BE IT ENACTED BY THE PEOPLE OF GUAM: Section 1. Legislative Findings and Intent. I Liheslaturan Gudhan finds that $2103 of Chapter 2 of Title 5, Guam Code Annotated provides for a separate budget for the Office of the Lieutenant Governor. This law, enacted in Fiscal Year 1977, states in part that ...."this is to ensure the effective discharge of the responsibilities and duties of the Office of the Lieutenant Governor as an office separate from that of the Governor pursuant to Section 6 of the Organic Act of Guam." It is the intent of I Liheslaturan Guhhan to provide I Segundo Nu Maga 'lahen Gudhan appointment and removal powers pursuant to statute and the Organic Act of Guam. Section 2. A new 52103.1 is hereby added to Chapter 2 of Title 5 of the Guam Code Annotated to read as follows: "521 03.1. Lieutenant Governor's Appointment Powers. The Lieutenant Governor of Guam shall have exclusive authority to appoint and remove officers and employees withn the Office of the Lieutenant Governor, the Guam State Clearinghouse, and all other offices that may be established and placed under the purview or direction of the Lieutenant Governor of Guam." Section 3. 56207 of Article 2, Chapter 6 of Title 4 of the Guam Code Annotated is hereby amended to read as follows: "56207. Positions in the Governor's Office. The Governor is authorized to establish such positions as may be necessary for the operation of the Office of the Governor including off-island offices and Government House; provided, however, that no person shall be appointed to fill such a position in the absence of an appropriation to 1 pay the salary set for such position. The Governor shall set the salaries 2 for positions for which salaries are not set by law." 3 Section 4. A new 56207.1 is hereby added to Article 2, Chapter 6 of Title 4 4 of the Guam Code Annotated to read as follows: 5 "56207.1.     Troy Torres - Citizen of Guam Responding to media request for reply to Ray Tenorio For immediate release, September 18, 2018 (Yigo, Guam) The fact that Ray Tenorio is blaming me for the criminal charges filed against him by the Attorney General makes me question whether he is actually mentally competent and fit to hold his current position as lieutenant governor of Guam. At this point I’m not sure if we, as a community, should invoke 10 GCA § 82202 or 3 GCA § 1121. I was not in Tumon nor anywhere near the Block Party on the night that Ray Tenorio was drunk, repeatedly grabbing a police officer’s gun and pointing a loaded weapon at law enforcement officers. I was not there when he committed reckless conduct. I was not there when he first lied about it publicly and blamed the officer. I was not there when he then changed his story and apologized over and over and over for his actions. I was, however, at the Dededo precinct several days later where I proudly filed a police report based on his actions as is my right as a citizen of this island. So if Ray Tenorio is blaming me for the criminal charges filed against him then he is wrong. That is his own fault. If he is blaming me for making sure his reckless and shocking actions did not get swept under the rug well, then, guilty as charged. I filed that report to make sure the corruption of this Administration did not continue to permeate through the darkness and that it would be brought to light.

    The 2011 State of the Island Address March 13, 2011 By Governor Eddie Baza Calvo Good morning, my fellow Guamanians, Christine and I, Notch and Ray have reserved a seat here in the front. It is dedicated to the unborn, those who came before us, and our sons and daughters off at war. Consul General Kimura, we also dedicate this place to those who perished from the earthquake and tsunami that hit Japan. Before I begin, may I just reflect upon our blessings from above? Three nights ago, the most concentrated waves from a tsunami passed just miles north of the Marianas. I was conducting a Cabinet meeting when a note was passed to me that a massive earthquake rocked Japan, and a Tsunami Watch was in effect for Guam. My senior staff and I left immediately to Civil Defense to command the island’s emergency operations, when the event was upgraded to a Tsunami Warning. I considered my duty as governor. I considered the trust you placed in me to keep you safe. It was, by far, the most concerning experience I have had as a leader. I had to consider the possibility that a tsunami may harm Guamanians. The government’s brave first responders acted swiftly to protect you. The mayors and vice mayors, always the leaders on the front lines of our community, were with you. They accommodated every special need and answered your concerns, without regard for their own safety. By God’s Grace, our island was spared. But our brothers and sisters in Japan were not so fortunate.
