Bangsa Moro yang merupakan salah satu etnis minoritas telah lama berjuang untuk mendapatkan hak untuk self-determination. Perjuangan mereka dilancarkan dalam berbagai bentuk, mulai dari parlemen hingga perjuangan bersenjata dengan tuntutan otonomi politik atau negara Islam teroisah. Pemberontakan etnis ini telah mengakar dalam sejarah panjang penindasan sejak era kolonial. Jika pemberontakan yang kini masih berlangsung itu tidak segera teratasi, keamanan nasional Filipina dapat dipastikan terancam. Tulisan ini memaparkan latar belakang historis dan demografis gerakan pemisahan diri yang dilancarkan Bangsa Moro. Setelah memahami latar belakang konflik, mekanisme resolusi konflik lantas diajukan dalam tulisan ini. Kata-Kata Kunci: Bangsa Moro, latar belakang sejarah, ekonomi politik, resolusi konflik. The Philippines is now seriously confronted with problems related to their ethnic and religious minority populations. The Bangsamoro (Muslim Filipinos) people, one of these minority groups, have been struggling for their right to self-determination. Their struggle has taken several forms ranging from parliamentary to armed struggle with a major demand of a regional political autonomy or separate Islamic State. The Bangsamoro rebellion is a deep- rooted problem with strong historical underpinnings that can be traced as far back as the colonial era. It has persisted up to the present and may continue to persist as well as threaten the national security of the Republic of the Philippines unless appropriate solutions can be put in place and accepted by the various stakeholders of peace and development.

Seposo1,2,3* , Ichiro Okubo4 and Masahide Kondo5 Abstract Background: Globally, local and frontline HIV service delivery units have been deployed to halt the HIV epidemic. However, with the limited resources, there is a need to understand how these units can deliver their optimum outputs/outcomes efficiently given the inputs. This study aims to determine the efficiency of the social hygiene clinics (SHC) in the Philippines as well as to determine the association of the meta-predictor to the efficiencies. Methods: In determining efficiency, we used the variables from two data sources namely the 2012 Philippine HIV Costing study and 2011 Integrated HIV Behavioral and Serologic Surveillance, as inputs and outputs, respectively. Various data management protocols and initial assumptions in data matching, imputation and variable selection, were used to create the final dataset with 9 SHCs. We used data envelopment analysis (DEA) to analyse the efficiency, while variations in efficiencies were analysed using Tobit regression with area-specific meta-predictors. Results: There were potentially inefficient use of limited resources among sampled SHC in both aggregate and key populations. Tobit regression results indicated that income was positively associated with efficiency, while HIV prevalence was negatively associated with the efficiency variations among the SHCs. Conclusions: We were able to determine the inefficiently performing SHCs in the Philippines. Though currently inefficient, these SHCs may adjust their inputs and outputs to become efficient in the future.

GONZALES, Saint Louis University, School of Engineering Architecture, Environment and Habitat Planning, Baguio City, Philippines ABSTRACT In the context of a Developing Country like the Philippines, a highly centralized land use planning and decision making seems to be the rule rather than the exception. As a result, land use planning theory and practice in the Cordillera particularly in Baguio City is framed by the top-down planning approach guided by the rational comprehensive paradigm leading to the emergence of problems and disconnect between government policy and indigenous people aspirations and land claims which are all qualitatively summarized in the themes of discordance between people, power, and process. It is for this purpose that this study was undertaken, primarily we seek to find out what problems do the city planners experience in the application of the existing land use planning paradigm? Considering that Baguio City is a center of indigenous cultures and how inclusive were the emergent land use planning system? In conclusion discordance in capacities, where legal and statutory provisions themselves provided the limitations to indigenous participation and involvement in planning; and discordances in spatial specific performances provided the constraints for wider and more participative involvement outside the structure of power to the disadvantage of a sustainable land use plan.

This issue U.S. Department of Commerce ushers in the Holiday Season and the end of another year as well as the end of another hurricane season. Sullivan Under Secretary of Commerce for If you read my last editors note, I touched on the importance of marine weather observations Oceans & Atmosphere & NOAA Administrator for the accuracy of forecasts, environmental studies and improving guidance towards better Acting Administrator hurricane forecast tracks; this in turn is part of the equation for seasonal hurricane outlooks. Now that hurricane season is finally over, we can reflect on hurricane season 2013. In May NATIONAL WEATHER SERVICE of 2013, the initial hurricane outlook that was issued turned out extremely different from the Dr. Louis Uccellini actual outcome. NOAA is continuously dealing with the cause and effect of climate change NOAA Assistant Administrator for and predicting hurricane seasons is no different. Looking back at 2013, it was predicted Weather Services that our season would be “active or extremely active”. We were expected a 70 percent likelihood of 13 to 20 named storms, of which 7 to 11 could become hurricanes, including EDITORIAL SUPERVISOR 3 to 6 major hurricanes. As it turns out, this year was the sixth least active season in the Paula M. Rychtar Atlantic Ocean since 1950. 13 named storms formed in the Atlantic and only two, Ingrid LAYOUT AND DESIGN and Humberto, became hurricanes which neither achieved category 3 status or higher.

The American Chamber of Commerce of the Philippines corroborated this claim saying that Metro Manila may become uninhabitable within four years if roads and other infrastructure are not upgraded immediately2.
