Ecube to serve as a Member of the Guam Board of Equalization, for a term of four (4) years, was made by Governor Edward J.B. Calvo on December 4, 2015. The nomination package was received by the Office of Speaker Judith T. Won Pat, Ed.D., on December, 2015, and was subsequently referred by the Committee on Rules to the Committee on Finance & Taxation, General Government Operations, and Youth Development on December 7, 2015. The Committee on Finance & Taxation, General Government Operations, and Youth Development held a public hearing on January 5, 2016, in I Liheslatura's Public Hearing Room. The item on the hearing agenda was the nomination of Ms. Ecube. The hearing convened at 2:04 p.m. and was adjourned at 2: 16 p.m. Public Notice Requirements Public Hearing notices were disseminated via electronic mail to all senators and all main media broadcasting outlets on December 28, 2015, and again on December 31, 2015. Senators Present Senator Michael F.Q. San Nicolas, Committee Chairman Senator Mary C. Torres, Committee Vice Chairwoman Senator Frank B. Aguon, Jr., Committee Member Oral Testimony Cynthia Ecube, Nominee II. TESTIMONY & DISCUSSION Chairwoman Michael San Nicolas convened the hearing on the nomination of Ms. Cynthia Ecube. He yielded the floor to the nominee for her testimony. Ms. Cynthia Ecube spoke about her previous experience as both a member and as chairperson of the Board of Equalization. She stated that her time on the Board has been educational as she was able to learn about the appeals process and the role of the Department of Revenue and Taxation in that process. She also spoke about the importance ofland valuation and subsequent revaluation in Guam done by the government, the latter of which had not been done in more than 20 years. Ms. Ecube stated that her initial experience on the Board began with learning that the Board was six years behind with appeals and that they have since worked to bring the appeals. She explained some of the difficulties faced by the Board and the government in resolving appeals such as the downturn in the economy, the determination of property values, and lawsuits. Ms. Ecube stated that she has enjoyed her time on the Board and asked for favorable consideration from the Legislature on her nomination. He expressed his support for Ms. Ecube and excitement that she accepted the opportunity to continue her service on the Board. He commended her legal background and commented on how it would benefit the operations of the Board. Senator Frank Aguon commended the nominee for her willingness to continue serving on the Board. l le spoke about her experience in the legal community and how her service as president of the Guam Bar Association demonstrates the confidence in her abilities from her peers. He thanked her and expressed his support for the nomination. Senator Mary Torres commended the nominee for her involvement in the community and for displaying sensitivity to the community for the various issues she takes on. She spoke about the nominee's abilities and characteristics and how they are invaluable assets in whatever tasks she undertakes. She thanked her for her continued service to the government and expressed her support for the nomination. Ms, Ecube thanked the senators for their comments. She stated that her service on the Board has taught her many things and has allowed her to be part of making improvements to the operations of the government in the area of property value and land valuation. She thanked the Legislature for consideration of her nomination. Chairman San Nicolas thanked the nominee and adjourned the hearing. Ill.     Troy Torres - Citizen of Guam Responding to media request for reply to Ray Tenorio For immediate release, September 18, 2018 (Yigo, Guam) The fact that Ray Tenorio is blaming me for the criminal charges filed against him by the Attorney General makes me question whether he is actually mentally competent and fit to hold his current position as lieutenant governor of Guam. At this point I’m not sure if we, as a community, should invoke 10 GCA § 82202 or 3 GCA § 1121. I was not in Tumon nor anywhere near the Block Party on the night that Ray Tenorio was drunk, repeatedly grabbing a police officer’s gun and pointing a loaded weapon at law enforcement officers. I was not there when he committed reckless conduct. I was not there when he first lied about it publicly and blamed the officer. I was not there when he then changed his story and apologized over and over and over for his actions. I was, however, at the Dededo precinct several days later where I proudly filed a police report based on his actions as is my right as a citizen of this island. So if Ray Tenorio is blaming me for the criminal charges filed against him then he is wrong. That is his own fault. If he is blaming me for making sure his reckless and shocking actions did not get swept under the rug well, then, guilty as charged. I filed that report to make sure the corruption of this Administration did not continue to permeate through the darkness and that it would be brought to light.

    The 2011 State of the Island Address March 13, 2011 By Governor Eddie Baza Calvo Good morning, my fellow Guamanians, Christine and I, Notch and Ray have reserved a seat here in the front. It is dedicated to the unborn, those who came before us, and our sons and daughters off at war. Consul General Kimura, we also dedicate this place to those who perished from the earthquake and tsunami that hit Japan. Before I begin, may I just reflect upon our blessings from above? Three nights ago, the most concentrated waves from a tsunami passed just miles north of the Marianas. I was conducting a Cabinet meeting when a note was passed to me that a massive earthquake rocked Japan, and a Tsunami Watch was in effect for Guam. My senior staff and I left immediately to Civil Defense to command the island’s emergency operations, when the event was upgraded to a Tsunami Warning. I considered my duty as governor. I considered the trust you placed in me to keep you safe. It was, by far, the most concerning experience I have had as a leader. I had to consider the possibility that a tsunami may harm Guamanians. The government’s brave first responders acted swiftly to protect you. The mayors and vice mayors, always the leaders on the front lines of our community, were with you. They accommodated every special need and answered your concerns, without regard for their own safety. By God’s Grace, our island was spared. But our brothers and sisters in Japan were not so fortunate.
