OVERVIEW The Committee on Tourism, Cultural Affairs, Youth, and Public Broadcasting convened a public hearing on Wednesday, April14, 2010 at 9:00a.m. in I Liheslatura's Public Hearing Room. Among the items on the agenda was the consideration of Bill No. 352-30 (LS) "An act to renumber §20119 and to add a new §§20119 and 20120 to Chapter 20 of 19 GCA relative to prohibiting discrimination for government of Guam programs solely on the basis of conviction of a status offense," sponsored by V.A. Ada. Public Notice Requirements All legal requirements for public notices were met. Notices were disseminated via hand-delivery and facsimile to all senators and all local media outlets on April 7, 2010, and again on April 12, 2010 with requests for publication in the Marianas Variety and the Pacific Daily News. Notice of the hearing was printed in the Pacific Daily News on Monday, AprilS, Wednesday, April 7, and Monday, April12 and was also announced on Committee Chair B.J. Cruz's website and the Guam Legislature's website. Senators Present Frank B. Aguon, Jr., Acting Chairperson V.A.Ada Telo Taitague Judith P. Guthertz The public hearing was called to order at 9:00 a.m. II. SUMMARY OF TESTIMONY AND DISCUSSION Acting Chair Frank B. Aguon, Jr. called the hearing to order and invited Sen. Ada to speak on his Bill No. 352. Senator V.A. Ada explained the bill seeks to seal the records for status offenders, whom are juveniles charged or adjudicated for offenses that would not be illegal if committed by adults. The bill intends to prevent discrimination against a person solely on the basis of such an offense. Senators present had no comments or questions. No witnesses appeared to testify. III. FINDINGS AND RECOMMENDATIONS The Committee on Tourism, Cultural Affairs, Youth, and Public Broadcasting finds that status offenses such as truancy, possession of alcohol, or possession of tobacco, should not interfere with an individual's ability to participate in government programs or a private agency in receipt of government funds. At this point I’m not sure if we, as a community, should invoke 10 GCA § 82202 or 3 GCA § 1121. I was not in Tumon nor anywhere near the Block Party on the night that Ray Tenorio was drunk, repeatedly grabbing a police officer’s gun and pointing a loaded weapon at law enforcement officers. I was not there when he committed reckless conduct. I was not there when he first lied about it publicly and blamed the officer. I was not there when he then changed his story and apologized over and over and over for his actions. I was, however, at the Dededo precinct several days later where I proudly filed a police report based on his actions as is my right as a citizen of this island. So if Ray Tenorio is blaming me for the criminal charges filed against him then he is wrong. That is his own fault. If he is blaming me for making sure his reckless and shocking actions did not get swept under the rug well, then, guilty as charged. I filed that report to make sure the corruption of this Administration did not continue to permeate through the darkness and that it would be brought to light.

    The 2011 State of the Island Address March 13, 2011 By Governor Eddie Baza Calvo Good morning, my fellow Guamanians, Christine and I, Notch and Ray have reserved a seat here in the front. It is dedicated to the unborn, those who came before us, and our sons and daughters off at war. Consul General Kimura, we also dedicate this place to those who perished from the earthquake and tsunami that hit Japan. Before I begin, may I just reflect upon our blessings from above? Three nights ago, the most concentrated waves from a tsunami passed just miles north of the Marianas. I was conducting a Cabinet meeting when a note was passed to me that a massive earthquake rocked Japan, and a Tsunami Watch was in effect for Guam. My senior staff and I left immediately to Civil Defense to command the island’s emergency operations, when the event was upgraded to a Tsunami Warning. I considered my duty as governor. I considered the trust you placed in me to keep you safe. It was, by far, the most concerning experience I have had as a leader. I had to consider the possibility that a tsunami may harm Guamanians. The government’s brave first responders acted swiftly to protect you. The mayors and vice mayors, always the leaders on the front lines of our community, were with you. They accommodated every special need and answered your concerns, without regard for their own safety. By God’s Grace, our island was spared. But our brothers and sisters in Japan were not so fortunate.
