GREATER KANSAS CITY and the URBAN CRISIS, 1830-1968 By GREATER KANSAS CITY AND THE URBAN CRISIS, 1830-1968 by VAN WILLIAM HUTCHISON B.A., Indiana State University, 1999 M.A., Indiana State University, 2001 AN ABSTRACT OF A DISSERTATION submitted in partial fulfillment of the requirements for the degree DOCTOR OF PHILOSOPHY Department of History College of Arts and Sciences KANSAS STATE UNIVERSITY Manhattan, Kansas 2013 Abstract In the last two decades, the study of postwar American cities has gone through a significant revisionist reinterpretation that overturned an older story of urban decay and decline beginning with the tumultuous 1960s and the notion that a conservative white suburban backlash politics against civil rights and liberalism appeared only after 1966. These new studies have shown that, in fact, American cities had been in jeopardy as far back as the 1940s and that white right-wing backlash against civil rights was also much older than previously thought. This “urban crisis” scholarship also directly rebutted neoconservative and New Right arguments that Great Society liberal programs were at fault for the decline of inner-city African American neighborhoods in the past few decades by showing that the private sector real estate industry and 1930s New Deal housing programs, influenced by biased industry guidelines, caused those conditions through redlining. My case study similarly recasts the history of American inner cities in the last half of the twentieth century. It uses the Greater Kansas City metropolitan area, especially Kansas City, Missouri and Kansas City, Kansas, as a case study. I deliberately chose Kansas City because traditional urban histories and labor histories have tended to ignore it in favor of cities further east or on the west coast. Furthermore, I concur with recent trends in the historical scholarship of the Civil Rights Movement towards more of a focus on northern racism and loczating the beginning of the movement in the early twentieth century. In this study, I found evidence of civil rights activism in Kansas City, Missouri as far back as the late 1860s and 1870s. I trace the metropolitan area’s history all the way back to its antebellum beginnings, when slavery still divided the nation and a national railroad system was being built. I weave both labor and changes in transportation over time into the story of the city and its African-American population over time. It took them months to catch up with me again in Kansas City and repeat their question. I again said yes. A few weeks later a field representative was sent to Kansas City to organize those who had showed interest. He called the first meeting in our home. Most who attended were white except for Leon and Orchid Jordan and Larry and Opal Blankinship. Most of us did not know each other, except the Jordans and the Blankinships were well acquainted. The rep insisted we organize and elect officers.

Few people know much, ifanything,aboutmost of these colonies because little was recorded in the local media about them at the time. Nicodemus is the one exception. In 1998 it became a National Historic Site thus receiving much attention from the media. Because scholarly research about these colonies is so scant it is important to study them from a geographic perspective. Emphasis is placed on the Cherokee, Cree~, Chickasaw, and Seminole Indians, but all tribes and portions of Indian Territory tribes loyal to the United States during the Civil War are included in the study. Confederate military control of Indian Territory early in the Civil War forced the Indians loyal to the United States to flee north from Indian Territory. Before the war had ended,·approximately 10,500 Feder­ al refugee Indians had scattered across Arkansas, Missouri, Kansas, Colorado, and :Mexico. The reasons why these Indians remained loyal to the United States, their exodus from Indian Territory, their exile, and their return to Indian Territory are documented and evaluated in this study. Holland, a Kansas City businessman, was actively involved in national transportation issues-particularly the automobile and airplane, advertising and publishing. BIOGRAPHY: Louis Edward Holland was born in Parma, New York, June 20, 1878. He was educated in the public schools in Rochester, New York. In 1901 Holland married Adelia Garrett. The next year they moved to Kansas City where Holland, a machinist who learned photo-engraving on the job at the Rochester Democrat and Chronicle, had a position with Thompson and Slaughter Engraving Company. Soon he went to work for Teachenor and Bartberger, the largest engraving business in Kansas City. He built a reputation of quality work for the local advertising agencies, many of whom contributed monies to help him organize the Holland Engraving Company in 1916. Holland was president of the Kansas City Chamber of Commerce, 1925-27; and managing director, 1928-31. During his tenure with the Chamber, Holland: helped get Kansas City on the first air mail route by contract carriers; promoted the establishment of the Kansas City Municipal Airport; and convinced an airline, the forerunner of Trans World Airlines (TWA) to establish their headquarters here. Holland was president of the Associated Advertising Clubs of the World, 1922-25, and chairman of the committee that set up the National Better Business bureau. In December of 1929, Adelia Holland died after a long illness.
