    THE HIGHLAND COUNCIL The proposal is to establish a catchment area for Bun-sgoil Ghàidhlig Loch Abar, and a Gaelic Medium catchment area for Lochaber High School EDUCATIONAL BENEFITS STATEMENT THIS IS A PROPOSAL PAPER PREPARED IN TERMS OF THE EDUCATION AUTHORITY’S AGREED PROCEDURE TO MEET THE REQUIREMENTS OF THE SCHOOLS (CONSULTATION) (SCOTLAND) ACT 2010 INTRODUCTION The Highland Council is proposing, subject to the outcome of the statutory consultation process: • To establish a catchment area for Bun-sgoil Ghàidhlig Loch Abar. The new Gàidhlig Medium (GM) catchment will overlay the current catchments of Banavie Primary School, Caol Primary School, Inverlochy Primary School, Lundavra Primary School, Roy Bridge Primary School, Spean Bridge Primary School, and St. Bride’s Primary School • To formalise the current arrangements relating to Gàidhlig Medium Education (GME) in related secondary schools, under which the catchment area for Lochaber High School will apply to both Gàidhlig Medium and English Medium education, and under which pupils from the St. Bride’s PS catchment (part of the Kinlochleven Associated School Group) have the right to attend Lochaber High School to access GME, provided they have previously attended Bun-sgoil Ghàidhlig Loch Abar. • Existing primary school catchments for the provision of English Medium education will be unaffected. • The proposed changes, if approved, will be implemented at the conclusion of the statutory consultation process. If implemented as drafted, the proposed catchment for Bun-sgoil Ghàidhlig Loch Abar will include all of the primary school catchments within the Lochaber ASG, except for that of Invergarry Primary School. The distances and travel times to Fort William from locations within the Invergarry catchment make it unlikely that GM provision would be attractive to parents of primary school age children, and dedicated transport from the Invergarry catchment could result in excessive cost being incurred.

The handsome clock pictured on the cover of this publication adorns the apex of Old Government Building, where Victoria’s Law School is situated. It reminds us all “Tempus Fugit” and as another year finishes there could be nothing more apposite. What a year it has been. We held a celebration for Richard Boast’s success at the Montana Book Awards which was attended by a wonderful cross-section of people from the University and the city. The History Department, Crown Law, the Waitangi Tribunal, the Stout Research Centre – were but a few of the institutions represented. I said then that Richard’s work was further proof of the contribution that this Faculty makes not only to the law firms of the nation but also to the analysis of the fabric of history and the evolution of nation-building itself. The following pages resonate with such activities, which engage with the past, the present and the future: research on the criminal procedures surrounding trials of sexual offences case is side-by-side with an account of a conference which celebrated the 60th anniversary of the Universal Declaration of Human Rights. He was thrown into prison simply because he had accidentally, by a remark, offended the emperor Napoleon. Cast into a dungeon cell, presumably left to die, as the days and weeks and months passed by, Charnet became embittered at his fate. Slowly but surely he began to lose his faith in God. And one day, in a moment of rebellious anger, he scratched on the wall of his cell, "All things come by chance," which reflected the injustice that had come his way by chance. He sat in the darkness of that cell growing more bitter by the day. There was one spot in the cell where a single ray of sunlight came every day and remained for a little while. And one morning, to his absolute amazement, he noticed that in the hard, earthen floor of that cell a tiny, green blade was breaking through. It was something living, struggling up toward that shaft of sunlight. It was his only living companion, and his heart went out in joy toward it. He nurtured it with his tiny ration of water, cultivated it, and encouraged its growth. That green blade became his friend. It became his teacher in a sense, and finally it burst through until one day there bloomed from the little plant a beautiful, purple and white flower. Once again Charnet found himself thinking thoughts about God.

Yet this he year 2018 witnessed widespread celebrations was never the sole focus of suffrage campaigners’ Tacross the UK of the centenary of the partial activities. They sought to extend women’s rights in parliamentary enfranchisement of women in 1918. In many ways, through a variety of organisations and Scotland this meant ‘women 30 years or over who were campaigns, often inter-related and with overlapping themselves, or their husbands, occupiers as owners or memberships. Of particular importance were the tenants of lands or premises in their constituency in forms of franchise to which women were admitted which they claimed the vote’.2 A woman could also prior to 1918, and the ways in which women be registered if her husband was a local government responded to opportunities to vote and to seek public elector; the local government franchise in Scotland office at local level. This local activity should be was more stringent than the first criterion, and this franchise was therefore more restrictive than that seen, however, in the wider context of a suffrage which applied in England and Wales.

There are about 250 pages and the top of each is marked “Daily Journal of Duty performed by P.C. Mackay Stationed at Kinlochailort”. 1897 Monday April 19. “At 1pm left Fort William per instructions of Inspector Chisholm and proceeded by Mail Coach to Kinlochailort where I arrived at 7pm and patrolled about the Hotel to 10.30 pm. Travelled 30 miles on duty 9½ hours. April 20. Remained all night at the Hotel here having failed to secure private lodgings. At 10 am patrolled the New Railway works to Polnish and returned by Public Road to Hotel at 6 pm. Travelled 8 miles and 8 hours on duty. Night duty. Patrolled about the Hotel and the Public Road from 7 pm to 11 pm. Travelled 4 miles on duty. 4 hours. Wednesday 21 April. Patrolled along the line of the New Railway Works from the Hotel to Polnish from 10 am to 2 pm. and from 4 pm to 6 pm. Friday April 23. Patrolled about the Hotel and vicinity generally from 7 pm to 11 pm and returned to the house of Mr Simon Fraser, Gardener, residing at Inverailort Lodge having secured lodgings there being since my arrival here staying at the Hotel. Sunday April 25. At 10 am left the Station and patrolled by the Hotel and Navvy Huts to Polnish. 7 miles, 6 hours on duty April 28.
