Natura 2000 is a European coherent network of areas to be protected for their ecological importance, established under the Habitats Directive (92/43/EEC) and under the (2009/147/EC). It aims at protecting biodiversity, especially habitats and species rare, valuable or threatened. Within Natura 2000, Member States must:  Take appropriate conservation measures to maintain and restore the habitats and species for which a site has been designated to a favourable . Such conservation measures involve, “if need be, appropriate management plans specifically designed for the sites or integrated into other development plans” that should address all foreseen activities.  Avoid damaging activities that could significantly disturb these species or deteriorate the habitats of the protected species or habitat types. What if new planned developments might affect a Natura 2000 site?  Plans or projects likely to have a significant effect on a Natura 2000 must undergo an Appropriate Assessment. The competent authorities can agree to the plan or project only after ascertaining that it will not adversely affect the integrity of the site concerned.  In exceptional circumstances, a plan or project may still be allowed to go ahead, in spite of a negative assessment, if no alternative solutions exist and if the plan or project is considered to be of overriding public interest (but appropriate compensatory measures are required).

Type 1 (Coastal and halophytic habitats) Type 2 (Inland dunes, old and decalcified) Coastal sites

In a recent study carried out in the framework of a cooperation project, three sub-networks were identified:  coastal and maritime sites  mountain and forest sites  rural sites

The identification was based on the following criteria:  spatial distribution of natural habitats and threshold percentages of area concerned by natural habitats (e.g.: dominance of types 1 and/or 2)  presence of priority habitats typical for a given network (e.g. *1120, *1150, *2250, *2270)  land cover types and HNVF (relevant for types “b” and “c”) a. Coastal and maritime sites b. Mountain and forest sites c. Rural sites

Conservation priorities are set in the Regional Prioritised Action Framework (PAF) for the programming period 2014-2020. Some examples are as follows: 1. To enlarge extant knowledge on some marine habitats and species for which lack of sufficient information still exists. 2. To improve current knowledge on marine environment and marine dynamics. 3. To increase the maritime and coastal Natura 2000 network in number and size so as to protect important seabird species (Calonectris diomedea, Hydrobates pelagicus, Larus audouinii, Larus genei, Larus melanocephalus, Phalacrocorax aristotelis, Puffinus yelkouan, Sterna hirundo, Sternula albifrons). 4. To identify effective management models for marine sites. 5. To improve knowledge on invasive alien species. 6. To counteract habitat fragmentation and loss of biodiversity. 7. To promote sustainable fishing and sustainable fisheries.

Since 2005, the Regional Administration of Sardinia has regarded Management Plans as necessary conservation measures for Natura 2000.

Provinces, municipalities, as well as bodies responsible for Parks and Marine Protected Areas were asked to draw up and submit MPs for SCIs (the call for proposals was funded under the ERDF).

The Regional Administration of Sardinia retained its ultimate responsibility for approving the plans.

As a result of the approval of 74 plans by the regional executive, 83 SCIs (out of 89) have now an MP in force.

Plans for SCAs are currently under preparation, together with updates of MPs already in force (the call for proposals was SCI with an MP in force SPA without MP funded under the EAFRD).
