Union Public Service Commission Compilation of Educational Qualifications Preface 1. The Union Public Service Commission has been mandated under Article 320 of the Constitution of India to advise upon the framing and amendment of Recruitment Rules for various Group A and Group B Civil posts in the Government of India/ Union Territories of India and Organizations like the NDMC, MCD, EPFO, ESIC, etc. 2. The Recruitment Rules provide for inclusion of Essential Qualifications (EQs) for any post in the 13-Column Schedule as prescribed under the DoP&T Guidelines. The EQs are to be specified under Educational Qualifications and Experience quotient(s). It is essential that the EQs are included in the Rules in correlation with the specific duties of the particular post, the strategic position of the post in the overall hierarchy, with due reference to the cadre structure and with no room for ambiguity in terminology and also with no mention of the word ‘equivalent’. 3. It has been observed in some cases that Course(s) in educational qualifications, as on offer in the Universities/ Institutions recognized by the University Grants Commission, Government of India, are not incorporated by the Ministry(s) concerned in their proposals, for reasons of non-availability of specific input(s) with them. In addition, the new variants of jobs require specialized educational qualifications to be specified in the Recruitment Rules. Recruitment Rules Branch Union Public Service Commission 4. With a view to facilitating the Ministry(s) concerned in preparing their proposals on duly researched input(s), the Compilation of Educational Qualifications was taken up as a specific initiative in the Annual Action Plan for the Recruitment Rules Branch for the year 2014-2015. The exercise was completed by a team of Officials comprising of Shri Sanjay Varma, Joint Secretary (Recruitment Rules), Shri RV Pandala, Under Secretary and Shri Amit Sharma, Assistant. The Action Plan for preparing this Compendium has been achieved in a time-bound manner under the esteemed guidance of the Secretary, Union Public Service Commission. 5. The database prepared contains information with regard to details of the Course(s), major subject of study, duration, etc. The Compendium is a compilation of Educational Qualifications as available for study in major Universities/ Institutes recognized by the University Grants Commission/ Government of India. A total of 1128 Course(s) have been compiled in this database. The information enclosed has been extracted from the Website(s) of various Universities/ Institutions and other relevant portals available on the internet. However, the ‘Equivalence’ of various Course(s) is not within the jurisdiction and mandate of the Union Public Service Commission, since the determination of specified Degree(s) as ‘equivalent’ is within the purview of functioning of the Association of Indian Universities/ Ministry of Human Resource Development, Government of India. The given exercise is an initiative towards a continuous dialogue among various stakeholders with the purpose of bringing about a qualitative improvement in the framing of the Recruitment Rules. This would also contribute to standardization of educational qualifications across various Ministry(s) for the posts which are similar in nature. It will facilitate in enhancing the number of prospective candidates for a given post, thus precluding any case from being rendered infructuous on account of non- availability of candidates. It shall also serve to reduce the processing time in the overall Recruitment cycle. 7. The Compendium is not an exhaustive list of all the Universities/ Institutes providing various Courses. It is proposed to be reviewed and updated from time-to-time, based upon the information made available by various Universities/ Institutions.
