Minghui Report: 97 Reported Cases of Chinese Propaganda Officials Receiving Karmic Retribution for Their Role in the Persecution of Falun Gong Appendix 1: Select Cases of Propaganda Officials Prosecuted, Fired or Demoted Li Dongsheng (李东生): Former Head of the 610 Office and Vice Minister of China's Ministry of Public Security http://www.minghui.org/mh/article_images/2017-12-22-mh-ebao-03.jpg Li Dongsheng Li Dongsheng assumed the position of deputy head of State Administration of Press, Publication, Radio, Film and Television in July 2000. He was instrumental in the Falun Gong propaganda attacks, and for this promoted to the position of deputy director of the Chinese Communist Party's (CCP) Propaganda Department in May 2002. He was involved in staging and directing the “Tian'anmen Self-immolation Hoax” in 2001, which has been the pivotal issue in the propaganda, inciting hatred against Falun Gong among the Chinese populace. Given Li's participation in promoting fictitious propaganda against Falun Gong, he was promoted to the vice minister of China's Ministry of Public Security and the head of the {{610 Office}} positions. The latter is a gestapo-like agency, established for the purpose of coordinating and implementing the persecution of Falun Gong. He oversaw the nationwide persecution and continued to be in charge of the publication of nationwide inflammatory anti- Falun Gong propaganda. Li was sentenced to 15 years in prison and officials confiscated 1 million yuan of his personal assets on January 12, 2016. Lu Wei (鲁炜): Former Head of the CCP’s Cyberspace Administration http://www.minghui.org/mh/article_images/2017-12-22-mh-ebao-04.jpg Lu Wei Lu Wei, the former head of the CCP's General Office of the Central Leading Group for Internet Security and Information, also known as the internet czar, was placed “under investigation for suspected serious violations of discipline” on November 21, 2017. Lu started his career as a journalist and rose quickly through the ranks at the state-run Xinhua news agency in the late 1990s. The Xinhua news agency published more than 520 defamatory articles against Falun Gong between January 2000 and October 2003. During Lu's tenure as Xinhua's vice president, starting in October 2001, the publication of defamatory articles significantly increased. Besides, the news agency published more than a dozen propaganda articles a month attacking Falun Gong, between January and March 2002. In addition to his involvement in the “Tian'anmen Self-immolation Hoax,” Lu was also behind several inflammatory propaganda stories that slandered practitioners and blamed them for killing others. These hate propaganda campaigns misled a large number of people, incited hatred against Falun Gong, and also brought the persecution to an unprecedented nationwide level. Lu was later promoted to be the deputy mayor of Beijing, before he became the deputy head of the CCP's Propaganda Department and director of internet administration. He was the leading figure behind China's great firewall that strictly controls China's internet and censors unfavorable information of the Communist regime. According to the Freedom House “Freedom on the Net 2017” report, “China was the world's worst abuser of internet freedom for the third year in a row.” Another Freedom House study on religious freedom, published in February 2017, reported that many Falun Gong practitioners have been jailed for posting messages about the spiritual group and human rights abuses on WeChat or QQ, accessing banned websites, and possessing VPN technology. Shen Weichen (申维辰): Deputy Head of the China Association for Science and Technology Shen Weichen, the former deputy head of the China Association for Science and Technology (CAST), was sentenced to life imprisonment in October 2016. During his tenure as the party chief of Taiyuan, the capital city of Shanxi Province, and deputy head of the CCP's Propaganda Department of Shanxi Province between 2000 and 2010, he actively participated in the persecution of Falun Gong and was responsible for many propaganda publications attacking Falun Gong. Mo Jiancheng (莫建成): Former Leader of the Chinese Ministry of Finance Anti-graft Committee Mo Jiancheng, the head of the anti-graft committee for China’s Ministry of Finance, was put under investigation himself for suspected graft (a form of political corruption, such as using one’s authority for personal gain) on August 27, 2017. Mo became the mayor of Tongliao City, Inner Mongolia in February 2000. He rose through the ranks for his active participation in the persecution. Mo often blamed the head of the police department in Tongliao during public meetings for not persecuting Falun Gong more rigorously. He ordered the police to intensify their surveillance of Falun Gong practitioners, and arrest those who were distributing materials, or talking to people about that cultivation practice. During his tenure as of head of the Inner Mongolia Propaganda Department between December 2004 and November 2006, Mo arranged a defamatory exhibition against Falun Gong in many cities in Inner Mongolia. Yi Junqing (衣俊卿): Former Minister of the CCP Central Translation Bureau Yi Junqing, the former minister of the CCP Central Translation Bureau, was investigated by the Party's anti-corruption body, and dismissed from his position on January 17, 2013. In his early years, Yi served as the director of the Philosophy Department at Heilongjiang University and was being promoted all the way up to the position of the University's president. During his tenure, a student at the philosophy department, Ms. Dai Rui, was expelled for appealing for justice for Falun Gong in Beijing. After Yi was promoted as the director of Heilongjiang Province's Propaganda Department, he continued to follow the regime's persecutory policy and often gave public presentations attacking Falun Gong. Wei Huaizhong (魏怀中): Former Deputy Head of the Propaganda Department of the Haidian District Party Committee Wei Huaizhong, the deputy head of the Haidian District Propaganda Department in Beijing from January 2008 to August 2011, was in charge of persecuting Falun Gong in Haidian District during his assignment. Wei was sentenced to four years in prison and officials confiscated 300,000 yuan of his personal assets in 2016. Hou Wujie (侯伍杰): Deputy Party Secretary of Shanxi Province Hou Wujie, former head of the Shanxi Province Propaganda Department, was promoted to the deputy provincial Party secretary position in 2000 and actively participated in the persecution of Falun Gong. Hou was sentenced to 11 years in prison in September 2006. Wang Min (王敏): Communist Party Secretary of Jinan, Shandong Province http://www.minghui.org/mh/article_images/2017-12-22-mh-ebao-05.jpg Wang Min Wang Min, the former Party secretary of Ji’nan, Shandong Province, was sentenced to 12 years in prison in September 2016, and officials confiscated 2 million yuan of his personal assets. Wang served as the director of the Shandong Provincial Propaganda Department, and became the deputy Party secretary between 2005 and 2006, after which he became the head of Ji’nan City. During his tenure, he actively promoted propaganda against Falun Gong through television programs and news outlets. Zhang Zonghai (张宗海): Former Propaganda Director of the Chongqing Municipal Party Committee http://www.minghui.org/mh/article_images/2017-12-22-mh-ebao-06.jpg Zhang Zonghai Zhang Zonghai, the former propaganda director of the Chongqing Municipal Party Committee, was in charge of persecuting Falun Gong, as well as the publication of anti-Falun Gong propaganda. He was sentenced to 15 years in prison in May 2005. Jing Fusheng (荆福生): Former Director of the Propaganda Department of Fujian Province Jing Fusheng, the former head of the Fujian Province Propaganda Department, was sentenced to life imprisonment on September 14, 2007 and his personal assets were confiscated. Jing was the Party secretary of Ningde City between 1995 and 2002. He actively participated in the persecution of Falun Gong and was promoted to the position of provincial level official in 2002. Tan Li (谭力): Lieutenant Governor of Hainan Province Tan Li, the former lieutenant governor of Hainan Province, was sentenced to life imprisonment on October 13, 2016 and all of his personal assets were confiscated. Tan held many positions, such as the party secretary and propaganda director in the Sichuan and Hainan Provinces. He ordered the Hainan Propaganda Department to distribute publications demonizing Falun Gong. Wang Chang'an (王长安): Deputy Head of the Xi'an City Propaganda Department and President of the Xi'an Daily Newspaper Wang Chang'an was the deputy head of the Xi'an City Propaganda Department and president of the Xi'an Daily Newspaper. He ordered the publication of defamatory propaganda against Falun Gong. Wang was sentenced to seven years in prison for bribery in 2003. Liang Gangping (梁岗平): Head of the Propaganda Department in Pingding County, Yangquan City, Shanxi Province Liang Gangping, the head of the Pingding County Propaganda Department in Shanxi Province was sentenced to 12 years in prison in June 2009 for taking bribes. Liang was the Party secretary of Donghui Town in Pingding County between September 1998 and July 2003. More than 100 Falun Gong practitioners and their families from Donghui Town were persecuted for their faith during his tenure. After Liang became the head of the Pingding County Propaganda Department, he continued to persecute Falun Gong and was instrumental in the vilification propaganda of this cultivation practice. Zhang Wenxiong (张文雄): Head of the Party Propaganda Department of Hunan Province http://www.minghui.org/mh/article_images/2017-12-22-mh-ebao-07.jpg Zhang Wenxiong Zhang Wenxiong, the former head of the Hunan Provincial Propaganda Department, was put under investigation and dismissed from his position on March 10, 2017. Leading the Hunan Propaganda Department, Zhang was in charge of the defamatory propaganda against Falun Gong in Hunan Province.
