The volume includes a total of 29 papers both invited as well as contributed by more than 45 authors from 9 different countries. These papers cover various aspects such as physical preservation, digital preservation of both traditional as well as born digital, digitization, online newspapers, newspaper as digital resource and 24X7 digital access to newspapers. Also explored are various issues concerning digital archiving of newspapers and the reading habits of users in the digital era. The papers in this volume are presented with a view to triggering further discussions during the Conference. Later this volume may also help the participants as a reference tool in implementing some of the ideas discussed during the Conference. This is the first time that such an International Conference is being organized in India. Therefore, we believe the newspaper- libraries and archives in India would be able to derive much value out of the contents of this volume. We have tried to include almost all the papers being presented in the Conference. However, due to the paucity of time some of the papers have not been included. We understand that a complete volume will be published by IFLA Newspaper Section as proceedings of the Conference in due course of time and some of the papers which have not been included here may be part of the proceedings. The deadline for receiving of full text papers was 7th February, 2010. However, many of the papers have been received till 17th February, 2010. So, we were having few days to edit these papers. Despite our best efforts some errors may have crept in, so due apologies to Authors for any such errors. We are grateful to all the speakers at the Conference for providing valuable inputs for this volume. Our sincere thanks to the Printer of this volume for timely printing and special thanks to Mr. R.S.Kaushik for his help. The typing assistance received from Mrs. Kiran Kapoor and Mrs. vi Sunita Arora IGNCA is duly acknowledged. Last but not the least we are grateful to the Members of the Publication Committee of the above Conference, namely, Ramesh C. Editors vii From the IFLA Newspapers Section Chair This year’s IFLA Newspapers Section conference, on the theme “Digital Preservation and Access to News and Views”, takes a progressive look at news and newspapers. In keeping with the digital focus of Stockholm’s August 2009 conference on “The Present becomes the past: Harvesting, archiving, presenting today’s digitally produced newspapers”, the 2010 New Delhi conference also focuses as much on collection, preservation, and access of digital news and newspapers as it does on these same activities for traditional print newspapers. The reason for this is obvious: News is now created and produced digitally, even for print newspapers. Almost without exception, mid- sized or larger newspaper publishers distribute news via the Internet concurrently with their print issues. And although news continues to be distributed in print, some newspaper publishers such as the Christian Science Monitor

We employ two complementary theoretical lenses, multiple streams theory and institutional theory, to explore why climate change has become headline news in some countries but has received comparatively little coverage in others. The study utilises a worldwide sample across 41 different countries for the year 2008, covering 113 leading national broadsheet newspapers. A cross-sectional regression model is used to identify whether and how a range of contextual factors impact coverage of climate change. To a certain extent, a country’s direct exposure to climate change and the measures that have been taken to combat global warming influence the position of climate change on the media agenda. Crucially, however, we identify a number of contextual factors that impact climate change-related media coverage in different national contexts. In particular, we find a significantly positive relationship between regulatory quality and levels of media coverage.

Sarmah Appearing for the Accused : Sri A. Khan JUDGMENT 1. The accused person, Smti Arundhati Choudhury, has stood trial for an offence punishable under section 500 of the Indian Penal Code (hereinafter called IPC) as leveled against her by the complainant, Dr. Debabrata Borgohain. Allegation 2. The complainant, Dr. Debabrata Borgohain, has alleged that the accused, Smti Arundhati Choudhury was a Junior Artist cum Exhibition Assistant in the Agricultural Information Wing wherein he was serving as the Assistant Agricultural Information Officer. The accused was very irregular in her attendance and would come to the office between 12:00 p.m. to 1:00 p.m. and usually left 15 (fifteen) minutes to half an hour after arrival. She also remained absent without leave and would later put signatures on the attendance register for the days when she had been absent. The complainant also received several complaints on account of her rude behavior with her colleagues. The complainant 1 was forced to inform the Director of Agriculture about the conduct of the accused. However, the accused did not mend her ways. 3.

The advent of satellite televisions and social media could not change the daily routine of newspaper reading. Leading Malayalam dailies have introduced mobile phone apps to extend their presence among mobile phone users. The study reviews the features and performance of four leading Malayalam newspaper apps in Android platform. Keywords: N​ ews apps, Android, Mobile phone, Malayalam news 1. Introduction Kerala people became very fond of newspaper reading many decades back. High literacy level and public library movement have influenced the reading habit of Kerala people. Indian Readership Survey 2017 says that about 60% of the Kerala population reads newspapers. Newspaper readership at the national level is about 16.5% (Media Research Users Council, ​ 2018). “From literacy to political consciousness, urban dominance, history, sociology, ​ demography and even geography – it all plays a role" (Cris, 2018) Kerala people love ​ newspaper reading. Kerala has good statewide coverage of broadband and mobile phone. As per the CyberMedia Research report, Kerala leads among other states in mobile phone penetration with 65% (Thomas, 2018). The popularity of mobile phone and Internet have ​ ​ influenced the social life of Kerala people. Social media and mobile phones have played a great role in coordinating relief operations in flood-affected Kerala in 2018 (Thiagarajan, 2018).

    COMMUNICATOR The Journal of Indian Institute of Mass Communication Volume LIII, Number-4, October-December, 2018 ISSN: 0588-8093 Message From Editor-in-Chief At the outset, I wish to express my gratitude to all the academicians and scholars who participated and presented papers at the National Seminar on “The State of Indian Language Journalism and Training” organised by IIMC with support from Indian Council of Social Sciences and Research (ICSSR) on October, 29 and 30, 2018 at IIMC Campus. K. G. Suresh The conference was organised to Editor-in-Chief commemorate the silver jubilee of Director General, IIMC our Eastern Regional Campus at Dhenkanal, Odisha from where we started our first language journalism programme in Odia. In the last three years, we have given a major push to language journalism launching a Malayalam Journalism programme at our Kottayam, Kerala campus and Marathi Journalism programme at Amravati, Maharashtra campus. This apart, we have upgraded the Certificate programme in Urdu Journalism to a full fledged Diploma programme. We have even started a three months Advanced Certificate Programme in Sanskrit Journalism in collaboration with the Shri Lal Bahadur Shastri Rashtriya Sanskrit Vidyapeeth besides setting up the Department of Indian Language Journalism. Future plans include starting Hindi and Urdu Journalism programmes from our Jammu campus and Bangla from our Odisha campus. Apart from the papers presented at the conference, many eminent academicians have also contributed to this volume. I am confident that this special issue on the state of Indian language journalism and training would be a collector’s issue for both students and scholars as also media persons across the country and would help them in better understanding of the issues at stake and take requisite steps to improve the quality and standard of both language journalism and training at a time when language journalism is growing by leaps and bounds.
