I would like to congratulate Punjab Board of Investment & Trade for making the effort to compile a publication on the achievements of the Punjab Government over the past year and development initiatives being taken for the future. I take pride in the fact that this is a result of multiple agencies and departments of the Government of Punjab which have collaborated with the Punjab Board of Investment & Trade. A welcome sign of increased communication and cooperation within the Government.

Punjab has been firmly put on a path of high economic growth and is moving up quickly on the ladder of progress. The energy crisis that our country is currently suffering from has been the major cause of concern for businesses. Considering that energy is the backbone of the economy, it has been given key priority by the Punjab government. Much work has been done in the other sectors that also form the crux of the economy like Transport, infrastructure and industrial Development.

Today Punjab, being at the centre of economic activities is the epitome of the continuous efforts of its people and the Government to reach high standards in education, medical facilities, roads and mega infrastructure of science and research. This publication highlights the efforts of the Government of Punjab over the last year.

It is evident that the Government of Punjab is striving towards increasing the prosperity of the people of the province. Even though the challenge is great, I strongly believe in our capability that we can accomplish what was not achieved earlier and continue to move steadily towards a brighter future for our people.

Message from the Chairman

PBIT has taken this initiative to document the milestones reached, the initiatives taken and the economic indicators of the Punjab Government over the last one year.

Punjab province along with the rest of Pakistan is facing multiple issues such as the energy crises, rising unemployment, security threats, increased regional competition for exports.

The Government’s focus over the last one year has been on accelerating domestic and foreign investment in the country, increasing development expenditure, export promotion, facilitating private sector investment, generating employment opportunities, restructuring of public sector corporations and expansion of social safety network and last but not the least, solving the energy issue on a war footing.

In this connection numerous steps have been taken to address the various issues faced by the industry at this point such as easing material imports, increasing expenditure and developing international linkages to improve labor and manpower skills, negotiating increased market access for our products, establishing SEZ’s to encourage the manufacturing sector, and ground breaking of new coal, hydel and solar power facilities to resolving the energy problem.

Most importantly, the government has made efforts to create a positive economic vibe which would lead to uniting all the stakeholders to come together on one platform and work for the collective betterment of the province. Creating this unified vision and a roadmap towards collective improvement would be invaluable for progress and for the encouragement of new ideas, incorporation of global trends and industry best practices.

Through this publication, we hope to highlight all of the above and more. In the end, I think it is imperative to point out that the results achieved today will help us pave the way for a better future of this industry and through that ‘a better future of Punjab’s economy’. We all have the same goal in mind; the key is to work together to fulfill that goal.

In the end, I would like to thank the staff & the officers at Punjab Board of Investment & Trade for their tireless efforts in order to achieve the vision & goal of the Government.

PUNJAB BOARD OF INVESTMENT & TRADE 03 Budget 2014-2015 Salient Features

The GDP growth rate will gradually be increased from current 4.8 percent to 8 percent in next four years, and next year GDP target is 5.5 percent.

Two million youths (male and female) will be imparted technical training in next four years and Rs. 6 billion has been allocated in the next budget for the purpose.

Welfare and developmental projects worth Rs. 263 billion launched or being launched in Southern Punjab.

Rs. 17 billion for 1,000MW Quaid-i-Azam Solar Park being established in Bahawalpur that would add 100MW electricity into the system by this year end.

A sum of Rs. 31 billion has been allocated for setting up coal power plants in Rahim Yar Khan and Muzaffargarh.

Rs. 2.5 billion for electricity conservation awareness program.

600 million tonnes of iron and chromites reserves found in district and the Government has tasked a consortium of three world renowned companies to estimate the total worth of the reserves. The 18-month project will cost Rs. 1.47 billion.

Another project of Rs. 130.80 million launched to benefit from iron reserves at Kala Bagh and this project will be completed by end of Q1 2014-15.

Total of Rs. 273 billion for education sector and Rs. 48.31 billion for developmental projects in education sector. Rs. 11 billion for Punjab Education Endowment Fund, Rs. 2 billion for Danish Schools, and Rs. 7.50 billion for Punjab Education Foundation.

Total of Rs. 121.80 billion for Health sector.

Under the Public Health sector Rs. 17.11 billion for drainage and drinking water schemes. Rs. 5 billion for provision of safe drinking water projects Rs. 1.50 billion for population welfare.

Rs. 14.97 billion for agriculture development and farmers’ welfare. Rs. 5 billion subsidy in fertilizers prices.

Rs. 4.67 billion for Punjab Irrigated Agricultural Productivity Improvement Project.

Rs. 1.62 billion for increase in export of fruit and vegetable and Rs. 240 million for the project of Supply Chain Improvement of Selected Agricultural and Livestock Products.

Rs. 1.87 billion for conversion of 20 agri tube-wells from electricity/diesel to bio-gas that will ensure Rs. 4 billion saving under the fuel charges.

With an initial allocation of Rs. 20 billion, Metro bus projects would be started in Multan and during the next financial year.

Punjab expects to generate Rs. 150 billion from the existing taxes and Rs. 60 billion from non-tax heads.

PUNJAB BOARD OF INVESTMENT & TRADE 07 INITIATIVES TAKEN BY GOVERNMENT Quaid e Azam Solar Park Ground Breaking Solar technology is comparatively a newer form of technology, even in developed nations, and venturing into this particular field was a huge challenge for a country like Pakistan. Quaid-e-Azam Solar Power (Pvt.) Ltd (QA Solar), a company established by the Government of Punjab (GoPb), took charge of setting up the first ever, utility scale, grid-connected 100MW Solar Photovoltaic Power Plant in Pakistan. QA Solar team accepted this challenge and started this journey from simulation based approach to ultimately succeed in planning, designing and implementing the system.

The Groundbreaking Ceremony of the first ever 100 MW solar PV plant in Cholistan desert near Bahawalpur was held on May 9th, 2014. Muhammad , Prime Minister of Pakistan, accompanied by Mian Shahbaz Sharif, Chief Minister Punjab, unveiled the plaque to establish the foundation of the plant. His Excellency, Mr. Sun Weidong, the ambassador of China to Pakistan, was also present at the venue.

A large number of federal and provincial ministers including Mr. Khawaja Asif, Water and Power Minister of Pakistan, Mr. Rana Sanaullah, Minister for Law, and the Governor Punjab, Mr. Mohammad Sarwar graced the ceremony with their presence. Also present were representatives of TBEA, the EPC and O&M Contractor. The unveiling of plaque was followed by a brief presentation on the project by Mr. Najam Ahmad Shah, CEO, Quaid-e- Azam Solar (Pvt.) Ltd and Mr. Hu Peng, Country Manager, TBEA.

Sahiwal Coal Fired Power Plants The project comprises of two units of 660MWs each that will be operational by the end of December, 2016. More importantly, this would be the most modern coal power project in Pakistan. This is the first coal-based power project, being installed with the cooperation of Chinese companies.

The Sahiwal Coal Fired Power Plant project will help meet the electricity shortage and create employment for the people of Sahiwal district while contributing to the national gross domestic product.

Nandipur Power Project Inauguration Prime Minister, Muhammad Nawaz Sharif inaugurated the first turbine Power Project in on May 31, 2014. The turbine will add 95 megawatts to the national power grid.

Nandipur Power Project is a combined cycle thermal power plant undergoing construction at Nandipur near Gujranwala, Punjab. The project is estimated to be completed by December 2014 by China Dongfang Electric Corporation. Upon completion, the project will generate 425 MW’s of electricity. The estimated cost of the project is Rs. 57.38 billion ($574 million).

Azadi Chowk Flyover The Lahore Development Authority (LDA) has completed the construction of Azadi Chowk Signal Free Junction and new Circular Road Projects in a record time of 165 days at a total cost of Rs. 5.35 billion.

A flyover and an elevated roundabout have also been constructed under this project at Ravi Road. On average, over two hundred thousand vehicles will daily pass through this junction, saving fuel of Rs. 9 million per annum.

New Circular Road was also part of this project, which has been completed at a cost of Rs. 1.35 billion. Total length of this road is 1.6 km.

Orange Line Metro Lahore A new mass transit project “Orange Line Metro Train” has recently been announced. The metro train will be a unique project and a milestone in Pakistan’s history. The Chinese government will undertake the task of investment and designing the project. The project will be completed with the investment of 1.6 billion dollars.

Initially according to the agreement with China, the Orange Line of Lahore Metro train would be constructed from Ali Town to Dera Gujjran. The train track will be 27.1 km long. The train line is meant to cover one area of Lahore and the Metro bus will be covering the other areas. These projects are designed to substantially reduce the traffic load. In the future, three more tracks will be laid and they would also be color coded. A Green Line is envisaged from Shahdara to Hamza Town with a length of 27km. A Purple Line from Data Darbar to Allama Iqbal International Airport. And a Blue Line which from Chauburji to LPC.

CM Punjab Mian Muhammad Shahbaz Sharif and the chairman of Chinese company NDRC signed an agreement during a ceremony held in Shanghai. The signing ceremony was attended by the Presidents of both the countries.

RAWALPINDI & MULTAN METRO Prime Minister Nawaz Sharif inaugurated mass transit project for the twin cities on March 23, 2014. The Rawalpindi-Islamabad Metro Bus Service project will be completed at a cost of Rs. 44.21 billion within 10 months.

Punjab Chief Minister Shahbaz Sharif announced that 30-kilometer long route for Metro Bus project in Multan will be completed within a year.

The project would cost Rs. 30 billion. The Chief Minister said the project will be inaugurated on August 14, 2014. The initiative will provide better transit facilities to the masses.

Ruyi Masood Apparel Park Chief Minister Punjab Mian Shahbaz Sharif laid the foundation stone of Ruyi Masood Apparel Park with the collaboration of the 5th biggest textile group of China at M-III Industrial Estate Faisalabad on May 28, 2014. The establishment of a textile park at this barren land of Faisalabad will not only promote textile sector but would also strengthen national economy.

Setting up of a textile park with an investment of Rs. 200 billion in M-III Industrial Estate Faisalabad with the collaboration of Chinese industrialists is the starting point of the journey towards progress and prosperity. This project will generate thousands of job opportunities while exports will also increase substantially and a new era of progress and prosperity will usher in. Coal power plants of 2 x 135 megawatt are also being established at the Textile Park. This whole project will bring about a revolution in industrial sector and also motivate other industrialists.

As a result of this textile park in Faisalabad, modern technology will also become available to Pakistan as Ruyi Textile Group has a prominent place in garments, marketing, and technology and export sectors at international level.

Due to industrial collaboration between China and Pakistan in this big project investment of Rs. 200 billion will be made in this mega project of weaving, spinning, printing and garments and 35,000 new job opportunities will be created.

PUNJAB BOARD OF INVESTMENT & TRADE 11 Chairman Shandong Ruyi Group Yafu Qiu said that his group is making an investment of billions of dollars in 11 countries of the world. He also appreciated revolutionary leadership and development strategy of Prime Minister Muhammad Nawaz Sharif and Chief Minister Mian Shahbaz Sharif and said that their cooperation and patronage have paved the way for investment.

Charge d’affaires of the Chinese Embassy in Pakistan Yang Wang said that setting up of the textile park will create more opportunities of investment in industrial sector as Pakistan has an important place in cotton production in the world.

Quaid e Azam Apparel Park Quaid-e-Azam Apparel Park is one of the initiatives taken by the Government of Punjab in the textile sector. The project which is still in its conceptual stage is proposed to come up on an area of 1,500 acres near Motorway-2 that connects Lahore with Islamabad.

The Chinese firm Shandong Ruyi Group has agreed with the Government of Punjab to make an investment of $ 2 billion in the apparel park. As per the terms and conditions of the agreement, the Chinese textile firm will be providing technical assistance in the designing, planning as well as construction of the apparel park in order for it to be at par with regional and international industry standards. Shandong Ruyi will be jointly working with the Punjab Industrial Estates Development and Management Company (PIEDMC), for execution of the project.

This apparel park project will create millions of new employment opportunities within the province, and also contributing billions of rupees to the national and state exchequers. It is also envisaged that the active involvement in the execution and later operation of the project will also bring about a substantial improvement in supply chain, distribution chain, operational and labor standards within the industry.

Grant of GSP Plus Status to Pakistan The EU’s “Generalised Scheme of Preferences” (GSP) allows developing country exporters to pay less or no duties on their exports to the EU. This gives them vital access to EU markets and contributes to their economic growth. The “GSP+” enhanced preferences means full removal of tariffs on essentially the same product categories as those covered by the general arrangement. These are granted to countries which ratify and implement international conventions relating to human and labor rights, environment and good governance.

The efforts of the current Government of Pakistan has resulted in the EU awarding the GSP+ status to Pakistan with effect from 1 January 2014. This will allow Pakistani products (as specified in the list) a long awaited duty-free access to European markets.

Access to European markets was the government’s top most priority as part of the economic development agenda and securing the GSP now enables Pakistan to potentially export more than one billion dollars’ worth of products to these markets on an annual basis. As a result of the GSP Plus, there will be synergy benefit to the textile initiative in Punjab mentioned above, and the textile industry alone is expected to dramatically increase its turnover manifold.

The ripple effect of the increased economic activity brought about by the GSP+ status, will add much needed foreign exchange into the state treasury, encourage local industry, create more employment opportunities and have a positive impact on the socioeconomic indicators of the province and the country.

PUNJAB BOARD OF INVESTMENT & TRADE 13 HIGHLIGHTS OF THE YEAR The Punjab Energy Investment Conference Punjab Board of Investment and Trade (PBIT) hosted the Punjab Energy Investment Opportunities Conference on 1st August 2013 at the Pearl Continental Hotel. The chief guest was Mr. Mian Muhammad Shahbaz Sharif, Chief Minister Punjab.

The purpose of the conference was to highlight various energy investment opportunities in Punjab. Presenters highlighted the fact that the Punjab government has introduced various investment policies (e.g. contractual mechanisms, tariff structures, sovereign guarantees, standard implementation agreements, attractive returns and import duty exemptions) along with changes and improvements to the regulatory framework to encourage investment in Punjab’s energy sector. The most attractive fact stressed upon was that projects in the energy sector in Punjab gave an average of a 17% RoE to potential investors.

UK-Pakistan Energy Conference Britain’s Senior Foreign Office Minister, Baroness Sayeda Warsi hosted an event with the Government of Punjab to strengthen UK-Pakistan partnerships in the energy sector in the November, 2013.

The event was co-chaired by the Chief Minister of Punjab Mian Muhammad Shahbaz Sharif. The aim of the event was to further cement the partnership between the two countries, and especially so in the energy sector to address the energy challenges in Pakistan. It provided an opportunity for UK businesses to learn more about the energy sector of Pakistan and its potential opportunities and to make business relations for future energy projects.

Guests at the event included Mr. Khawaja Muhammad Asif, the Federal Minister for Water and Power, Mr. Ishaq Dar, Minister for Finance, Mr. Khurram Dastagir Khan, the Minister of State for Commerce as well as members of the Punjab Board of Investment and Trade and representatives from the UK business community.

The event was a follow-up to Baroness Warsi’s visit to Pakistan, where she reiterated UK support for ongoing economic reforms in Pakistan. The visit was also designed to promote and encourage the UK business community to explore investment opportunities in the financial services and energy sectors of Pakistan.

International Textile and Clothing Conference The Punjab Board of Investment & Trade organized the First International Textile and Clothing Conference 2013 at the Avari Hotel, Lahore in December 2013. The conference was a joint initiative of the Government of Punjab and some of the key players of the textile industry and the relevant academia itself. Dr. Ijaz Nabi, Advisor on Economic Affairs officially inaugurated the ITC and hailed it as an important initiative for promoting the cause of the textile industry of Pakistan.

The CM addressed the issues facing the industry such as energy shortage and discussed initiatives like GSP+ scheme, establishment of SEZ’s and the creation of a textile zone. He hoped to resolve the issues through steps like improved coordination between the government and the private sector, charting a clear plan for the future, and incorporating future global trends to drive producers towards excellence.

The conference was brought to a close by the Chief Minister of Punjab, Mian Shahbaz Sharif who addressed the gathering. The CM appreciated the vision behind the platform provided by ITC and congratulated PBIT for organizing it. He identified the textile industry as the most productive sector of the economy and discussed plans to improve the efficiency and capacity of the industry, making it a leader in the international textile market.

Pakistan German Business Forum Punjab Board of Investment & Trade (PBIT) and Pakistan German Business Forum (PGBF) jointly organized the Pakistan-German Business & Trade Relations F( ollow up event of the Pakistan Days in Berlin and Munich) on 17th December 2013 at the Avari Hotel, Lahore. The Chief Guest at the event was Mr. Hamza Shahbaz Sharif, MNA and the Guest of Honor was H.E. Dr. Cyrill Nunn, Ambassador of the Federal Republic of Germany to Pakistan. The event aimed at furthering the relations between the business community of both Pakistan and Germany.

Pakistan-Turkey Business Forum 2013 The Pakistan-Turkey Business Forum 2013 was held on the 23rd of December 2013 at the Pearl Continental Hotel, Lahore. The Chief Guest was Mr. Recep Tayyip Erdogan, the Prime Minister of Turkey and the Guest of Honor was Mian Nawaz Sharif, the Prime Minister of Pakistan. Mian Mohammad Shahbaz Sharif, the Chief Minister of Punjab, Mr. Ishaq Dar, Minister of Finance and Mr. Zafer Caglayan, the Turkish Minister of Economy were also guest speakers at the forum.

The Prime Minister of Turkey was accompanied by a delegation of high-powered members of the Turkish business community. During the event, the members of the Turkish delegation were provided with the opportunity to interact with their Pakistani counterparts and discuss mutually beneficial business opportunities.

OIC Ambassador Conference PBIT hosted an inaugural dinner for the 2nd LCCI-OIC Ambassador and Trade Conference 2014, at Avari Lahore on April 11, 2014. Chaudhry Muhammad Sarwar Governor of Punjab was the chief guest. Ambassadors of the OIC Countries, local and international businessmen also attended the dinner.

DG Projects from PBIT gave a detailed presentation on Role of PBIT in investment promotion in Punjab and on the impact this conference will have on future trade with the OIC countries. He also appreciated LCCI for taking the initiative of holding the conference. During his welcome address he mentioned that “There is a huge potential for increasing the share of the intra-OIC trade to address the issues of poverty, low economic growth and investment in the member states provided the problems and bottlenecks restricting interaction and cooperation between private sectors of the member states are removed”.

Visit of Chinese Delegation CNTAC On 20th August, 2013 Chinese National Textile andA pparel Council visited Punjab Board of Investment and Trade (PBIT) and shared information on its organizational review, the textile sector of Pakistan and special economic zones in the Punjab province. The Chinese delegation was briefed about these sectors and the potential benefits of investing in Pakistan.

Meeting with Chinese Delegation Yantai The Chinese Delegation from Yantai visited PBIT on August 22, 2013. Members of the delegation discussed how China can invest in different sectors of Pakistan including livestock, mining and setting up cold storages.

Delegation from Guang Zhou Institute of Energy conservation A four member Chinese delegation from Guang Zhou Institute of Energy Conservation visited Punjab from August 26th to 29th, on the invitation of Chief Minister Punjab and Chairman PBIT. The Delegation was headed by Mr. Wu Chuangzhi and included Mr. Pan Xianqi, Mr. Sun Yongming & Mr. Li Haibin. All the members were professors at the institute and experts in biomass and biogas.

Japan External Trade Organization (JETRO) Two members from Japan External Trade Organization (JETRO) visited Pakistan on 4th September, 2013. The Japanese delegation comprised of Mr. Kaoru Shirashi, Country Director JETRO, and Ms. Asami Himeno JETRO Tokyo. Their purpose of the visit was to meet with the owners of local businesses and have a discussion with them on areas related to business performance, economic growth and opportunities in the Pakistani market.

The Chief Minister’s Visit to Berlin The Honorable Chief Minister of Punjab, Mian Muhammad Shahbaz Sharif attended the Pakistan Day in Berlin, Germany on the 30th of October, 2013. The Chief Minister was invited to the event by the PGBF. The Chief Minister was accompanied by the Vice Chairman of PBIT and senior officials from the Government of Punjab. The aim of the event was to enhance bilateral relations between Pakistan and Germany, especially in the field of renewable energy.

Chief Minister’s visit to UK British Prime Minister David Cameron had a meeting with Pakistani counterpart Nawaz Sharif and Chief Minister Punjab, Mian Shahbaz Sharif on May 1st, 2014. The British Prime Minister spoke very highly of Punjab-DFID cooperation and praised Punjab Chief Minister Shahbaz Sharif for quality of leadership especially his vision to promote education, skills development and health programmes.

PUNJAB BOARD OF INVESTMENT & TRADE 21 Chief Minister’s Visit to India Punjab Chief Minister, Mian Shahbaz Sharif met Prime Minister Manmohan Singh and visited Delhi Metro station on December 12, 2013.

The Punjab CM, who launched the Metro Bus Service in Lahore, visited the Patel Chowk Metro station and praised that the service was of great benefit to travelers.

Shahbaz Sharif “delivered a message of goodwill from Prime Minister Nawaz Sharif while emphasizing Pakistan’s desire to forge friendly and cooperative relations with India, in the interest of peace and prosperity of the people of the two countries and of the region”.

The Punjab Chief Minister also underscored the importance of resumption of dialogue and peaceful resolution of all issues.

Keen to ease the power situation in his state, Shahbaz Sharif also visited the Timarpur-Okhla Solid Waste Management Project in Jasola and the New Delhi Mahatma Gandhi Thermal Power Plant, Jhajjar, village Khanpur Kalan.

Participation in WAIPA Summit, Kazan 2013 PBIT is a board member and member of the Steering Committee of AIW PA. The Kazan Summit of WAIPA was designed to address the importance of IPAs in the world. The event was organized with the collaboration of the Government of Tatarstan and Council of Federation of Russia. The main theme of the summit was “Facilitating Foreign Direct Investment in the age of Investment Promotion Agencies (IPAs) in cooperation with the World Association of Investment Promotion Agencies (WAIPA)”.

Mr. Jalal Hassan, Director General Investor Relations was tasked by the Chairman PBIT to represent PBIT as a Director WAIPA in the forum amongst the other OIC countries and their IPAs. The idea behind this was to further develop interface amongst other WAIPA country members and observe their working as an IPA and share it amongst the management of PBIT for best practices.

British High Commissioner Mr. Philip Barton Mr. Philip Barton accompanied by Deputy Political Counselor, Mr. Jasper Thornton, Trade & Investment Officer Mr. Waqarullah and Deputy Director UK Trade & Investment Mr. Arshad Rauf visited PBIT on February 04, 2014. Dr. Ali Naveed Pirzada, Director General (Projects) welcomed the High Commissioner and gave a presentation about the workings of PBIT and its recent achievements. The High Commissioner shared his views about Pakistan, and specifically about province of Punjab and the desire of the British Government to strengthen the trade relations between the two countries.

Delegation of PIBIC and Royal Energy Partners A delegation comprising of members of Pakistan International Business and Investment Council (PIBIC) and Royal Energy partners visited PBIT on February 25, 2014. The delegation was led by Mr. Javed Malik, Prime Minister’s Special Envoy for Overseas Investment. PBIT facilitated the delegation in arranging meetings with Governor Punjab, CM Punjab and LCCI (Lahore Chamber of Commerce and Industries).

Vice Minister Netherlands The Vice Minister of Netherlands Mr. Simon J. H. Smits visited the Punjab Board of Investment and Trade office on March 12, 2014, accompanied by the Ambassador of Netherlands Mr. Marcel de Virk. The Dutch vice Minister stated that the Netherlands government had shortlisted three key sectors for developing investment and JV opportunities in Pakistan. The sectors were; Food Security, Water Management Technologies and the Dairy & Livestock sector. The Dutch Vice Minister also mentioned that the Dutch Good Growth Fund (DGGF) would focus on investing in SME’s in developing country with or without a Dutch JV partner. The fund will have approximately 700 million Euros at its disposal and it will be launched by July 1st, 2014.

US Pakistan Business Council (USPBC) The USPBC led a trade mission to PBIT. The Delegation represented a wide range of industry sectors such as advertising and public relations, agriculture, energy, consumer goods and IT. The delegation included Mr. Miles Young, Worldwide Chairman of Ogilvy & Mather also President of USPBC. The delegation was given a brief presentation about the investment opportunities in Punjab particularly the energy sector.

MoU Signing with Canada-Pakistan Chamber of Commerce Punjab Board of Investment & Trade signed a MoU with the Canada Pakistan Chamber of Commerce. The MoU was signed at a reception dinner hosted by Ms. Mehreen Javed, President Canada Pakistan Chamber of Commerce, at Avari Hotel Lahore.

H.E. Greg Giokas, Canadian High Commissioner, Mr. Denis Chouinard, Political & Trade Counselor for Canada, PBIT Officials and businessmen from the private sector representing Canadian companies were present at the event.

In his speech H.E. Greg Giokas stated that Pakistan is a competitive country in terms of trade in many sectors, however Pakistan needs to benchmark it’s efforts against international best practices.

Pakistan has been given the status of Most Favored Nation by Canada for bilateral trade in the agriculture sector. In addition Pakistan could also benefit from Canada’s expertise in the Livestock and Dairy Sector.

H.E. Mr. Peter Claes H.E. Mr. Peter Claes, Ambassador of the Kingdom of Belgium visited the office of Punjab Board of Investment & Trade on May 28th 2014. The Ambassador was accompanied by Mr. Abid Husain, Trade Commissioner Embassy of Belgium and Mr. Laurent Paquet. Chaudhry Muhammad Shafiq, Minister Industries Government of Punjab, was also present during the meeting on behalf of the Chief Minister Punjab. Potential areas of cooperation between the two countries were discussed with special emphasis on the “Agriculture Sector” and enhancing business between the SME’s of both countries.

Visit of Kiler Holdings Management A delegation of Turkish mega group Kiler Holding, visited the Punjab Board of Investment and Trade (PBIT) on June 02, 2014. The group specializes in retail super markets, supply and distribution chains, infrastructure development and construction, energy production and distribution, transport.

The delegation was briefed by departments like LDA, Transport and Energy on various ongoing initiatives in Punjab. The briefing was followed by site visits for proposed construction projects and a meeting with the Chief Minister. A wrap-up meeting was held at the end of the visit where they requested further information on specific areas of interest. Planning for subsequent fact finding visits was also discussed.

Acumen Pakistan signs MoU with PBIT Faruk H. Khan, Pakistan Country Director, CEO Acumen Pakistan and Jacqudine Novo Gratz, CEO, Acumen New York visited Punjab Board of Investment & Trade (PBIT) on February 12, 2014 and signed a Memorandum of Understanding with PBIT.

As per the MoU, PBIT will undertake a Public-Private Partnership with Acumen, by arranging funds for the Solar Power and Clean Drinking Water Projects for the underprivileged. It was also agreed that these projects would not be wholly funded by the Government of Pakistan. Acumen would be responsible for executing and managing these projects.

There has already been progress in this connection whereby, PBIT has successfully facilitated a pilot for the Solar Project through Akhuwat.

Approximately 50,000 SHS systems would be procured shortly in the current financial year.

Quaid-e-Azam Solar Park is a renewable energy power project fueled by solar energy in Bahawalpur, Pakistan. It is the first ever utility scale solar power plant in the country, planned to be among the largest in the world. The project is also envisioned to act as a model for more renewable energy projects in the province

The project is expected to start generating 100 megawatts of electricity by December 2014. By 2016, the project is expected to add a total of 1,000 megawatts to the national grid.

The project is attracting tremendous interest from specialist companies in the international market and will bring an investment of more than Rs. 200 billion in the area of Bahawalpur.

Quaid-e-Azam Solar Park was inaugurated by the Prime Minister of Pakistan in May 2014.

Expected Socio Economic impact Create a new model renewable energy park in Pakistan which can then be used as an example to be replicated at other locations.

Improve production of Silage type cotton to augment existing crops used for Silage as cotton is produced on a very significant proportion of our arable land area in Punjab.

TARGETS Green fodders are not available in sufficient quantities especially in extreme hot month (June-July) and during cold season (December-January), thus majority of the animals remained under fed. The present project will help in reducing milk and meat import and will also improve human diet and income of poor rural families resulting in improved human food quality and reduction in poverty.

Presently, there is no corn silage variety in the public sector throughout Pakistan. Some multinationals companies such as Pioneer, Monsanto, Syngenta and ICI are marketing corn seed for silage purpose but the cost of seed is too expensive i.e. Rs. 5500 to 6000 for each 10Kg bag. These imported seeds are less heat tolerant with poor adaptability to local environment. Efforts made to develop first corn variety for silage by the breeders of Fodder Research Substation AARI, Faisalabad will have the following benefits:

Veterinary Services

TARGETS The project has established 200 Non Formal Education (NFEs) centers in which 9293 learners enrolled at Brick Kilns in Lahore & Kasur districts in which 2998 learners mainstreamed into formal education system. Total 114 learns primary pass PEC board exams in 2013 and appear 125 learners appear in PEC examination in February 2014. Presently 5666 learners getting education in both districts.

Rs. 166.504 million microcredit (interest free) disbursed among 7940 workers of the brick kilns.

7,292 Bricks Kiln workers were helped to get CNICs from NADRA in both districts, Veterinary staff of the project visited 193 Brick kilns and provided treatment to 1,104 animals, out of which 139 serious cases were referred to local veterinary Hospital.

Health & Hygiene campus organized with help of Basic Health units (BHUs). In these Campuses 1,250 workers provided with advice, treatment, medicines and Hygiene kit.

State Department of USA in its annual report of Human Trafficking acknowledges Pakistan’s effort to combat human trafficking and through this project Punjab Government’s effort have been appreciated.

The success story of the project leads to its extension in four more districts (Faisalabad, Gujarat, Bahawalpur and Sargodha) of the Punjab with the Project cost Rs.196.987 million for the duration of 2012-2018.

Rapid Assessment (RA) survey to assess the geographic and sectoral dimensions of worst forms of child labour has been conducted by the project team in the respective districts.

Worst Forms of Child Labour clustering is being carried out by the project staff through which 171 locations have been identified for the establishment of Non- Formal Education Centers (NFECs) and 192 locations have been identified for the establishment of Adult Literacy cum Skills Training Centers (ALSTCs).

The component of establishment of model workplaces to demonstrate risk reduction as tool to promote healthy employment of adult persons will be implemented by CIWCE. The project field staff has identified eighty six (86) locations where hazardous forms of occupations for child laborers’ found and CIWCE screened-out these 86 locations. The CIWCE declared 61 feasible places. The project will establish 20 model workplaces in this financial year due to budget constraints. The technical staff of CIWCE is establishing the model workplaces.

The field staff is working on the formation of Child Labour groups to establish Non-Formal Education and Literacy cum Skills Training Centers as well as forming out-of-school-children’s Mother Groups to mobilize them for sending their children to NFECs & ALSTCs and to provide micro-credit to these mothers through training of micro-enterprise development.

The tool for conducting “Focus Group Discussions (FGDs)” with Child Laborers & Mother Groups has been developed and these discussions are going-on by the project staff in the districts. The tool for the survey of “Situation Analysis” has also been developed & this survey is also being carried out by the project staff in the target districts. Moreover, the field staffs are continuously doing meetings with DCC members, Employers, Workers, Office bearers of Chambers of Commerce & Industry, NGOs working for the same cause and with media personnel to sensitize and mobilize them against the menace of child labour.

Commemoration of world day against child labour were held in 4 target districts in 2013 in two districts this activity was held with the collaboration of Employers Federation of Pakistan (EFP) & ILO whereas in the other two districts this activity was held on self-help basis with the collaboration of NGOs working for the same cause.

Mr. Irfan Elahi Chairman Planning & Development

1 What inspired you to join the civil service/bureaucracy? Joining Civil Service was not something I had planned and I was quiet happily serving my country in the Air force. Unfortunately due to medical reasons I had to give up on my lifelong passion. I developed my interest in the civil service as I thought it would satisfy my desire to do multifaceted things and would not confine me to one calling. It is something which gives you an opportunity to be in a position where you can learn a lot and simultaneously contribute to the society, oblige humanity and serve the country than any other profession. This motivated me to join the civil service. 2 What role do you think P&D department has played in social and economic development of Punjab? The provincial and federal P&D departments play a key role in the planning, forecasting and developing models for economic growth and prosperity of the country.

Planning has to be centralized, whatever you do or plan is based upon a vision and in order to achieve that vision you have to have a central theme that grounds and connects your planning process and deliveries through multiple channels and agencies. P&D has two very significant roles:

1 - Planning: P&D plans by taking feedbacks from everyone and provides a holistic plan to the entity for which it is working with. For other departments, we take ideas from them, strategize them and plan whilst considering the amount of resources we have, allocate them and distribute them and all this is proposed to the political leaders as to what might the result or the tangible result of their vision be.

2 - Allocation, Implementation, Monitoring: Once the plan is approved then you start allocating resources and start ensuring the implementation of those resources. Once this has been done, you keep monitoring and evaluating all this. Tracking whatever you have done and the steps you have taken, whether have they been fruitful or not and monitor the achievements if any. 3 How would you characterize role of PBIT? As is the norm around the world, PBIT is a state owned Investment Promotion and Trade Facilitation organization. Government alone does not have the resources to achieve the aims it sets for itself and for the economic development of society. The Private sector is key player and a stakeholder, it is required to play its role and the government is supposed to guide,

incentivize and regulate the private sector. PBIT has the key role to bridge the communications and expectation gap between the public and the private sector. PBIT is also responsible for working on building up the confidence of the private sector in the functioning and support of the Government. So far, PBIT has played its role very efficiently, however, we all are a part of a continuous learning process. We have to look at established models around the world and then benchmark ourselves against them to scale up our abilities and our performances even further.

4 If these organizations (P&D and PBIT) were to be on the cover of your favorite newspaper or magazine in five years, what would the story be about? Any story that depicts success of these ‘two’ organizations and how they have been a part of Pakistan’s growth towards a modern and effective state.

5 With country plunging into economic recession, how can we create more job opportunities? Job creation is the ‘main problem’ in Punjab. With a growth of only 3.7% it is a real challenge to create jobs. We need more than a million jobs just to maintain the current level of employment. Our preference in Punjab is job enhancing, whereas growth is more important. It is one of the pillars of our growth strategy.

6 What attributes do you think the executives should have that will enable him or her to accomplish the organization’s goals? Are there areas of professional development that the executives should be focused on?

As an executive one should have a focused approach regarding their aims and what they want to achieve, and should be an expert in their field. They should be able to strategize and make a plan how to achieve them. Have different options, should choose the best option and keep the rest as standby options. Then they should be able to allocate the resources, sort of project management techniques. Then they should be able to devise a strategy to get things done by units/agencies to which tasks are assigned. I think an executive should have a mind which plans well and executes well. I think basic management principals should be very strong. Also executives should posses the skill of having clarity of stance and employee motivation.

7 What steps would you suggest to strengthen Pakistan economically and administratively? Economically we need to grow at least by 7%, and need to concentrate on our exports, and we should be focusing on our processing and value addition. We should be more concerned about our productivity, productivity per unit, productivity per unit of labor, productivity per animal, standard of living, social indicators, human development index.

He should be centralized and innovative, because if he is not centralized in everything he will not be able to perform well. For the head of organization it is not just doing the job correctly its getting the job done effectively with maximum output. 9 Out of all your postings which position you enjoyed the most and which one was really challenging? I have enjoyed all my job postings as Deputy Commissioners and Political Agents. In tribal areas it was interesting how I used to follow their traditions so that the tribal people get comfortable and I succeeded in doing that. Pashin, Quetta and kila. Chaghi was a bit challenging. 10 Your idea of happiness? Achievement of happiness is a milestone in itself. For me happiness is accomplishment of my tasks, anything which reduces someone’s problem and misery, is my idea of happiness. So I think where ever there is trouble, there is always a way out. 11 What do you consider to be your greatest achievement? I have managed to do something everywhere which was not a part of my duty. For example once when I was Deputy Commissioner in Pashin I setup the first English medium school there. On a separate note, computerization of land and Revenue is my passion. We are expecting that it will be completed and implemented by the end of 2014 and I am sure it will change lives of many people. Also one thing in which I take pride is the law which was approved by me for the food department. 12 What has been the toughest decision that you had to take so far? There are many of them. Every now and then we have to make decisions which affect the lives of many people for example in food department, even an increase of one rupee in price can change the whole dynamics of demand and supply. Every now and then one has to make such decisions and that is how we are trained in the academy and during the early years of service.

Your message for We really need to come out of this illiteracy people of Punjab? syndrome everything every activity in this country is being damaged by this syndrome. I think everyone should contribute in overcoming this problem.

1 Since energy shortage remains a major challenge. What measures have you taken to combat the energy crisis so far and how successful they have been? Energy Crisis is a multidimensional issue, for example there is a capacity crisis. If nothing else, the ability to finance the energy sector is missing. Whatever electricity we generate, we lose some bits of it because we are not able to recover the money, some of it is stolen and the tariffs are very high. We are working to overcome the issues, various initiatives are being played on, in many fronts, to tackle problems but it will take time to run its complete course.

2 To what extent is political unrest in the country responsible for the failure to resolve energy problems? Political unrest is also, one of the reasons for the energy crises. Instability does not allow the government to plan for the long term. Governments need to establish timelines for planning and implementation of their policies. However, these timelines are dependent on the stability of the system. Hence the vicious circle.

3 A major complaint of the people is the constant rise in electricity and natural gas tariffs corresponding with the increasing shortage of both resources. How is the energy department addressing this grievance? Yes, I agree there is a constant rise in the electricity tariffs. This is because of the high production costs. Already, the government is subsidizing electricity and providing it to the people at a rate which is lower than the production cost.

Additionally, the government also has to bear losses caused by non recovery. 40% of the electricity bills in the country are not paid and the government pays for it out of its budget which cripples the sector.

We are already working on the projects which would lower the cost of production and change the energy mix to suit our needs. This over a period of time, we hope, will alleviate the situation and lower the burden on people and government.

4 How effective a measure is privatization with regard to resolving the energy issues? Pakistan has an integrated utility sector (from generation, to distribution, to bill collection etc). This sector suffers from huge losses in various forms along the chain, from power generation to transmission to distribution. Pakistan has already started the process of the unbundling of the power

Now we have divided this sector into three separate parts (i.e. generation, transmission, and distribution of electricity), each part headed by a separate company. The Government further plans to privatize these companies as well. 5 We keep hearing about long-term goals like the development of alternative sources to bridge the energy gap, but have any short-term measures been implemented to provide immediate relief to the suffering masses? The average cost of production per unit of electricity was 12 cents and the average selling price per unit to the end user is about 8 cents. The cost of production has now gone a bit higher, the average cost now is about 14 cents per unit. The deficit between the production and selling is still being borne by the government. And is thus trying to give relief to the consumer.

6 Over the past few years the Punjab Government has been promoting development in solar energy/coal and a number of projects have been set up with the cooperation of foreign companies. With your considerable background in energy and finance, how economically viable do you think these projects are and how effective will they be in bridging the energy gap? At the current moment we are dependent on the furnace oil for electricity generation that’s the reason of high electricity cost. To bring it down we have identified 6 major sites in Punjab where large coal based power plants of 660 MW will be setup. Two plants at each site will be installed, if these are established Punjab will be able to generate 9000-10000 MW of electricity within Punjab.

Initially our dependency will be on imported coal as our local coal is not yet ready for electricity generation, once we start producing with local coal it will lower down the burden both of government and the people.

10000 acre has been allocated for solar power park for Quaid e Azam Solar Park in which we are not only investing ourselves but inviting private sector also. 7 What are three key elements that can turnaround country’s economy? Pakistan has a lot of positive economic factors to turnaround the economy, but I would first like to talk about the non-economic factor and that is security. It is really important if we live in a secure environment, which would in turn lead to more investment from both foreign and local investors.

Secondly, private sector people should be encouraged as this will help the economy to flourish. Government needs to put in a lot of effort to help the private sector understand the business better. Also, the NPOs’ and NGOs’ should be encouraged and provided full assistance in their workings.

Thirdly, the government should invest in two critical areas; one is the skilled education and vocational training sector and the second is the health sector. If we have healthy and educated skilled people there will be naturally a market for them to work in Pakistan and abroad. In both cases adding to the GDP locally and through remittances from abroad.

Last but not the least; we have a large agriculture sector, which can act as a driver for our economic growth. We can do much more on livestock, agro- based products, which can make us the food basket for the region. 8 With regard to your experience in foreign countries like France and UK, do you believe that the energy policies of these countries can serve as effective models for Pakistan? The difference between the U.S and foreign countries is that they plan long term. Their research and development sector is very detailed. They spend a lot on R & D. Countries like France and U.K have an ideal mix to run the economies. They can absorb shocks easily as they are very well organized and have backup plans.

Yes, if we follow their policies and have the same kind of planning then definitely the models can be effective in Pakistan.

9 In Gilgit-Baltistan, as well as some regions of KPK there is a widespread trend of small, community based power generation projects like hydroelectric turbines. I like my current position as well, but being secretary livestock I enjoyed the most. Livestock is a big sector which is not in the limelight. During my stay there I was able to do a lot, like policy reforms and regulatory reforms. We could see the effect of our interventions which made me happy. I could encourage the private sector involvement which basically gives a sense of achievement. It is not very often you see the impact of what you do so clearly and quickly.

1 Please share with us the story of Dongfang Electric Corporation? Dongfang Electric Corporation D( EC), with its headquarter in Chengdu, Sichuan Province, is one of the most influential enterprise groups under the direct administration of Chinese Central Government. DEC produces has achieved the annual production of power generating equipment for more than 42,000 MW consisting of hydro, thermal, nuclear, wind, solar and combine-cycle generating unit, which has enabled DEC to achieve the leading position not only in China, but also globally in the energy sector for the last 9 consecutively years. 2 When did the company enter Pakistan and what were the reasons of entry? In 1980s DEC entered Pakistan and the purpose was to enter into international market and gain more experience to realize our global expansion plan. 3 How is the experience of working in Pakistan? Since 1980s, DEC has successfully completed many projects in Pakistan, such as Waste Water Treatment Projects in Karachi, Rehabilitation Works of Mangla Hydropower Plant, 1,450 MW Ghazi Barotha Hydropower Project, 121MW Allai Khwar Hydropower Project, 96MW Jinnah Hydropower Project and 78MW Khar Khwar Hydropower Projects. As a result of our longstanding relationship with Pakistan we have developed friendships at business and personal levels. 4 Tell us about the Nandipur Project? Conception till Completion. The contract for Nandipur Project was signed in 2008 between DEC and Pepco. The work started in 2009 and everything was going smoothly until 2011, when work was suspended due to various complications at governmental level. DEC is thankful to the current government to resolve these issues and revive the project which has led to the first turbine commissioning at the end of May 2014. DEC hopes that the project will be completed by December 2014. 5 What are your key business strategies that have led you to this current stature? Adhering to the principles of innovation, initiative and individualized harmonious alignment with the requirements of it local markets, DEC has achieved much success not only in Pakistan, but also globally. 6 What are your future expansion plans? Are there any local partners involved in the expansion? If yes what is role of the JV partners in expansion? We are very keen to explore the Pakistani market further and try to get more

We’d like to play more active roles in construction of “Pak-China Economic Corridor” Projects. In my opinion, Pakistan is a good place for Chinese Enterprises to do various businesses because Pakistani is very friendly to Chinese due to longstanding friendship between two countries since 1949. Pakistanis in public and private sector are rational and fair if your claim is reasonable and supported by substantial documentation. Most of them are honest to do business which creates a good atmosphere of mutual benefits. 8 In your opinion how have Dongfang Electric helped the country in tackling the energy crises? Dongfang has completed more than 20 projects in Pakistan since 1992. Most of them are in the energy sector, such as Rehabilitation Works of Mangla Hydropower Plant, 1450MW Ghazi Barotha Hydropower, 121 Allai Khwar Hydropower Project, 78MW Khan Khwar Hydropower Project, 96MW Jinnah Hydropower Project and 425MW Nandipur Thermal Power Project etc. 9 As a Chief Country Representative of DEC, you have worked in all provinces of Pakistan, how do you compare the working environment? Frankly speaking, working environment in Punjab is best because of better infrastructure and easier logistical accessibility and a more secure environment. The fact that there are more multinational companies operative in Punjab also improves Punjab’s competitiveness and business environment. 10 Mr.YeYi tells us about your personal experience whilst working in Punjab? I have spent 15 years working in Pakistan. It has been a pleasant experience both personally and professionally as Punjab can be considered as the safest place in Pakistan.
