Will the Minister for Interior and Narcotics Control be pleased to state the steps taken by the Government to counter or prevent cyber attacks or infiltration from other countries?

Chaudhry Nisar Ali Khan: All regulatory and policy issues to counter or prevent cyber attacks or infiltration from other countries comes under the purview of Ministry of IT and PTA, while FIA’s role emerges only after cyber crime is committed. However, the Government of has taken the following steps to counter or prevent cyber attacks or infiltration from other countries:

(a) The Prime Minister of Pakistan formed an Inter-Ministerial Committee in 2006 for the purpose of overseeing web-filtering. The committee has a clear mandate to filter web contents after thorough case by case analysis of the reported content. The Committee is headed by Secretary, Information Technology and the members are from Ministry of Information & Broadcasting, Ministry of Interior, Ministry of IT, FIA and other government institutions.

(b) The Inter-Ministerial Committee in its 17th meeting dated 29th September, 2010 constituted a Sub-Committee. The mandate of the sub-committee was set to devise an effective mechanism for Internet Filtering on national level. Constituted sub-committee drafted TOR for National URL filtering and Blocking System which was submitted to Ministry of IT in 2012. —————————————————————————————— @Transferred from Ministry of Finance, Revenue, Economic Affairs, Statistics and Privatization. (c) Ministry of ITs CT R&D fund (http://ictrdf.org.pk) floated RFP on “National URL filtering and Blocking System” in March 2012. System capable of white list and back list Internet Traffic (URL filtering) was deployed in October 2013.

(d) Ministry of IT, Government of Pakistan constituted Committee to devise cyber security strategy of Pakistan in September 2013. The National Cyber Security Strategy formulation is in progress.

(e) Government of Pakistan has approved E-Mail & Internet Police for the Federal Government. Said Policy outlines security guidelines and multi-stage information security audit of government institutes, ministries, attached departments and divisions.

(f) NR3C, FIA provides technical assistance to NTISB, Cabinet Division, Government of Pakistan in conducting information security audit of Government Ministries in compliance with E-Mail & Internet Policy for the Federal Government.

(g) Cyber Laws are deterrent control to ensure security of national cyberspace. Government of Pakistan is going to present Prevention of Electronic Crime Bill in Parliament for discussion and subsequent approval.

Will the Minister for States and Frontier Regions be pleased to state:

(a) the details of development works carried out in NA-38, Kurram Agency, under PWP-I, PWP-II and annual development programme of FATA from March 2008 to March 2012; and

(b) the names of areas / localities in the said constituency where the works / schemes of electricity have been completed during the said period?

Lt. General (Retd.) Abdul Qadir Baloch: (a) Detail of development works carried out in NA-38 Kurram Agency for the period from march, 2008 to March, 2012. i. Under PWP-I, total 21 schemes costing Rs.43.00 million have been utilized. Detail is at Annex-I.

ii. Under PWP-II, total 85 schemes costing Rs.481.00 million have been utilized. Detail at Annex-II.

iii. Under ADP, 88 schemes and 01 Non-ADP scheme costing Rs.536.064 million have been utilized. Detail is at Annex-III.

(b) Total 21 schemes with a total cost of Rs.196.845 million have been completed by TESCO from 2008-9 to 2013-14. Detail is at Annex-IV.

Will the Minister for Interior and Narcotics Control be pleased to state whether it is a fact that some seminaries / madrassahs in the country are receiving financial and other support like training of clerics, teachers, curriculum development etc. from some foreign Islamic countries, if so, the details thereof?

Chaudhry Nisar Ali Khan: Information is being collected from Federal/Provincial government departments. As soon as the same is received, final reply will be submitted accordingly.

Will the Minister for Defence be pleased to state: (a) the estimated cost of construction of each building constructed or being constructed on the land of Cantonment Board, Bannu since 2008;

(b) whether the tenders for construction of the said buildings were called through advertisements, if so, the names and date of issue of the newspapers in which the same were advertised; (c) whether the shops constructed on the said land during the last 10 years were allotted / leased out through open auction, if so, the details of such auctions;

(d) whether any announcement for the auction of the said shops was made in the press, if so, the details thereof. and

(e) whether it is a fact that shades for buses and coaches and places constructed for drinking water in new bus stand established on the land of that Cantonment Board have been converted into shops, if so, its reasons and details of such conversion?

(e) No sheds have been converted into shops. The said sheds were encroached by transporters without obtaining any prior permission. This office got vacated the said sheds from land grabbers and streamlined and rented out temporarily to transporters on monthly rent @ Rs. 1,000/- and security Rs. 1,00,000/- with the prior approval of the Board vide Cantt Board Resolution No. 15, dated 31/12/2012.

Will the Minister for States and Frontier Regions be pleased to state:

(a) the names of Government Primary, Middle and High Schools for girls and boys in FR Lakki and FR Tank indicating also the date of establishment, number of sanctioned posts, number of posts filled in and number of students presently studying in each school; and

(b) whether there is any school in the said Regions where the staff is in position but no student has been enrolled, if so, the details thereof?

(b) Yes. There are three schools in FR Lakki where no students are enrolled. The detail is as follows:—

No such school exists in FR Tank where the staff is in position but no student has been enrolled.

Will the Minister for Defence be pleased to refer to the Senate starred Question No.88, replied on 18th May, 2006, and state:

(a) whether it is fact that the hiring facility being provided to the civilian employees of Lower formation of is not at par with that being provided to the other employees of Pakistan Armed Forces; and

(b) the present status of the combined case of three services for that facility referred to in the said question?

Khawaja Muhammad Asif:

1. GHQ

a. The employees of Lower Formations are being paid house rent in lieu of hiring facilities. A case for authorization of aforesaid facility to civilian employees of Lower Formations of the Army was considered in consultation with Ministry of Finance and GHQ was directed to close the case till improvement / stabilization of financial situation of the country.

b. A fresh case on the issue was initiated by GHQ in 2013 who have been advised to obtain financial effect of civil employees which are being collected by GHQ from all concerned. Thereafter, the matter will again be taken up with Ministry of Finance.

2. NHQ

a. In 2006, the proposal was under consideration. Now NHQ has intimated that Hiring facility is being provided to the civilian employees of lower formations of equal to its uniform employees.

b. Since the facility is already being provided, therefore, no such case is under process in NHQ.

3. AHQ

a. No such facility is being provided to the civilian employees of lower formations.

b. No proposal for the subject facility is under process in AHQ. 96. (Def) *Mr. Amar Jeet: (Notice received on 20-01-2014 at 08:10 pm)

Will the Minister for Defence be pleased to state:

(a) whether it is a fact that the civilian employees of lower formations of Pakistan Armed Forces working in GHQ are not entitled for official residence or facility of hiring of accommodation on Government expenses, if so, its reasons; and

(b) whether there is any proposal under consideration of the Government to provide the said facility to those employees?

(a) whether it is a fact that the facility of free medical treatment is not provided to the civilian employees of lower formations of Pakistan Armed Forces after their retirement, if so, its reasons; and

(b) whether there is any proposal under consideration of the Government to provide the said facility to those employees?

Khawaja Muhammad Asif:

1. GHQ

a. Retired civil employees of Lower Formations of the Army are entitled to get medical facilities from Federal / Provincial Government Hospitals located throughout the country. Moreover, medical charges incurred on treatment of retired civil employees are also re-imbursable.

b. Since the facility is already being provided, therefore, no such case is under process in GHQ.

2. NHQ

a. Free medical treatment facility is being provided to civilian employees (after retirement from service) of lower formations through federal services hospitals instead of Armed Forces Hospitals.

b. Since the facility is already being provided, therefore, no such case is under process in NHQ.

3. AHQ

a. PAF retired civilians are entitled for free medical treatment from Govt hospitals (other than private / military hospitals). PAF retired civilians are also entitled for reimbursement of expenditure out of public fund incurred on indoor medical treatment taken from Govt hospitals. However, cases like hepatitis, cancer and insoline dependent cases of diabeties are also entitled for reimbursement even if the treatment is taken as an outdoor patient.

b. There is no proposal to amend the existing policy in vogue regarding medical treatment of PAF civilian employees of higher / lower formations.

Will the Minister for Interior and Narcotics Control be pleased to state that:

(a) the details of educational qualifications and experience of the present Chairman NADRA; (b) the national and international awards conferred on the said Chairman; and

(c) the period of service rendered by him in NADRA before assumption of charge as Chairman?

Chaudhry Nisar Ali Khan: (a) Mr. Muhammad Imtiaz Tajwar, presently serving as Chairman NADRA in addition to his current assignment of Additional Secretary (BS- 21) in the Ministry of Interior, holds Master degree in Statistics from Bahauddin Zakariya University Multan. Beside., he is a graduate of the Executive Leadership Program of Kennedy School of Government, Harvard University USA during the year 2008. He has vast experience of thirty one years of Civil Service of Pakistan, serving on critical appointments in the provinces of Punjab and Baluchistan.

Will the Minister for Interior and Narcotics Control be pleased to state the steps taken by the Government to secure the citizen Database since 2008?

Chaudhry Nisar Ali Khan: NADRA has deployed number of information security measures for the protection of citizen database and ensuring un-interrupted services to its clients. The following steps at management and technical level have been initiated to safeguard the citizen Database:—

a. NADRA has recruited highly competent staff with valuable experience in key positions holding International degrees, certifications and accreditations in the field of Information Security.

b. NADRA has deployed a state of art security incident and event management solution that is monitoring security attempts/breaches from cyber intruders both internal and external to NADRA.

c. World Renowned ISO 27001 Information Security certification was attained by implementing stringent controls in NADRA Networks. d. NADRA over the period developed an in-house secure software application to process citizen data that is controlled by biometrics access control system.

e. To ensure the confidentiality, integrity and availability of NADRA assets a state of art Data Center is developed.

f. Multiple Information Security awareness sessions are arranged across Pakistan for employees of NADRA to educate regarding importance of physical and electronic security responsibilities of staff.

g. Access to critical data in the Data Warehouse of NADRA is maintained under high physical and technical security controls.

Will the Minister for Interior and Narcotics Control be pleased to refer to the Senate starred question No.81-F, replied on 17th January, 2014 and state whether any agreement / legal document has been signed between Pakistan and USA in whici the USA Government has agreed to recognize Pakistani citizens who acquire U citizenship as concurrent citizens of USA, if so, its details?

Chaudhry Nisar Ali Khan: Pakistan Citizenship Act, 1951 allows the Citizens of Pakistan whc acquire citizenship of a foreign country to retain citizenship of Pakistan if federal government notifies such country under section 14(3), of Pakistan Citizenship Act 1951, as a country whose citizens can retain citizenship of that foreign country. The government of Pakistan issued notification (SRC No. 581 (I)/2002), 29th August, 2002 (Annex-I) including USA in the lis of countries whose citizens can retain citizenship of Pakistan as dual national. No agreement / legal documents has been signed between Pakistan and USA.

Will the Minister for Interior and Narcotics Control be pleased to state: (a) the number of persons killed in sectarian attacks / killings since 2008 with year-wise and province-wise break-up; and

(b) the number of persons convicted in the cases of those attacks / killings?

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the criteria laid down and qualifications prescribed for appointment against the posts of Chairman and Members of NADRA; and

(b) the names, age, place of domicile, educational qualifications and experience / expertise of the incumbent Acting Chairman and Members of the said authority?

Chaudhry Nisar Ali Khan: (a) As per NADRA Ordinance 2000, Section 3(3) the appointment of Chairman and Members of NADRA is made by the Federal Government. The criteria laid down and qualifications prescribed for appointment against the posts of Chairman and Members of the Authority are as under:—

Chairman: The Chairman shall be an eminent professional of known integrity and competence with substantial experience in the field of computer sciences, engineering, statistics, demography, law, business, management, finance, accounting economics, civil or military administration, or the field of registration.

Member: Every member shall also be a person of known integrity and competence with sufficient experience in the field of computer sciences, engineering, statistics, demography, law, business, management, finance, accounting, economics, civil or military administration or the field of registration.

(b) The names, age, place of domicile, educational qualifications and experience / expertise of the incumbent Chairman and Members of the said Authority are attached at Annex-A. National Database and Registration Authority Ordinance

CHAPTER II

ESTABLISHMENT OF THE AUTHORITY

3. Establishment of the Authority: (1) As soon as may be, but not later than thirty days after the commencement of this Ordinance, the Federal Government shall, by notification in the Official Gazette, establish an Authority to be known as the National Database and Registration Authority for carrying out the purposes of this Ordinance.

(2) The Authority shall be a body corporate, with power to acquire, hold and dispose of property, having perpetual succession and a common seal and shall by that name sue and be sued.

(3) The Authority shall consist of a Chairman, also to be called the Registrar General of Pakistan, and 1[not less than] five members to be appointed by the Federal Government :

Provided that till such time the Authority is established the Chairman may exercise the powers and perform the functions of the Authority 2[:]

3[Provided further that the Federal Government may, from time to time, by notification in the official Gazette, increase or decrease the number of members and prescribe mode of their appointment as it deem fit.]

(4) No person shall be appointed as the Chairmen or a member if he has been declared insolvent, or convicted for an offence involving moral turpitude, or declared to be disqualified from employment in, or dismissed from Government Service.

(5) The Chairman and a member shall, unless he resigns or is removed from office earlier as hereinafter provided, hold office for a term of three years and shall be eligible for re-appointment for such 4[a similar term or terms] as the Federal Government may determine: —————————————————————————————— 1. (6) In case of vacancy occurring due to death, resignation or removal of the Chairman or a member, the Federal Government shall within a period not exceeding sixty days, appoint another qualified person to fill such vacancy.

(7) The Chairman shall be an eminent professional of known integrity and competence with substantial experience in the field of computer science, engineering, statistics, demography, law, business, management, finance, accounting, economics, civil or military administration, or the field of registration.

(8) Every member shall also be a person of known integrity and competence with sufficient experience in the field of computer sciences, engineering, statistics, demography, law, business, management, finance, accounting, economics, civil or military administration, or the field of registration.

(9) No act or proceeding of the authority shall be invalid by reason only of the existence of a vacancy in, or defect in the constitution of the authority.

(10) The principal office of the Authority shall be at Islamabad and it may set up offices at such place or places as it may deem appropriate:

Provided that all offices including the District Registration Offices, other offices, counters and any other formation of the Registration Organization as well as that of the National Database Organization alongwith their entire respective record, shall become and be deemed to be the offices, the District Registration Offices, other offices, counters and other formations of the Authority respectively along-with such record.

(11) The Chairman or a member may, by writing under his han resign from his office:

Provided that his resignation shall not take effect until accepted by the Federal Government.

Will the Minister for Interior and Narcotics Control be pleased to state whether it is a fact that Government has imposed moratorium on death penalty in the country, if so, its reasons?

Chaudhry Nisar Ali Khan: There is no moratorium on death penalty in the country, however, executions are carried out on decision by the President in terms of Article 45 of the Constitution, on Mercy Petitions.

Khawaja Muhammad Asif: The information for the above mentioned question are being collected from the concerned quarter and will be replied on the next Rota Day. It is, therefore, requested to defer the question.

(a) the number of sanctioned posts of Tehsildars and Naib Tehsildars in the Islamabad Capital Territory with province-wise break-up; and

(b) the names, educational qualifications and place of domicile of the persons presently working against those posts?

Chaudhry Nisar Ali Khan: (a) (i) There is one sanctioned post of Tehsildar (BS- 16), in ICT, which is presently filled by promotion.

(ii) 08 posts of Naib Tehsildar (BS-14) stand sanctioned in ICT. As per recruitment rules, 50% posts are to be filled through direct recruitment and 50% by promotion. The provincial/regional quota is applicable on direct recruitment. The share of posts to be filled by direct recruitment comes to 04 posts. As per provincial/regional quota, the share of provinces comes as under:—

(1) Punjab — 02 posts (Both posts filled)

(2) Sindh — 01 post (post filled)

(3) Khyber Pakhtunkhwa — 01 post (post kept Vacant for Recruitment on lifting of ban)

(b) Detail indicating names, education, qualifications and place of domicile of the Naib Tehsildars presently working in ICT Administration is attached at Annexure-A.

Will the Minister for Information, Broadcasting and National Heritage be pleased to state whether it is a fact that Radio Pakistan has recently signed an agreement with a Japanese radio for air time, if so, the terms and conditions of that agreement?

Mr. Pervaiz Rashid: It is stated that PBC has not signed any agreement for sale of air time to NHK (Radio Japan).

It is however, submitted that the matter is in the pipeline and various modalities are being worked out before signing the agreement.

Chaudhry Nisar Ali Khan: (a) Number of sanctioned posts of Assistant Director are 144 whereas Inspectors are 299.

(b) List of these officers, showing educational qualifications, place of domicile and mode of appointment is at Annex-I and Annex-II.

(c) Number of vacant posts of these officers with province-wise break up is at Annex-III.

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) whether it is a fact that there is an increase in the incidents of car lifting / theft in Islamabad Capital Territory, particularly from the public places and markets, if so, the steps taken by the Government to control the same; and

(b) the number of FIRs registered in the cases of car lifting / theft in the said territory during the last three years and the number of stolen cars recovered in those cases?

Chaudhry Nisar Ali Khan: (a) The comparative statement since 01-06-2012 to 31-12-2012 and 01-06-2013 to 31-12-2013 regarding registration of cases of car theft in Islamabad alongwith the number of recovered cars and accused arrested in these cases is as under:— —————————————————————————————— Period Cars stolen Recovered Accused arrested —————————————————————————————— 01-06-2012 to 31-12-2012 274 47 27 01-06-2013 to 31-12-2013 440 64 44 —————————————————————————————— The increase in the figures of registered cases of car theft is primarily attributable to present government’s policy of free registration of FIRs regarding crime against property (especially car theft). There is a departure from the past practice of non/under registration of reported crimes (Burking).

In order to curb the crime and nab the criminals involved in this crime, the following steps have been taken by ICT Police :

(1) A Mobile Verification System has been introduced whereby the data of all stolen vehicles has been incorporated in a database. The police personnel deployed at various Nakas/patrolling places can check details of any vehicle, through an sms, by entering its (displayed) registration number. This has helped the police in nabbing vehicles with fake registration numbers. Resultantly 124 stolen vehicles have been recovered using this technology/system.

(2) The vehicle theft and vehicle snatching is a highly organized crime and involvement of General public is crucial in curbing the same. The general public has been requested to install safety alarm system and safety gadgets in their vehicles. Awareness campaign, through beat officers and member of the citizen Security & Vigilance Committee to invite the attention of general public for installation of alarm systems within their vehicles, has been launched to sensitize the public. Pamphlets containing preventive measures/instructions have been distributed amongst the general public.

(3) Nakas at all important entry and exit points have been established and the officers have been directed to keep an eye over suspicious person/vehicles to prevent car theft. Patrolling has been enhanced and the officers have been directed to conduct surprise checking at various Nakas as a preventive measure.

(4) People have been asked to park their vehicles inside houses and at parking places when they are out for duty or shopping purpose. They were also advised not to park their vehicles at abandoned places or in the streets particularly at night.

(5) At peculiar places, i.e. FGS Hospital, CDA Hospital, Chairman CDA Office etc., a chit system has been introduced within the parking areas to prevent car theft. (6) Police personnel in Civvies have also been deployed in different Sector to keep watch over suspicious persons/vehicles and informers have also been deployed for the same purpose.

(7) All SHOs were further directed to take preventive action against all the Vagabonds loitering in the areas under section 55/109 Cr.P.C.

(8) The list of the previous convicts of car theft have been prepared and distributed amongst all quarters concerned to interrogate them during investigation of car theft cases.

(9) ICT Police is active to apprehend the car lifters while establishing Decoy Plans at different venues of public gatherings frequently.

(a) the number of transmitters of various radio stations in the country which have completed their lifespan; and

(b) the steps being taken by the Government to replace the said transmitters?

Mr. Pervaiz Rashid: (a) There are 24 transmitters which have completed their life span (Annex-A).

(b) Two transmitters have recently been replaced at Peshawar and D.I.Khan, while 06 transmitters are under replacement at Hyderabad, Larkana, Facieerabad. Multan and Karachi (Annex-B).

Will the Minister for Interior and Narcotics Control be pleased to state:

(a) the number of illegal official / gratis / diplomatic passports issued during the last five years; and

(b) the names, designation and place of present posting of the officers/officials found involved in issuance of the said passports and action taken against them?

Chaudhry Nisar Ali Khan: (a) 88 diplomatic passports were cancelled which were issued to entitled persons during the previous Government i.e Former Federal Ministers, Ministers of States, Advisor/Special Assistant to the Prime Minister. These former Cabinet Members/Advisors of the Prime Minister ceased their offices, as they were required to surrender their diplomatic passports and of spouses within 30 days but these former dignities did not surrender their passports, therefore, their diplomatic passports were cancelled.

49 diplomatic passports were issued to non-entitled persons on the directions of the Ministry of Foreign Affairs and 2002 official/gratis passports were issued on the directions of Ministry of Interior were also cancelled.

(b) Inquiry into the matter has been conducted by the senior officer of Ministry of Interior. As per the finding of the Inquiry Officer, the passports issued by the competent authority were legal. However, the power were excessively exercised under saving clause of Para 9 of Passport and Visa Manual 2006. All of them has been cancelled. Will the Minister for Interior and Narcotics Control be pleased to state: .

(a) the names and addresses of persons who were granted permission to use black / tainted glasses in their vehicles during the last regime; and

(b) the procedure adopted for the grant of the said permission?

Chaudhry Nisar Ali Khan: (a) 577-persons were granted permission to use black/ tinted glasses in their vehicles during last regime i.e from March 2008 to 17th March, 2013. List is at Annex-I.

(b) The requests were entertained on case to case basis; keeping in view the high risk and vulnerability befitting the profile of the applicant. Such permissions were issued with the approval of the Secretary/Minister for Interior.
