Local Plan Review John Craig, James Durham & Katie Bowman 15th November 2018 Agenda Options Document and consultation • Why review? • Content of the Document – Scale of development – Settlement network – Goole sub area – Housing – Wind energy development – Other issues – Call for sites • Workshop • Consultation / next stages Why Review Inspector’s Report Commitment to take account changes to housing need and delivery across Hull and East Riding (S5) • Consider a housing requirement for Hedon (S5) • Potential to increase affordable housing delivery (H2) • Change in need for Gypsy and Traveller Pitches (H3) • Identify suitable areas for wind energy development (EC5) Why Review Revised NPPF (2018) • Housing Needs Assessment – Standard Method to be used • Definition of affordable housing – Now includes starter homes and discounted market sales • 10% of housing to be ‘affordable home ownership’ • 10% of housing to be on ‘small’ sites (<1 hectare) • 15 years Plan coverage from adoption required • Have to review policies every 5 years • Set housing requirement for Neighbourhood Areas Why Review Local Plan Monitoring • Consistent under-provision of housing against the Local Plan housing requirement • Consistent and significant under- delivery of affordable housing • Low levels in the take-up of allocated employment land • Incorporate policies relevant to Bridlington Town Centre into the Plan Any Questions…? Scale of new development Housing • Option 1 – LHN – Currently 960 dpa – Change every year – Govt. consultation • Option 2 – LHN + Uplift – Help address affordable needs – Reflect past delivery (avg. 1,050 dpa over last 3 years) • Option 3 – Managed approach with Hull – Lower than LHN Settlement Network Distribution of growth • Option 1 – minor revisions • Option 2 – more significant amendments – New or significant extension to existing settlement – More flexible approach in Villages Goole sub area Existing Context • • NGooleew settlement identified as/ urban a Principal extension Town and highly sustainable location for housing growth • Housing allocations are steered away from significant hazard zones for flood risk – New Environment Agency evidence shows these zones have increased in size to cover the whole town • Further housing could be supported, but only with significant mitigation, such as no housing at ground floor level and land raising – Need to consider impact on delivery of housing allocations Goole sub area New settlement / urban extension • Investigate opportunities in low flood risk areas Managing housing delivery Buffers and reserve sites • Option 1 – include buffer when allocating land – Scale of buffer to be determined • Option 2 – identify specific reserve sites – Only released where no longer a 5-year supply Housing mix Meeting needs • Recent trend - larger houses (4+ bed) – Need is for smaller properties • NPPF requirement to identify housing needed for different groups – Affordable housing, families with children, older people, students, people with disabilities, service families, travellers, renters, people wishing to build their own homes Community Led Housing • A new way of meeting local housing needs – both now and in the future • Small scale development • Local people taking control • Different types of housing – Co-housing – Community land trust Contact David Siddle – Cooperatives Tel. 01482 396115 – Email [email protected] Community self build Peter Hirschfeld • Council secured funding to [email protected] assist delivery Any Questions…?
