非洲猪瘟首次特别报道first Special News on ASF Status 非洲猪瘟首次特别报道 First Special News on ASF Status 尊敬的各位行业同仁， 非常感谢您关注我们卡美农业技术咨询有限公司（卡美）的猪业新闻。 非洲猪瘟，这一让世界养猪业谈之变色的疾病已在中国爆发。目前，没有任何针对非洲猪瘟的 治疗或者免疫措施，也就是说，一旦感染，猪群会全军覆没。所有的养猪国家都惧怕这一疾病， 因为一旦传入，猪群会被扑杀，种猪、仔猪和肥猪将无法销售，整个养猪业将会是一片混乱。 在中国，人们都喜欢吃新鲜的猪肉，所以生猪被运往大城市进行屠宰，而这一事实无疑会让当 前的局面雪上加霜，因为这种生猪运猪带来的疾病传播风险是巨大的。目前，政府已发出了停 止生猪跨省调运的禁令，并关闭了生猪交易市场。我们卡美公司也一直在密切关注非洲猪瘟的 动态，目前我们的所见所闻可能也只是冰山一角。 希望此次针对非洲猪瘟的首次特别报道，能让各位对非洲猪瘟目前在中国的传播动态有所了解。 若需更多信息，请随时联系我们 [email protected] 谨启 马汀 执行合伙人 Dear Sirs/Madams, Thank you very much for signing up for our newsletter from Carthage & MHJ Agritech Consulting (CM). African Swine Fever has come to The Peoples Republic of China. This disease is feared world wide with good reasons. There is no currently no cure or vaccinations against African Swine Fever, once infected there is 100% mortality. Countries are afraid of getting the disease as the swine industry in the country gets chaotic. Pigs are euthanized, sales of genetics, piglet and grower pigs comes to a complete stop. Here in China the challenges are also that consumers want fresh pork. This means that live pigs have been transported to larger cities to be slaughtered. This has caused a huge risk of disease spread throughout the country. The Chinese government has closed cross province border movement of pigs and closed live pig markets. We at Carthage & MHJ Consulting are tracking the situation closely. This might only be the tip of the iceberg we have seen so far. Therefore, this first special edition of our news letter is to fill you in on what is happening here in The Peoples Republic of China. Cross-Provincial Pig Transportation Banned in Some Provinces 根据《农业农村部关于进一步加强生猪及其产品跨省调运监管的通知》，暂时关闭河北、山西、内蒙古、吉林、上海、福建、江西、山东、湖北、陕西等 10 个 省内所有生猪交易市场。暂停时间从任一相邻省发生疫情至其全部相邻省疫情解除封锁前。 According to The Ministry of Agriculture and Rural Affairs (MARA)’s Notification on Further Strengthening Supervision and Control of the Transportation of Pigs and Relevant Products, all live pig trading markets in 10 provinces, including Hebei, Shanxi, Inner Mongolia, Jilin, Shanghai, Fujian, Jiangxi, Shandong, Hubei and Shaanxi, shall be closed. The closure starts from when any neighboring province has ASF outbreak until all affected neighboring provinces are clear of the ASF threat. 注：图中红色省份为疫情省份，黄色为禁调省份。 Note: Red provinces are ASF epidemic provinces, yellow provinces are neighboring provinces. Cross-provincial pig transportation is banned to and from these provinces. 5 非洲猪瘟案例详情 ASF Cases in Detail 2018 年 8 月 3 日农业农村部发布非洲猪瘟 II 级疫情预警 On Aug. 3, 2018, MARA Issued A Level 2 Epidemic Warning Against ASF 农业农村部新闻办公室 8 月 3 日发布，辽宁省沈阳市沈北新区发生一起生猪非洲猪瘟 疫情，这是我国首次发生非洲猪瘟疫情。8 月 1 日，辽宁省沈阳市沈北新区某养殖户的 生猪发生疑似非洲猪瘟疫情，存栏 383 头，发病 47 头，死亡 47 头。 On Aug. 3rd, MARA’s Information Office confirmed China’s first ever ASF case in Shenbei New District, Shenyang City, Liaoning Province. On Aug. 1st, a farm in Shenbei New District, Shenyang City, Liaoning Province was suspected of having ASF. This farm has 383 pigs, 47 of them were diseased and died. On Aug. 14th, in a packing plant in Zhengzhou Economic Development Zone, Henan Province, 30 out of a truckload of 260 pigs died of unknown cause. Certificate of origin quarantine shows these pigs came from a trading market in Heli Township, Tangyuan County, Jiamusi City, Heilongjiang Province. On Aug. 15th, pigs started dying from unknown cause in a farm in Haizhou District, Lianyungang City, Jiangsu Province, as of the initial news release by MARA, 88 out of the 615 diseased pigs had died. On Aug. 17th, the Animal Husbandry and Veterinary Bureau of Yueqing City, Wenzhou City, Zhejiang Province received a report that there are pigs die of unexplained reasons on 3 farms in the region. As of the initial news release by MARA, 340 out of the 430 diseased pigs had died. This plan has been formulated in order to promote scientific industry development, improve equipment and technology, increase product variety and added-value, extend industry chains, improve economic efficiency and competency, and facilitate a better and accelerated development of the non-ferrous metals industry. We have formulated this plan on the basis of the Anhui Province Non-Ferrous Metals Industry Adjustment and Revitalization Plan, with consideration for our own situation. The plan is for the period of 2009 to 2011. I. Current Status of our City's Non-ferrous Metals Industry After ten years of rapid growth, the city's entire copper and aluminum processing industries have begun to take shape based on a solid foundation, and a major processing base for scrap copper and aluminum has been formed in Anhui province. The city currently has 21 large non-ferrous metal processing companies with total assets of 1.355 billion RMB. In 2008, the non-ferrous metal industry had a total sales revenue of 13.108 billion RMB, with 24.73 percent consisting of large enterprise sales revenue.
