L 180/114 ES Diar io Ofi cial de la Unión Europea 21.5.2021 REGLAMENTO DE EJECUCIÓN (UE) 2021/811 DE LA COMISIÓN de 20 de mayo de 2021 que modifica el anexo I del Reglamento de Ejecución (UE) 2021/605, por el que se establecen medidas especiales de control de la peste porcina africana (Texto pertinente a efectos del EEE) LA COMISIÓN EUROPEA, Visto el Tratado de Funcionamiento de la Unión Europea, Visto el Reglamento (UE) 2016/429 del Parlamento Europeo y del Consejo, de 9 de marzo de 2016, relativo a las enfermedades transmisibles de los animales y por el que se modifican o derogan algunos actos en materia de sanidad animal («Legislación sobre sanidad animal») (1), y en particular su artículo 71, apartado 3, Considerando lo siguiente: (1) La peste porcina africana es una enfermedad vírica infecciosa que afecta a los porcinos silvestres y en cautividad y puede tener graves repercusiones en la población animal afectada y en la rentabilidad de la ganadería, perturbando los desplazamientos de las partidas de esos animales y sus productos dentro de la Unión y las exportaciones a terceros países. (2) El Reglamento de Ejecución (UE) 2021/605 de la Comisión (2) se adoptó en el marco del Reglamento (UE) 2016/429, y en él se establecen medidas especiales de control de la peste porcina africana que los Estados miembros que figuran en su anexo I deben aplicar durante un período de tiempo limitado en las zonas restringidas enumeradas en dicho anexo. Las zonas enumeradas como zonas restringidas I, II y III en el anexo I del Reglamento de Ejecución (UE) 2021/605 se basan en la situación epidemiológica de la peste porcina africana en la Unión. -

L 151/8 EN Official Journal of the European Union 8.6.2016 DECISIONS COUNCIL IMPLEMENTING DECISION (EU) 2016/894 of 12 May 2016 setting out a recommendation for temporary internal border control in exceptional circumstances putting the overall functioning of the Schengen area at risk THE COUNCIL OF THE EUROPEAN UNION, Having regard to the Treaty on the Functioning of the European Union, Having regard to Regulation (EU) 2016/399 of the European Parliament and of the Council of 9 March 2016 on a Union Code on the rules governing the movement of persons across borders (Schengen Borders Code) (1) and in particular Article 29 thereof, Having regard to the proposal from the European Commission, Whereas: (1) The EU is facing an unprecedented migratory and refugee crisis following a sharp increase of mixed migratory flows since 2015. This has led to severe difficulties in ensuring efficient external border control in accordance with the Schengen acquis and in the reception and processing of migrants arriving. Wider structural deficiencies in the way the Union's external borders are protected have also become evident in this crisis. (2) The Hellenic Republic is, mainly due to its geographical situation, particularly affected by these developments and has faced a dramatic increase in the number of migrants arriving on the Aegean islands. (3) In accordance with Council Regulation (EU) No 1053/2013 (2) and the annual evaluation programme for 2015 (3), an unannounced on-site visit was carried out from 10 to 13 November 2015 to evaluate the implemen tation of the Schengen acquis in the field of the management of the external border by the Hellenic Republic at its land border (Orestiada, Fylakio, Kastanies, Nea Vyssa) and sea border (Chios and Samos Islands) with Turkey. -

To the Supreme Court Prosecutor Complaint on Push-Back Incidents in the Region of Evros During the Months of April-June 2019
TO THE SUPREME COURT PROSECUTOR COMPLAINT ON PUSH-BACK INCIDENTS IN THE REGION OF EVROS DURING THE MONTHS OF APRIL-JUNE 2019 Complaints during the past two years For the past two years, complaints on push-backs from the region of Evros have continuously been brought to our attention. We are aware that, at least, three such complaints have come to the prosecuting authorities’ knowledge: Α) The first, concerned the communication of a criminal offence by the Greek Asylum Service, which was submitted to the Prosecutor of the Court of Appeals of Thrace (September 2017), following a request the continuation of the examination of the asylum case of TCN who had been victim of push-back while her initial asylum application was pending. The complaint regarded her arrest and subsequent push- back from the region of Alexandroupoli, Evros, in August 2017, which took place while she was in an advanced stage of pregnancy. We have no additional information with respect to the specific complaint, not least due to the person concerned having passed away due to complications during childbirth. Β) The second complaint was sent by GCR’s Legal Unit to the Prosecutor of the Court of Appeals of Thrace, in August 2018. It concerned the push-back incident of 13 third-country nationals (Yemen, Syria, Soudan, Iraq and Somalia) from the region of Didimoticho, Evros, in May 2018. GCR remained in contact (by phone) for a significant amount of time with one of the above concerned persons, while he was in Istanbul, Turkey; something that GCR mentioned to the authorities, when called to testify on the specific incident, after a case-file was prepared by the Public Prosecutor of the First Instance Court of Orestiada. -

Racismo social e institucional / Doble discriminación En 2012 ha continuado la inflexión en el balance de entradas y salidas de población inmigrante, iniciada ya el año anterior, afectando incluso al cómputo total de población del país, que desciende Centros de internamiento / Menores / Fronteras por primera vez. Este cambio de paradigma debería ser visto como una oportunidad para afrontar S.O.S. RACISMO de manera sosegada una política pública de integración, más necesaria si cabe en el actual contexto Pueblo gitano / Asistencia sanitaria de crisis social y económica que padecemos. Y no solo eso; el proceso emigratorio que empieza a ser una realidad en España debería actuar a modo de espejo en el que se reflejara la política migratoria del gobierno. Y sin embargo, los hechos demuestran que nada de esto se ha hecho a lo largo del pasado año. Por un lado, la profunda reforma sanitaria llevada a cabo ha afectado de lleno al colectivo de inmigrantes en situación irregular, al privarles del acceso a un derecho básico y fundamental como es el de la salud. No obstante, la respuesta desde colectivos médicos y demás personal sanitario ha sido todo un ejemplo de solidaridad. Y es que el desmantelamiento del estado social que estamos sufriendo día a día nos lleva a padecer una precariedad que relacionábamos con otras situaciones o grupos, por ejemplo inmigrantes, sin que ello evite que este colectivo padezca en mayor grado la crisis: la tasa de desempleo entre la población inmigrante duplica a la de la 2013 población autóctona. 2012 ha sido un año en el que el control de fronteras por mar ha sido triste protagonista de dos trágicos sucesos: uno ocurrido en 2011, sobre el que un informe del Consejo de Europa revela que una fragata española bajo el mando de la OTAN no auxilió a 72 náufragos que huían de Libia en una patera.
