Kremer Race and Meaning Prologue Race and Meaning in Missouri History A Personal Journey “The problem of the twentieth century is the problem of the color-line, the relation of the darker to the lighter races of men” W. E. B. DuBois, The Souls of Black Folk (1903) I have been deeply interested in “the color line” for most of my life. Like W. E. B. DuBois, I think that the dominant “problem” of the twentieth century, certainly for Americans, has been race. For nearly half a century, I have devoted the bulk of my professional life to studying, researching, and writing about race in Missouri history. That is an improbable journey for someone who grew up during the 1950s in one of the most homog- enous all-white communities in the state. I knew one African American as a child, a middle-aged man named Oscar “Toad” Anthony, a World War II veteran who lived in the small mid-Missouri town of Chamois in northeastern Osage County. Although I did not know it at the time, Toad was the last member of what had once been a thriving African American community of hundreds of persons in and near Chamois that dated to the antebellum days of slavery. I had no African American schoolmates or playmates. Once, when I was twelve and playing baseball on a team of similarly aged boys from the nearby town of Linn, I came face-to-face for the first time with some African American boys, also my age, from Jefferson City.

Woodson, like W. E. B. Du Bois before him, believed that truth could not be denied and that reason would prevail over prejudice. HisA hopes to raise awareness of African American’s contributions to civilization was realized when he and the organization he founded, the Association for the Study of Negro Life and History (ASNLH), conceived and announced Negro History Week in 1925. The event was first celebrated during a week in February 1926 that encompassed the birthdays of both Abraham Lincoln and Frederick Douglass. The response was overwhelming: Black history clubs sprang up; teachers demanded materials to instruct their pupils; and progressive whites, not simply white scholars and philanthropists, stepped forward to endorse the effort. By the time of Woodson’s death in 1950, Negro History Week had become a central part of African American life and substantial progress had been made in bringing more Americans to appreciate the celebration. At mid–century, mayors of cities nationwide issued proclamations noting Negro History Week.

    OCTAVIUS V. CATTO NINETEENTH CENTURY PHILADELPHIA BLACK MILITANT: OCTAVIUS V. CATTO (1839-1871) BY HARRY C. SILCOX* ONE OF the least mentioned figures in Pennsylvania's struggle for 0 human rights during the Reconstruction Era is black teacher Octavius Valentine Catto. He was the one leader around whom Philadelphia blacks rallied and the one that the state's Radical Republicans most consulted. Possessor of a combative and aggressive nature, Catto was linked with every important black movement of the day. His assassination in the election riots of 1871 only served to enhance his popularity and make him a martyr still remembered with pride by black Philadelphians. No less a figure than W.E.B. DuBois was taken by Catto's youthfulness, militancy, and courage on behalf of black causes. To him, Catto's death was a tragedy for urban northern blacks. Despite this acclaim, few historians of the Reconstruction Era be- sides DuBois have even mentioned Catto in their writings. This oversight can be traced to a number of factors. Catto, at the time of his death, was a local figure just emerging on the national scene, thus appearing at first glance to be a rather unimportant black leader. Ignoring men like Catto, historians chose to devote most of their attention to events taking place in the south. This view of Recon- struction history tended to minimize the importance of events taking place in the north. Catto's rise to power in an urban black community of the north offers another view of blacks previously hidden by the mass of writings on Reconstruction in the south.

Emphasis is placed on the Cherokee, Cree~, Chickasaw, and Seminole Indians, but all tribes and portions of Indian Territory tribes loyal to the United States during the Civil War are included in the study. Confederate military control of Indian Territory early in the Civil War forced the Indians loyal to the United States to flee north from Indian Territory. Before the war had ended,·approximately 10,500 Feder­ al refugee Indians had scattered across Arkansas, Missouri, Kansas, Colorado, and :Mexico. The reasons why these Indians remained loyal to the United States, their exodus from Indian Territory, their exile, and their return to Indian Territory are documented and evaluated in this study. The suffering and death expe:i;ienced by these refugees are unique in Civil War history, and far surpassed the de.privation and sacrifices made by other civilian populations. Tremel n 1848 the slave-turned-abolitionist Frederick Douglass wrote in Ithe National Anti-Slavery Standard newspaper that Philadelphia, Pennsylvania, “more than any other [city] in our land, holds the destiny of our people.”1 Yet Douglass was also one of the biggest critics of the city’s treatment of its black citizens. He penned a censure in 1862: “There is not perhaps anywhere to be found a city in which prejudice against color is more rampant than Philadelphia.”2 There were a number of other critics. On March 4, 1863, the Christian Recorder, the official organ of the African Methodist Episcopal (AME) Church, commented after race riots in Detroit, “Even here, in the city of Philadelphia, in many places it is almost impossible for a respectable colored per- son to walk the streets without being assaulted.”3 To be sure, Philadelphia’s early residents showed some mod- erate sympathy with black citizens, especially through the Pennsylvania Abolition Society, but as the nineteenth century progressed, Philadelphia witnessed increased racial tension and a number of riots.     AN ABSTRACT OF THE THESIS OF Eric Neill Oldham for the Master of Arts in American History presented on April 22, 2002 Title: A FOrgottend2le: The LO Creeks and Their Trials during the Civil War ~ ~Z:v.k Abstract approved: LAf d The Civil War conjures up images ofbattles like Gettysburg, emancipation, or soldiers clad in blue and gray. Historians write about great leaders and heroic soldiers, but still some figures go almost unconsidered. A forgotten people by many, the Loyal Creeks have their own story of the Civil War. This thesis uses both primary and secondary sources to create a historical narrative about the Loyal Creeks and shows their trials during the Civil War. Creeks struggled over question of allegiance and alliance as much as Americans, a struggle which culminated in a tragic and ultimately deadly intertribal split. This thesis reveals the reasons for the Creek split. The story of the Loyal Creeks did not end with the wartime division of the Creek Nation. The division forced those who remained loyal to the Union to abandon their homes and country. The Loyal Creeks escaped to Kansas in search of government refuge but found only a three-year struggle to survive at various refugee sites. Survival for the Loyal Creeks was a struggle because government aid was scarce at best. Hard, cold winters and lack of clothing, shelter, and food caused many of the Indians to die either from the elements or to become susceptible to disease that ultimately took untold lives. The Loyal Creeks' struggle with the government is not a new story, but combined with their intertribal split it is not only an important event in Indian history but in American history as well.
