ATMANIRBHAR BHARAT Atmanirbhar Bharat or Self-reliant is the vision of the of making India a self- reliant nation. The first mention of this came in the form of the 'Atmanirbhar Bharata Abhiyan' or 'Self-Reliant India Mission' during the announcement of the coronavirus pandemic related economic package on 12 May 2020. This self-reliant policy does not aim to be protectionist in nature and as the Finance Minister clarified, "self-reliant India does not mean cutting off from rest of the world". The law and IT minister, , said that self-reliance does "not mean isolating away from the world. Foreign direct investment is welcome, technology is welcome. Self-reliant India... translates to being a bigger and more important part of the global economy." As part of the Atmanirbhar Bharat package, numerous government decisions have taken place such as changing the definition of MSMEs (Ministry of Micro, Small & Medium enterprises), boosting scope for private participation in numerous sectors, increasing FDI in the defence sector; and the vision has found support in many sectors such as the solar manufacturers sector. Examples of initiatives helping Atmanirbhar Bharat

1.) The growth of India's personal protective equipment (PPE) sector from zero before March, to 1,50,000 pieces a day by the beginning of May, is considered as a fine example of a self- reliant India. The PPE industry in India has become a ₹7,000 crore (US$980 million) in two months, the second largest after China. 2.) The largest fund in the country worth ₹21,000 crore (US$2.9 billion) was setup by the IIT Alumni Council with the aim of supporting the mission towards self-reliance. 3.) India's own 'Made in India' 5G network was also announced in July 2020 by Reliance . announced in mid-July "Jio has created a complete 5G solution from scratch that will enable us to launch a world-class 5G service in India, using 100 per cent homegrown technologies and solutions". 4.) In August 2020, the Defence Minister announced that the Defence Ministry is "now ready for a big push to Atmanirbhar Bharat initiative" by imposing an "import embargo on 101 items" in a staged manner over a period of 5 years. Atmanirbhar Bharat has been called by some as a re-packaged version of the movement using new taglines such as 'Vocal for Local'. Other opposition members spoke about how India had enacted policies and built companies since its creation to make India self-reliant - SAIL for steel production, IITs for domestic engineers, AIIMS for medical science, DRDO for defence research, HAL for aviation, ISRO for space, CCL, NTPC and GAIL in the area of energy; criticizing the advertising tactics. Some have re- phrased it to "Fend For Yourself " Campaign. Calls for India to boycott Chinese products (and promote an Atmanirbhar Bharat instead), are practically difficult in the short term for India as India imports $75 billion worth of goods every year from China, to the extent that parts of Indian industry are dependent on China. Following the Galwan Valley skirmish on 15 June 2020 in which around 40 Chinese soldiers and 20 Indian soldiers died, Swadeshi Jagaran Manch said that if the government was serious about making India self-reliant, Chinese companies should not be given projects such as the Delhi-Meerut RRTS (Regional rapid transit system). Results of the boycott China movement started showing in early August, with Government of China's customs data showing that Chinese exports to India had fallen by 25% as compared to the same period in 2019. prime minister’s Vision

The Five phases of Atmanirbhar Bharat are: Phase-I: Businesses including MSMEs;

1. Pradhan Mantri Garib Kalyan Package (1) Rs. 1.70 Lakh Crore relief package under Pradhan Mantri Garib Kalyan Yojana for the poor to help them fight the battle against Corona Virus. 2. Pradhan Mantri Garib Kalyan Package (2)

3. On the request of the , RBI raised the Ways and Means advance limits of States by 60% and enhanced the Overdraft duration limits. 4. Issued all the pending income-tax refunds up to ₹5 lakh, immediately benefiting around 14 lakh taxpayers 5. Implemented “Special Refund and Drawback Disposal Drive” for all pending refund and drawback claims 6. Both the above measures amount to ₹18,000 crore of refund. 7. Sanctioned Rs 15,000 crores for Emergency Health Response Package. 8. Provided Relaxation in Statutory and Compliance matters 9. Rs 3 lakh crores Collateral-free Automatic Loans for Businesses, including MSMEs. 10. Rs 20,000 crores Subordinate Debt for Stressed MSMEs.

11. Rs 50,000 cr. Equity infusion for MSMEs through Fund of Funds.

12. Global tenders to be disallowed up to Rs 200 crores. 13. Rs. 2500 crore EPF Support for Business & Workers for 3 more months.

14. EPF contribution reduced for Business & Workers for 3 months- Rs 6750 crores Liquidity Support. 15. Rs 30,000 crore Special Liquidity Scheme for NBFCs/HFCs/MFIs.

Phase-II: Poor, including migrants and farmers; 1. Direct Support to Farmers & Rural Economy provided post COVID. 2. Liquidity Support to Farmers & Rural Economy provided post COVID. 3. Support for Migrants and Urban Poor during last 2 months. 4. Free Food grain Supply to Migrants for 2 months. 5. Technology Systems to be used enabling Migrants to access Public Distribution System (Ration) from any Fair Price Shop in India by March 2021 - One Nation One Ration Card. 6. Affordable Rental Housing Complexes (ARHC) for Migrant Workers / Urban Poor.

7. Rs. 1500 crores Interest Subvention for MUDRA-Shishu Loans. 8. Rs 5000 cr Special Credit Facility for Street Vendors. 9. Rs 70,000 crore boost to housing sector and middle income group through extension of CLSS.

10. Rs 6000 crore employment push using CAMPA (Compensatory Afforestation Management & Planning Authority) funds.

Phase-III: Agriculture; 1. Rs 1 lakh crore Agri- Infrastructure Fund for farm-gate infrastructure for farmers. 2. Rs 10,000 crores scheme for Formalization of Micro Food Enterprises (MFE). 3. Rs 20,000 crores for Fishermen through Pradhan Mantri Matsya Sampada Yojana (PMMSY). 4. Animal Husbandry Infrastructure Development Fund - Rs. 15,000 crore.

5. Promotion of Herbal Cultivation: Rs. 4000 crore. 6. Beekeeping initiatives –Rs 500 crores. 7. Amendments to Essential Commodities Act to enable better price realization for farmers. 8. Agriculture Produce Price and Quality Assurance.

Phase-IV: New Horizons of Growth; 1. Reduction in Flying cost Rs. 1000 crores - Efficient Airspace Management for Civil Aviation. 2. FDI limit in the defence manufacturing under automatic route will be raised from 49% to 74%. 3. More World-class Airports through PPP. ( Public Private Partnership)

4. India to become a global hub for Aircraft Maintenance, Repair and Overhaul (MRO). 5. Boosting private sector investment in Social Infrastructure through revamped Viability Gap Funding Scheme - Rs 8100 crores. 6. Boosting private participation in Space activities.

Phase-V: Government Reforms and Enablers; 1. Reforming Governance for Ease of Doing Business. 2. Technology driven Systems - Online Education during COVID. 3. Ease of Doing Business for Corporate.
