difficult to interact with or have access to media. They will be given the opportunity to divide up the roles and responsibilities associated with making a programme Radio Corca The development and production of three new projects, focused on community outreach and engagement; "Brothers of Charity", "Community Unity" €33,787.00 Bi or multi-lingual Baiscinn and a bilingual Irish/English project "Smaointe". The projects are strongly associated with community organisations and include the development of (with English) existing relationships and highlighting community involvement. Radió na Life Radió na Life would like to increase opportunities available to the Irish Language community to participate in the station and also propose the €29,825.00 Irish development and the production of a new series, "Litreacha ón Phaindéim". Ros FM "Rossie Community Connected" – Training initiatives and the redevelopment of current programmes to ensure a greater amount of community €36,000.00 Bi or multi-lingual content by the community, and which will contribute to active participation and better socio-economic status of marginalised groups in Co. (with English) Roscommon, through implementing custom designed community focused radio programmes, utilising know-how and expertise existing in ROS FM. Spirit Radio The grant is being sought to finance the production and transmission of the radio series, "Stories of Hope", which will capture the experiences, €25,000.00 English struggles and learnings of people within the larger Christian community in Ireland. The series will feature people of all ages, cultures, backgrounds telling their own story. Tipperary Mid West The development and production of four new projects that will provide social benefit through outreach to, and training for, identified marginalised €21,334.00 Bi or multi-lingual Community Radio groups within the community. (with English) West Limerick 102 The grant is to enable West Limerick 102fm to expand current programming and to produce entertaining, informative and engaging content for the €20,950.00 Bi or multi-lingual wider community. The programmes will involve community groups in all stages and encourage listeners and community members to become active (with English) participants in the daily programming at the station. Wired Fm The grant is for several individual projects, but all are connected. It is to strengthen the quality of our broadcast content, training and retain new €26,886.00 English volunteers from marginalised communities, strengthen links with community and arts groups and organisations. It is not transparent and provides no feedback or evaluation as to why proposals are introduced or excluded in policies despite significant input from Communicorp and other stakeholders. The BAI must justify why it brings forward certain proposals for further consultation while disregarding many others. The emergence of new proposals at very late stages in the consultation process with no reasoning or explanation is also baffling to Communicorp. In addition, the BAI has frequent consultations on matters without any material changes or where no revised thinking has been communicated. There is no obvious reliance on high quality research conducted by the BAI itself in influencing the consultation. Ownership & Control Draft Policy Feedback Communicorp is deeply disappointed that the BAI is not taking the opportunity to bring the policy on Ownership and Control into the digital era. This draft policy is not relevant and appropriate for the Irish media market changes now and in to the future. The policy needs radical overhaul to ensure a viable, sustainable, indigenous independent, non- state radio sector in Ireland. The policy does not acknowledge the impact and material change that digital media and technological developments have had and will continue to have on consumers and advertisers. In the last 10 years, digital advertising has grown to account for 50% of the market.

There is insufficient justification for either proposal. The viability/sustainability objective is already addressed on an ex ante basis when a broadcaster is licensed. The ex ante evaluation should be strengthened by retaining (rather than abolishing) the existing BAI two- year time limit on a licensee being able to transfer ownership. If the viability/sustainability objective is, however, to be retained then it should be ranked much lower than second out of eight objectives. In terms of the BAI’s proposals for facilitating greater concentration of ownership of commercial radio stations, serious consideration should be given to retaining (not abolishing) the Five Additional Factors that go to the heart of plurality and diversity which are core, not peripheral, to the aims and objectives of the BAI. Furthermore the BAI should provide greater clarity how the tests to approve the transfer of a radio license are applied, through guidance and the publication of reasoned decisions.
