Thank you. ii Abstract Internationalization of higher education is no longer a peripheral strategy for most universities and colleges, now positioned to influence multiple layers of institutions. Intercultural learning as a positive and necessary outcome has bolstered the importance of internationalization; in Canada, intercultural learning has increasingly been institutionalized as an organizational strategy. More recently, Indigenization, or the engagement with Indigenous knowledge and peoples, has been taken up by higher education institutions in Canada. These strategies are grounded in differing educational philosophies, values, and motivations but are implemented simultaneously. This dissertation examines one Canadian higher education institution and the intersections of its strategic priorities of internationalization, interculturalization, and Indigenization. Utilizing case study methodology with interviews, document review, and observation as data collection methods, I examine the following research questions: 1) How do faculty and staff conceptualize the university’s international and intercultural efforts and motivations? 2) How does the institutional priority of increasing intercultural understanding engage with the internationalization and Indigenization organizational strategies of the university? 3) How do staff and faculty across the university understand the intersection of Indigenization and internationalization? Through this dissertation, I make two primary arguments. First, internationalization’s implementation through a business framework has motivated a movement toward interculturalization to further academic learning on campus and temper more the neoliberal outcomes of internationalization. This relationship has established a lasting link between the two strategies. Second, the growing engagement of higher education in Indigenization efforts has brought about intersecting strategic priorities and a hope that interculturalization can support and further Indigenization. However, the Indigenization project is supported and motivated by Indigenous autonomy and sovereignty, not by Western organizational frameworks.     The Fiddlers of James Bay: Transatlantic Flows and Musical Indigenization among the James Bay Cree FRANCES WILKINS Abstract: Fiddle music and dancing have formed a major component of the social lives of the Algonquian 57-99. 40 (1): First Nations Cree population living in the James Bay region of Ontario and Québec since the instrument and its associated repertoire were introduced to the region by British (and most notably Scottish) employees of the Hudson’s Bay Company who travelled across the Atlantic on ships from the late 17th to the 20th MUSICultures century. Based on archival research and ongoing fieldwork in the region since 2011, this article aims to explore this transatlantic musical migration from the British Isles to James Bay and the reshaping of Scottish fiddle music and dance through indigenization and incorporation into the Cree cultural milieu. By examining this area of cultural flow, the article seeks to engage with current themes in ethnomusicology on the subject and add to the growing body of knowledge surrounding them. Résumé : La danse et le violon ont constitué une composante majeure de la vie sociale de la population algonquienne de la Première nation cri vivant dans la région de la baie James, en Ontario et au Québec, puisque cet instrument et le répertoire qui lui était associé furent introduits dans la région par les employés britanniques (et plus particulièrement écossais) de la Compagnie de la Baie d’Hudson, qui ont traversé l’Atlantique à partir de la fin du 17e siècle jusqu’au 20e siècle.     Sevket Akyildiz Sevket Akyildiz AN INTRODUCTORY HISTORY OF SOVIET UZBEK ACADEMICS 1924-1960 INTRODUCTION It took approximately 36 years (from 1924 to 1960) to establish from scratch the Soviet Central Asian academics in Uzbekistan. The investment, organization and political commitment shown by the Communist Party of the Soviet Union (CPSU, est. 1925) in the predominately Muslim region of Central Asia resulted in a highly literate and educated local population. Indeed, by the 1960s, education provision in Soviet Central Asia surpassed that found in most of the socialist and non-socialist ‘Muslim majority’ countries of Asia, Africa, the Middle East and Europe.i In this paper I will clarify the story of the local academics in the Central Asian republic with the largest population: the Soviet Socialist Republic of Uzbekistan (est. 1924). I will describe the origins of the Soviet academics and explain how they were educated, groomed and promoted by the CPSU for specific ideological, economic and cultural purposes between 1924 and 1960.1 During the historical period covered by this paper most academics employed in Uzbekistan were ethnic Slavs, Tatars or Jews. However, I will focus upon the emergence, development and integration of ethnic Uzbek academics into the higher education system during Stalin’s rule (a period when dissenting voices were purged from society) and in the decade following his death in 1953. I feel a study of the Soviet Central Asian academics is necessary because in Western literature there are some grey areas in the knowledge about the creation of local academic cadres from ‘working class’ origins in Soviet Central Asia.

Received 30 April 2014, Accepted 10 July 2014 Based on semi-structure interviews and secondary data, this paper examines the westernization of audiences - among other phenomena - as a serious challenge to the indigenization paradigm in Nigeria in particular and Africa as a whole. It pragmatically argues that this westernization of local audiences theoretically implies the shaping of media output (programming) according to audience interest which, unarguably, is progressively in favor of foreign content. Though commending the indigenization model – for representing a pertinent strategy for curbing the rampaging awful effects of cultural/media imperialism -, the paper argues that the “cloning” of Nigerian audiences into westerners theoretically calls for the instauration of a model of programming that is rather more inclined to heavy foreign media content. This is in line with the fact that, in principle, audience interest is a more cardinal and decisive factor in shaping media content and programming. The paper goes further to recommend moves towards “de-westernizing” and “(re)enculturating” Nigerian audiences. These moves would consist of a network of well planned cultural activities involving other influential social institutions such as religious and education institutions and the family. Through these activities Nigerian audiences may be sensitized to the necessity of conserving their authentic cultural identity (their “Nigerianness”/ “Nigerianity”) and resist their “cloning” into westerners or Americans.

    WESTERNISATION-INDIGENISATION IN SOCIAL WORK EDUCATION AND PRACTICE: UNDERSTANDING INDIGENISATION IN INTERNATIONAL SOCIAL WORK by Somnoma Valerie Ouedraogo and Barbara Wedler ABSTRACT International social work is about thinking globally when acting locally and vice-versa. Most of all, it is a field that requires acknowledging differences and a ‘welcoming’ of theories and practice models of one’s own singularity (cultural, political, economic) for direction in understanding social work. These context- and population-specific approaches build the core identity of the social work pro- fession. However, limited opportunity for these specific approaches, along with knowledge and skill gaps, underscore International Social Work post-second- ary curriculum on a global scale. Thus, the authors are centrally concerned with conducting a research-informed study to strengthen International Social Work courses. In this article, the authors outline the development of Indigenisation theory and offer ways of thinking and interacting with social work concepts and methodologies in an International Social Work teaching and learning context. This article offers a pragmatic approach of considering a dialectic of Westernisa- tion-Indigenisation, to connect the local and the global as well as the North and the South by aiming to develop the concept of Indigenisation in International Social Work. Through a tri-continental partnership (Europe, North America, Africa), the authors outline their current and future plans to create a research study to develop curriculum and conduct field work, to focus efforts on decol- onizing social work practice and education. This partnership offers a two-direc- tional relationship between global thinking and local acting, therefore modelling Indigenisation theory and its application on an international scale.

    JOURNAL OF INTERNATIONAL AND AREA STUDIES 101 Volume 11, Number 1, 2004, pp.101-116 Languages and Ethnic Politics in Central Asia: The Case of Kazakhstan* Chaimun Lee This paper addresses the significance of conciliatory language policies in defusing ethnic tension, especially between indigenous Kazakhs and ethnic Russians in Kazakhstan. The following language policies were identified as crucial to tolerant interethnic relations: the strategy to create divergent messages, the compromise of language titles, the soft policy on language requirements for employment and higher education, mild policy on ethnic-language ties, and the unified language policy. In the background of conciliatory language policies are the geographical aspect, the unavoidable real need for the use of Russian language, and the important role of the Russophones in running the country. Further comparative research in the former Soviet republics is suggested to confirm the findings of the current study regarding the effectiveness of language policies in making safe interethnic relations in Kazakhstan. INTRODUCTION Many people thought that the breakdown of the Soviet Union would lead to enormous ethnic violence in the former Soviet republics, especially in Central Asia. In this category of researchers were those who put more emphasis on ethnic and religious disputes. Their argument was not without foundation. According to the statistics, more than 1 million people were dislocated within the former Soviet Union due to ethnic tensions and conflicts (Helton 1996: 34). The typical sites of ethnic strife were Tajikistan and Uzbekistan in Central Asia. Ethnic groups in these countries who did not have the knowledge of indigenous language were fired from their jobs or were discriminated against in education.

University of Illinois, Urbana-Champaign [email protected] BETWEEN AMAZON AND ANDES This essay is set in the interface between Amazon and Andes, an extended and fascinating rugged topographical zone where the Andean piedmont grades into the Upper Amazon thence to the Amazon Basin. The article is designed, in part, to problematize the distinction between “lowland” and “highland” South America, and in large part to come to grips with culture and interculturality of a people often dismissed as marginal— or marginalized as anomalous—by both Andeanist and Amazonianist central concerns.
