The London School of Economics and Political Science the Moral The London School of Economics and Political Science The Moral Dilemmas of Journalism in Kenya’s Politics of Belonging Nicholas P. Benequista July 2016 A thesis submitted to the Department of Media and Communications of the London School of Economics and Political Science for the degree of Doctor of Philosophy 1 Abstract This thesis explores the strategies pursued by Kenyan journalists as they contend with “the politics of belonging” in their work, arguing that the choices journalists make in the micro-processes of news production can be understood and guided from a moral perspective. The study addresses lingering questions about how journalists experience and respond to social divisions that can be created in the dynamic interaction between ethnic identity, personal networks and competitive party politics that characterizes a politics of belonging. Theoretically, it builds on an interpretation of Roger Silverstone’s normative theory of morality in the mediapolis and on the concepts of autonomy and agency developed within the sociology of journalism. A participatory and action-oriented methodology is employed to examine journalism practice: 10 journalists were engaged through a series of participatory workshops and interviews, and participant observation was undertaken through collaborations with these journalists on a variety of news experiments. Additional formal and informal interviews were conducted with other stakeholders who have an interest in news production. The thematic analysis of the resulting corpus of field notes and interview transcripts suggests that the Kenyan journalists who participated in the research experience the politics of belonging as a complex set of social pressures in their professional relationships, which create a series of challenges, trade-offs and dilemmas that they strategically negotiate in their daily practices and in the discourse of their news reports. The empirical analysis argues that the theoretical framing of journalism practice ― as envisaged by Francis Nyamnjoh and other scholars seeking to formulate African alternatives to Western traditions of journalism ― can be strengthened by integrating the concepts of journalistic autonomy and moral agency as developed in this thesis.     Regulation of the Social Media in Electoral Democracies: A Case of Kenya Isaac Rutenberg and Abdulmalik Sugow The emergence of peer-to-peer platforms such as social media has broken down traditional barriers to one-to-many communication and widespread engagement. While the unique features of social media serve as an attractive selling point, they are also often the source of a multitude of problems. Unlike traditional media, there is a glaring absence of fact checking and content filtration on social media platforms, raising concerns around their level of involvement in democracies. The recent 2017 elections in Kenya are believed to have been influenced by the propagation of fake news and inciting ethnic messaging disseminated through social media. While the exact impact of fake news and hate speech disseminated through social media in Kenya is unknown, the proliferation of such content during democratic processes is worrying. In response, these modern platforms have become the subject of attempted regulation by a number of countries, with these regulations often 302 SLJ 7 (1) focusing on fake news and hate speech. For example, Kenya recently criminalised false publication. In some extreme cases, there have been knee-jerk government reactions such as total internet shutdowns. Generally, attempts at regulation within Kenya remain disjointed with multiple laws each dealing with different problematic content. Using the example of Kenya to demonstrate the importance of balancing regulation and freedom, this Article discusses the unique characteristics of social media that make it a particularly effective tool for democratic elections. We argue that an approach that targets platform design instead of content may be better suited to the ends of upholding democratic values.

    Sites of Playful Engagement TULLY, EKDALE Research Article Sites of Playful Engagement: Twitter Hashtags as Spaces of Leisure and Development in Kenya Melissa Tully Brian Ekdale Abstract Through an analysis of popular Kenyan hashtags on Twitter, we argue that everyday leisure and entertainment prac- tices interact with development and civic engagement in Kenya. This research draws from participation in the Kenyan Twittersphere, analysis of spaces created by hashtags, and ªeldwork conducted in Nairobi between 2009 and 2012. Through hashtags, Kenyans on Twitter unite against perceived government corruption, respond to media misrepre- sentations of their country, share jokes, and participate in global conversations. We argue that sites emerge through the interaction of playful and serious content and that these sites should be examined within ICTD research. Playful activities should not be dismissed as irrelevant to development, as everyday use of Twitter is often imbued with topics tied to social, political, and economic development. The multidisciplinary ªeld of information and communication technologies for development (ICTD) explores the application of digital technologies to a wide range of development issues. In Africa, ICT study has focused heavily on lack of access to technology and how to overcome that barrier (i.e., the digital divide) and the rela- tionship of ICT to economic development and democratization (Conradie, Morris, & Jacobs, 2003; Obijiofor, 2009; Ott & Rosser, 2000). Increasingly more researchers and practitioners consider technology as only one small part of ICTD. There is a general trend away from focusing primarily on the technology and how people should use ICT for development toward focusing on people and contexts and how people actually use ICT for a broad range of utilitarian and social purposes (Burrell & Toyama, 2009; Heeks, 2012).

    DOGS AND HAWKERS NOT ALLOWED: The brutal dictatorship of Nairobi’s predatory ‘kanjo’ askaris By Dauti Kahura In 2013, a university don was “arrested on suspicion of obstructing and assaulting (both emphasis mine) the police” by the Metropolitan Police in north-east London. Her real crime was “offering a 15- year-old boy a legal advice card”. Konstancja Duff, the “culprit”, then lectured at the University of Nottingham. The boy she had helped had been caught “in a stop and search sweep on the Wilton estate in Hackney”. When confronted by the Met police, Duff declined to reveal her identity, which caused the officers to order her into a police van and whisk her to the police station. Miffed by her refusal to cooperate by refusing to speak to the police, the duty officer at the police station, Sergeant Kurtis Howard, commanded three female custody officers to strip search Duff, whose clothes were cut off with scissors. Reflecting on why she had been arrested, Duff would later record that “I felt like what I had been arrested for was for sticking up for somebody’s legal rights…I had been arrested for offering a-know-your-right card.” If, for a moment, we were to remove the names of the towns, locations and police stations, the incident described above could as well have taken place in one of the sprawling suburbs of Kenya’s capital city Nairobi. And there would be no argument whatsoever that the behaviour of the Met officers captured here exactly mirror those of the predatory and primordial city askaris.
