Community Games 2012 & COMMUNITY GAMES 2012 & SINGAPORE NATIONAL GAMES 2012 (As at 24 November 2011) GAMES INFORMATION 1. Title 1.1 The qualifying rounds of the games shall be called Community Games 2012 (CG). 1.2 The finals of the games shall be called Singapore National Games 2012 (SNG). 2. Organisers 2.1 The Singapore Sports Council (SSC), the People’s Association (PA) and its grassroots organisations and the National Sports Associations (NSAs) of the various sports will jointly organise the games. 3. Objectives and Desired Outcomes 3.1 The objectives of the games are as follows: a) Develop a strong and inclusive sporting culture with passion and enthusiasm in sports from all walks of life; b) Enhance social cohesion, community bonding by linking and involving people through participation in the games; and c) Promote active and healthy living and cultivate volunteerism. 3.2 Through the games, we aim to develop a strong and sporting culture, with enhanced social cohesion and community bonding by linking people through mass participation and involvement. 3.3 In order to achieve the above objectives/outcomes, teams participating in the games will be required to include team members of all ages and races, as well as living in both public and private housing estates. Detailed team composition of each sport will be indicated in the Rules and Regulations for the various sports. Community Games & Singapore National Games 2012 4. Period of Games 4.1 CG 2012 will be held from March to July 2012. 4.2 SNG 2012 will be held from 1 to 9 September 2012. 4.3 The Organisers at their discretion reserve the right to change the period of the games. 5. Sports 5.1 The 10 sports to be organised in 2012 are as follows: a) Athletics b) Badminton* c) Basketball* d) Bowling* e) Dragon Boat f) Football* g) Netball* h) Sepaktakraw* i) Swimming j) Table Tennis* * These seven sports (excluding Athletics, Dragon Boat and Swimming) will be organised at the Cluster under CG and the top winning team(s) shall qualify for SNG. Please refer to Annex of the General Rules and Regulations for the listing of Clusters. 6. Tournament System Community Games 2012 6.1 The tournament system will be a Knockout or Group Round Robin based on the number of participating teams. 6.2 The top two teams of each Cluster will qualify for the SNG. 6.3 If there are two or less teams competing in each Cluster in any of the seven sports, the team(s) will proceed directly to the SNG. Singapore National Games 2012 6.4 The tournament system will be a Single Knockout with a plate competition. Community Games & Singapore National Games 2012 7. Registration 7.1 The registration period will be announced by January 2012. Registration forms for the games can be downloaded from the SSC (www.ssc.gov.sg) and PA (www.pacsc.org.sg) websites. 7.2 All teams are required to pay a registration fee for their participation. Registration fee for each sport will be announced together with the registration details. 8. Prizes Community Games 2012 8.1 Winning teams in each Cluster will be awarded prizes. Members of the winning teams will each be awarded a medal, with the Champion team also receiving a trophy. Singapore Games 2012 8.2 Members of the winning teams will each be awarded a medal, with trophies being awarded to the winning teams. 9. General 9.1 The information as depicted above is current at the time of print. The Organisers reserve the right to add, delete and/or vary the information at any time as they deem fit. Community Games & Singapore National Games 2012 GENERAL RULES AND REGULATIONS 1. Eligibility 1.1 All participants shall be Singapore Citizens, Singapore Permanent Residents (PRs) with Singapore Blue Identity Card, or non-Singapore Citizens residing in Singapore with the following passes: a) Student’s Pass; b) Long Term Pass; c) Dependant’s Pass; d) Work Permit; e) S Pass; and f) Employment Pass. 1.2 Participants are allowed to represent only one Cluster and they must reside in that Cluster. The validity of the participant’s residential eligibility is at the point of registration. Please refer to Annex of the General Rules and Regulations for the listing of Clusters. 1.3 If a participant were to register for more than one sport, the first confirmed address shall be used throughout the games. 1.4 The checking for Cluster boundaries is available on the web at http://pa-online.pa.gov.sg/NASApp/sim/AdvancedSearch.jsp 1.5 For Athletics and Swimming Championship, each participant is allowed to register for a maximum of two events excluding relay events. 1.6 Non-Singapore Citizens Registration of non-Singapore Citizens (including Singapore PRs), if any, for a team is up to 20% of the team size or one participant, whichever number is higher. 1.7 National Athletes Registration of National athletes, if any, for a team is up to 20% of the team size or one participant, whichever number is higher. 2. Registration of Participants/Teams 2.1 If a participant is found to be registered with more than one team in the same competition for a particular sport, or found to be registered with teams from different Clusters after the registration closing date for the games, the participant will be disqualified from the games. No substitution or replacement of such participant will be allowed. Community Games & Singapore National Games 2012 2.2 The Team Manager, Assistant Team Manager and Coach will be allowed to compete only if they fulfil all eligibility criteria as stated in the Rules and Regulations, and are officially registered as participants for all sports except Sepaktakraw. 2.3 All participants MUST complete the declaration form individually. Participants who are below 21 years of age, must obtain parental/legal guardian consent and signature to participate in the games. 2.4 All participants are advised to obtain medical health and fitness clearance from a medical doctor before competing in the games. 2.5 The Organisers reserve the right to repudiate the registration of any team(s) or participant(s), at their discretion. 3. Official Registration 3.1 Team Manager will select his/her respective team members/ participants for the formation of the team. 3.2 Each Team Manager is allowed to lead team(s) from only one Cluster, even for teams across different sports within the same Cluster. 3.3 Participation in the games will be confirmed upon payment received after verification of the registration forms latest by the registration closing date. 4. Responsibility of Participants/Teams 4.1 It is the participants’ responsibility to ensure their eligibility competing in these games. The Organisers will randomly check the participants’ eligibility and if ineligible participant(s) is/are found, the participant(s) will be disqualified and the team may be disqualified and/or fined $200. 5. Protests 5.1 In the event of any dispute arising over any participant(s) and or any team(s), the match shall be played under protest, and the Organisers shall determine the matter on receipt of the protest in writing, together with the prescribed protest fees of $100. 5.2 Protests must be made in writing together with the protest fee of $100 and lodged with the Organisers on the spot during the match. In the event of the protest being dismissed, the fee will be forfeited. 5.3 The decision arising from any protest shall be final and there shall be no appeal. Community Games & Singapore National Games 2012 6. First Aid and Medical Coverage 6.1 All teams and participants shall be responsible to ensure their own medical coverage, including first aid and personal accident insurance. 7. Supplementary Rules 7.1 All teams are urged to participate in the spirit of fair play and sportsmanship. 7.2 The Team Manager, Assistant Team Manager and Coach are responsible for the proper control and good conduct of their participants and supporters. If an appeal is made to any of the above persons and it is not heeded, the Organisers reserve the right to take disciplinary action against the team. 7.3 In the event of a need for disciplinary action to be taken against any participant or team, the Organisers shall make a decision and impose punishment as they deem fit. 7.4 While all reasonable precautions will be taken, the Organisers, their servants and agents will not be responsible or in any way liable for any death, disability, personal injury, loss of property or any other loss howsoever arising from any cause whatsoever at any time during the course of this games. 7.5 The Organisers may at any time deal with any matters pertaining to inquires, appeals etc. The decision of the Organisers on all matters brought before them will be final. 7.6 In the event of any question or matter arising out of any point which has not been expressly provided for in any of the rules governing this competition, the decision of the Organisers will be final. 7.7 The rules and regulations as depicted above are current at the time of printing.
