INTEGRATED DEVELOPMENT PLAN 2017-2022 DRAFT REVIEW 2018/19 Dr. Kenneth Kaunda DM | 2018 -2019 IDP Draft Review Page 1 of 151 Preface The process to review the IDP 2017/22 for the 2018/19 financial year is in line with Section 34 of the Act states: A municipal council- (a) must review its integrated development plan- (i) annually in accordance with an assessment of its performance measurements in terms of section 41: and (ii) to the extent that changing circumstances so demand: and (b) may amend its integrated development plan in accordance with a prescribed process. The IDP of the municipality is a participatory process in nature and it demands integrated planning from all spheres of government including the community. At the beginning of each financial year municipalities and the district adopt the IDP process plan guide tool which specifiy timelines and processes that are going to unfold during the budget implementation. It is an integrated process which deals with implementation of budgeted projects and forecast planning.The consultative process of IDP and the budget takes approximately nine months to be finalized and adopted in Council every May annually. The budget adjustment of the municipality is line with MFMA, section 28, its a process which gives municipalities the opportunity to make adjustments on the priorities that are in the IDP document to ensure that that implementation of projects is realised as envisaged. Our stakeholders are therefore invited to explore sections of this reviewed document and learn more about processes that followed to ensure that this document is ultimately a realistic product. This document is designed in line with IDP guide tools and relevant pieces of legislation and it captures plans of both the District Municipality, Local Municipalities (partially) and Sector Departments.
