Invitation to comment Page ii PROPOSED STORMBERG WIND ENERGY FACILITY, EASTERN CAPE PROVINCE Final Scoping Report June 2014 EXECUTIVE SUMMARY Project overview Networx Eolos Renewables (Pty) Ltd, is proposing to establish a commercial Wind Energy Facility with a generating capacity of up to 420 MW and associated infrastructure approximately 25km east of Molteno and 18km east of Sterkstroom in the Stormberg region of the Eastern Cape. The proposed project is to be known as the Stormberg Wind Energy Facility, identified to be feasible by the developer due to favourable exposure to the wind resource. The project study area is approximately 15 000ha in extent and situated along the N6 national road, with the R344 and R56 arterial roads respectively traversing south and north of the site. The study area ranges in elevation from approximately 1 250m above sea level in the south of the escarpment, to 2 200m above sea level to the north of the escarpment. The study area is situated within 15km from the Dorper Wind Farm currently under construction. The proposed Stormberg wind energy facility will comprise of up to 140 turbines with a hub height of up to 120m and a rotor diameter of up to 130m and will have a capacity of up to 420MW, to be developed in progressive stages/phases. Infrastructure associated with the wind energy facility is proposed to include: » Wind turbines up to 3.5MW in capacity; » Concrete foundations to support the turbines; » Cabling between the turbines, to be laid underground where practical, to connect to an on-site substation; » An on-site substation to facilitate the connection between the wind energy facility and the electricity grid, including a control building and storage facilities; » Internal access roads to each turbine linking the wind turbines and other infrastructure on the site. The solar energy facility also proposed to occur on the project site study area and the power lines required to evacuate the generated electricity will be subjected to separate environmental assessment processes under the following reference numbers, as issued by the DEA: » Solar Energy Facility - 14/12/16/3/3/2/398 – Scoping and EIA Process » Power Lines – 14/12/16/3/3/1/911 and 912 – Basic Assessment Process Executive Summary Page iii PROPOSED STORMBERG WIND ENERGY FACILITY, EASTERN CAPE PROVINCE Final Scoping Report June 2014 Scoping framework This scoping report addresses the establishment of the wind energy facility and associated infrastructure only. The proposed construction of a solar energy facility also proposed to occur within the study area, as well as the associated grid connection infrastructure will be described and evaluated separately in accordance with the requirements of the Department of Environmental Affairs. The Scoping Report has been prepared in accordance with the EIA Regulations published in Government Notice 33306 of GN R543, R544, R545 and R546 (18 June 2010) as amended, in terms of Section 24(5) of the National Environmental Management Act (NEMA; Act No 107 of 1998). The nature and extent of the wind component of the proposed renewable energy project, as well as potential environmental impacts associated with the construction of the wind energy facility is explored in more detail in this Scoping Report. This Scoping Report aims to identify potential issues associated with the proposed project, and define the extent of studies required within the EIA. This was achieved through an evaluation of the proposed project involving specialists with expertise relevant to the nature of the project and the study area, the project proponent, as well as a consultation process with key stakeholders that includes both relevant government authorities and interested and affected parties (I&APs). Based on the nature of the proposed renewable energy facility, several specialist scoping studies were conducted in order to describe the receiving environment and to identify potential impacts associated with the project. Potential environmental impacts identified Land use and agriculture: The proposed facility could have an impact on agricultural activities occurring in the study area due to temporary and permanent loss of agricultural land. The overall operational footprint to be occupied by the wind energy facility is 60ha or approximately 0.4% of the 15 000ha study area. Small pockets of cultivation occur in the study area however the predominant land use is grazing due to the marginal to low arable potential. The grazing capacity of the study area is between 5 and 30 hectares per stock unit. Flora and sensitive ecological features: The proposed facility could have an impact on sensitive flora species and sensitive environments due impacts the occurrence of construction activities. Ecologically sensitive areas within the study area include surface water features, steep topography and sensitive grasslands. 796 plant species have been recorded within the region, only one of which is of high conservation concern and another 12 of which are of moderate concern. There are, however, no species listed as Critically Endangered or Endangered by the South Executive Summary Page iv PROPOSED STORMBERG WIND ENERGY FACILITY, EASTERN CAPE PROVINCE Final Scoping Report June 2014 African Red List of Plants which are known from the area. Ecologically sensitive areas include surface water features, steep topography and sensitive grasslands. Fauna: The proposed facility could have an impact on sensitive faunal species due impacts the occurrence of construction activities and final placement of the facility. The only species of conservation concern which is fairly likely to occur within the study area is the Giant Bullfrog which is listed as Near Threatened. Avifauna: The proposed project could have an impact on sensitive bird habitat during construction and the operation of wind turbines presents a collision risk to collision prone bird species. Approximately 218 bird species could occur in the study area, of which 22 Red Listed species are considered likely to occur and which are included in the target list for monitoring purposes. These include the Rudd’s Lark, Bearded Vulture, Cape Vulture, Martial Eagle, African Marsh-Harrier, Lesser Kestrel, Blue Crane, Grey Crowned Crane, Striped Flufftail, Denham’s Bustard, Ludwig’s Bustard, African Grass Owl, Yellow-breasted Pipit, Secretarybird, Black Harrier, Peregrine Falcon, Lanner Falcon, Blue Korhaan and Melodious Lark as well as several non-listed species. Following the results and recommendations of an avifaunal study conducted by Jon Smallie of WildSkies Ecological Services which was complemented by fieldwork during June 2013, the applicant considered it prudent to initiate an additional avifaunal study with the objective of further exploring the potential impact on grassland avifaunal species. The avifaunal scoping studies were supplemented by field studies by the specialists involved in order to provide inputs to the 12-month monitoring programme currently in process. Bats: The proposed project could have an impact on bat habitat during construction and the operation of wind turbines presents a potential collision risk. Of the 14

The sauropodomorph biostratigraphy of the Elliot Formation of southern Africa: Tracking the evolution of Sauropodomorpha across the Triassic–Jurassic boundary. Acta Palaeontologica Polonica 62 (3): 441–465. The latest Triassic is notable for coinciding with the dramatic decline of many previously dominant groups, followed by the rapid radiation of Dinosauria in the Early Jurassic. Among the most common terrestrial vertebrates from this time, sauropodomorph dinosaurs provide an important insight into the changing dynamics of the biota across the Triassic–Jurassic boundary. The Elliot Formation of South Africa and Lesotho preserves the richest assemblage of sauropodomorphs known from this age, and is a key index assemblage for biostratigraphic correlations with other simi- larly-aged global terrestrial deposits. Past assessments of Elliot Formation biostratigraphy were hampered by an overly simplistic biozonation scheme which divided it into a lower “Euskelosaurus” Range Zone and an upper Massospondylus Range Zone. Here we revise the zonation of the Elliot Formation by: (i) synthesizing the last three decades’ worth of fossil discoveries, taxonomic revision, and lithostratigraphic investigation; and (ii) systematically reappraising the strati- graphic provenance of important fossil locations. We then use our revised stratigraphic information in conjunction with phylogenetic character data to assess morphological disparity between Late Triassic and Early Jurassic sauropodomorph taxa. Our results demonstrate that the Early Jurassic upper Elliot Formation is considerably more taxonomically and morphologically diverse than previously thought.

Johannesburg, 2013 i ii ABSTRACT A thorough description and cladistic analysis of the Antetonitrus ingenipes type material sheds further light on the stepwise acquisition of sauropodan traits just prior to the Triassic/Jurassic boundary. Although the forelimb of Antetonitrus and other closely related sauropododomorph taxa retains the plesiomorphic morphology typical of a mobile grasping structure, the changes in the weight-bearing dynamics of both the musculature and the architecture of the hindlimb document the progressive shift towards a sauropodan form of graviportal locomotion. Nonetheless, the presence of hypertrophied muscle attachment sites in Antetonitrus suggests the retention of an intermediary form of facultative bipedality. The term Sauropodiformes is adopted here and given a novel definition intended to capture those transitional sauropodomorph taxa occupying a contiguous position on the pectinate line towards Sauropoda. Freshwater ecosystems provide essential resources to life on Earth. However, as increasing pressure is being placed on the environment by human population growth, the quality of freshwater resources and the health of these ecosystems are at risk. Mountain streams provide an important source of water and are usually less affected by anthropogenic stressors, compared to lowland freshwaters. These montane streams are therefore of important conservation value and due to their untransformed nature serve as ideal ecosystems for biodiversity studies and as reference sites for studies on environmental change. This study explores aquatic macroinvertebrate biodiversity of the southern Great Escarpment in South Africa. Species assemblages and the environmental variables of each site were sampled from first order streams across five different mountain blocks along the Great Escarpment. Additionally, mitochondrial DNA of three mayfly species (Afroptilum sudafricanum, Demoreptus natalensis and Demoreptus capensis), commonly occurring in the study area, was analysed to compare the genetic diversity between habitat specialist and habitat generalist species.

An influx of mining and merchant capitalists, bankers and financiers, skilled miners and artisans from overseas and Thembu labourers from across the Kei River flooded into what had been a quasi-capitalist world dominated mainly by Afrikaner stock farmers, some English farmers and Thembu and Khoi sharecroppers and labourers. It also examines the brief life-span of a coal mining enterprise, which initially held out the hope of literally fuelling South Africa’s industrial revolution, and its relationship with the economically and socially significant railway, which it drew into the area. This capitalisation of an early capitalist zone on the northern border of the Cape has demanded an analysis of the intersecting economies of mining, farming and urbanisation as well as of the race, class and ethnic formations generated by this interaction. In delineating the day-to-day minutiae of events, this thesis seeks to reveal a microcosmic view of the fortunes and identities of the associated communities and to present a distinctive, regional study of a hitherto unknown and early aspect of South Africa’s mineral revolution.

Rainfall associated with COLs is usually widespread, while about 20% of COLs are associated with heavy rainfall. Both these attributes of rainfall associated with COLs are important to agriculture. Widespread rainfall secures good grazing potential, while heavy rainfall not only contributes largely to maintaining dam levels that are needed for irrigation, but also to flooding and erosion. Agriculture in the Eastern Cape Province of South Africa is predominantly rain-fed, while agricultural activities that depend on irrigation are mostly located along the western coastal belt of the province.

Collins¶,** Grassridge rock shelter is located in the high elevation grassland foothills of the Stormberg Mountains in the Eastern Cape of South Africa. This places Grassridge at an important biogeoclimatic intersec- tion between the Drakensberg Mountains, the South African coastal zone, and the interior arid lands of southern Africa. First excavated in 1979, the approximately 1.5 m stratigraphic sequence was divided into two major occupational components: a 50–70 cm thick Later Stone Age component dating between 7–6 ka and an underlying 50–80 cm thick Middle Stone Age component dated to 36 ka at the base. Here we present a reanalysis of the Grassridge stratigraphic sequence that combines new optically stimulated luminescence and radiocarbon age estimates with sedimentological and microbotanical analyses to evalu- ate site formation processes and the palaeoenvironmental context of human occupations. Results indicate a complex history of geogenic, anthropogenic, and biogenic inputs to the depositional sequence that are interspersed with pulsed human occupation from 43–28 ka, 13.5–11.6 ka, and 7.3–6.8 ka. Microbotanical remains indicate a cooler, drier grassland environment in MIS 3 that transitions to a warmer, moister grassland environment dominated by summer rainfall in the middle of MIS 1.

Grassridge rock shelter is located in the high elevation grassland foothills of the Stormberg Mountains in the Eastern Cape of South Africa. This places Grassridge at an important biogeoclimatic intersec-tion between the Drakensberg Mountains, the South African coastal zone, and the interior arid lands of southern Africa. First excavated in 1979, the approximately 1.5 m stratigraphic sequence was divided into two major occupational components: a 50–70 cm thick Later Stone Age component dating between 7–6 ka and an underlying 50–80 cm thick Middle Stone Age component dated to 36 ka at the base.

This edition of ABN, in terms of pages, is the largest to date; if nothing else, the extraordinary recent circumstances have given many of us an opportunity to photograph the butterflies found in our own gardens! The 3rd Afrotropical Lepidoptera Workshop, scheduled for Gabon in November, has had to be postponed as a result of the coronavirus pandemic and there is concern about the LepSoc Africa annual conference, scheduled for the weekend of 12 – 13 September. I have provisionally booked the Nestle Centre at Walter Sisulu Botanical Gardens, Roodepoort, Gauteng - BotSoc have currently closed the venue, but let’s hope that the situation improves dramatically in the coming months. Corrections Mark Williams and Thomas Desloges noted that I’d omitted Bicyclus mandanes from the list of Bush Browns for which I’d proposed English names. Mark also noticed that Bicyclus campa had been misspelt as B. campus. Steve Collins pointed out that photographs of Euptera hirundo rufa and Charaxes crossleyi ansorgei had been incorrectly captioned Euptera elabontas and Charaxes eurinome respectively. Charaxes zelica zelica should have been C. z. depunta. Steve has kindly volunteered to proof-read draft copies of African Butterfly News; I’m hopeful that this edition will be free of any obvious taxonomic errors! Butterfly releases at weddings Jerome Alexander requested that I warn people about a commercial operation being undertaken by Earle Whitely in KwaZulu-Natal. The business offers to breed butterflies for release at weddings; according to Jerome, he ordered 200 butterflies, which cost R10 000 – it turned out that 80% of them were dead.
