Appendix 1: Select Cases of Propaganda Officials Prosecuted, Fired or Demoted

Li Dongsheng (李东生): Former Head of the and Vice Minister of 's Ministry of Public Security http://www.minghui.org/mh/article_images/2017-12-22-mh-ebao-03.jpg

Li Dongsheng assumed the position of deputy head of State Administration of Press, Publication, Radio, Film and Television in July 2000. He was instrumental in the Falun Gong propaganda attacks, and for this promoted to the position of deputy director of the 's (CCP) Propaganda Department in May 2002. He was involved in staging and directing the “Tian'anmen Self-immolation Hoax” in 2001, which has been the pivotal issue in the propaganda, inciting hatred against Falun Gong among the Chinese populace.

Given Li's participation in promoting fictitious propaganda against Falun Gong, he was promoted to the vice minister of China's Ministry of Public Security and the head of the {{610 Office}} positions. The latter is a gestapo-like agency, established for the purpose of coordinating and implementing the persecution of Falun Gong. He oversaw the nationwide persecution and continued to be in charge of the publication of nationwide inflammatory anti- Falun Gong propaganda.

Li was sentenced to 15 years in prison and officials confiscated 1 million yuan of his personal assets on January 12, 2016.

Lu Wei (鲁炜): Former Head of the CCP’s Cyberspace Administration http://www.minghui.org/mh/article_images/2017-12-22-mh-ebao-04.jpg Lu Wei

Lu Wei, the former head of the CCP's General Office of the Central Leading Group for Internet Security and Information, also known as the internet czar, was placed “under investigation for suspected serious violations of discipline” on November 21, 2017.

Lu started his career as a journalist and rose quickly through the ranks at the state-run in the late 1990s. The Xinhua news agency published more than 520 defamatory articles against Falun Gong between January 2000 and October 2003. During Lu's tenure as Xinhua's vice president, starting in October 2001, the publication of defamatory articles significantly increased. Besides, the news agency published more than a dozen propaganda articles a month attacking Falun Gong, between January and March 2002.

In addition to his involvement in the “Tian'anmen Self-immolation Hoax,” Lu was also behind several inflammatory propaganda stories that slandered practitioners and blamed them for killing others. These hate propaganda campaigns misled a large number of people, incited hatred against Falun Gong, and also brought the persecution to an unprecedented nationwide level.

Lu was later promoted to be the deputy mayor of , before he became the deputy head of the CCP's Propaganda Department and director of internet administration. He was the leading figure behind China's great firewall that strictly controls China's internet and censors unfavorable information of the Communist regime.

According to the Freedom House “Freedom on the Net 2017” report, “China was the world's worst abuser of internet freedom for the third year in a row.”

Another Freedom House study on religious freedom, published in February 2017, reported that many Falun Gong practitioners have been jailed for posting messages about the spiritual group and human rights abuses on WeChat or QQ, accessing banned websites, and possessing VPN technology.

Shen Weichen (申维辰): Deputy Head of the China Association for Science and Technology

Shen Weichen, the former deputy head of the China Association for Science and Technology (CAST), was sentenced to life imprisonment in October 2016.

During his tenure as the party chief of , the capital city of Province, and deputy head of the CCP's Propaganda Department of Shanxi Province between 2000 and 2010, he actively participated in the persecution of Falun Gong and was responsible for many propaganda publications attacking Falun Gong.

Mo Jiancheng (莫建成): Former Leader of the Chinese Ministry of Finance Anti-graft Committee

Mo Jiancheng, the head of the anti-graft committee for China’s Ministry of Finance, was put under investigation himself for suspected graft (a form of political corruption, such as using one’s authority for personal gain) on August 27, 2017.

Mo became the mayor of City, in February 2000. He rose through the ranks for his active participation in the persecution.

Mo often blamed the head of the police department in Tongliao during public meetings for not persecuting Falun Gong more rigorously. He ordered the police to intensify their surveillance of Falun Gong practitioners, and arrest those who were distributing materials, or talking to people about that cultivation practice.

During his tenure as of head of the Inner Mongolia Propaganda Department between December 2004 and November 2006, Mo arranged a defamatory exhibition against Falun Gong in many cities in Inner Mongolia.

Yi Junqing (衣俊卿): Former Minister of the CCP Central Translation Bureau

Yi Junqing, the former minister of the CCP Central Translation Bureau, was investigated by the Party's anti-corruption body, and dismissed from his position on January 17, 2013.

In his early years, Yi served as the director of the Philosophy Department at University and was being promoted all the way up to the position of the University's president. During his tenure, a student at the philosophy department, Ms. Dai Rui, was expelled for appealing for justice for Falun Gong in Beijing.

After Yi was promoted as the director of Heilongjiang Province's Propaganda Department, he continued to follow the regime's persecutory policy and often gave public presentations attacking Falun Gong.

Wei Huaizhong (魏怀中): Former Deputy Head of the Propaganda Department of the Haidian Party Committee

Wei Huaizhong, the deputy head of the Haidian District Propaganda Department in Beijing from January 2008 to August 2011, was in charge of persecuting Falun Gong in Haidian District during his assignment. Wei was sentenced to four years in prison and officials confiscated 300,000 yuan of his personal assets in 2016.

Hou Wujie (侯伍杰): Deputy Party Secretary of Shanxi Province

Hou Wujie, former head of the Shanxi Province Propaganda Department, was promoted to the deputy provincial Party secretary position in 2000 and actively participated in the persecution of Falun Gong. Hou was sentenced to 11 years in prison in September 2006.

Wang Min, the former Party secretary of Ji’nan, Shandong Province, was sentenced to 12 years in prison in September 2016, and officials confiscated 2 million yuan of his personal assets.

Wang served as the director of the Shandong Provincial Propaganda Department, and became the deputy Party secretary between 2005 and 2006, after which he became the head of Ji’nan City. During his tenure, he actively promoted propaganda against Falun Gong through television programs and news outlets.

Zhang Zonghai (张宗海): Former Propaganda Director of the Municipal Party Committee http://www.minghui.org/mh/article_images/2017-12-22-mh-ebao-06.jpg Zhang Zonghai

Zhang Zonghai, the former propaganda director of the Chongqing Municipal Party Committee, was in charge of persecuting Falun Gong, as well as the publication of anti-Falun Gong propaganda. He was sentenced to 15 years in prison in May 2005.

Jing Fusheng (荆福生): Former Director of the Propaganda Department of Province

Jing Fusheng, the former head of the Fujian Province Propaganda Department, was sentenced to life imprisonment on September 14, 2007 and his personal assets were confiscated.

Jing was the Party secretary of City between 1995 and 2002. He actively participated in the persecution of Falun Gong and was promoted to the position of provincial level official in 2002.

Tan Li (谭力): Lieutenant Governor of Hainan Province

Tan Li, the former lieutenant governor of Hainan Province, was sentenced to life imprisonment on October 13, 2016 and all of his personal assets were confiscated.

Tan held many positions, such as the party secretary and propaganda director in the and Hainan Provinces. He ordered the Hainan Propaganda Department to distribute publications demonizing Falun Gong.

Wang Chang'an (王长安): Deputy Head of the Xi'an City Propaganda Department and President of the Xi'an Daily Newspaper

Wang Chang'an was the deputy head of the Xi'an City Propaganda Department and president of the Xi'an Daily Newspaper. He ordered the publication of defamatory propaganda against Falun Gong. Wang was sentenced to seven years in prison for bribery in 2003.

Liang Gangping (梁岗平): Head of the Propaganda Department in Pingding County, Yangquan City, Shanxi Province

Liang Gangping, the head of the Pingding County Propaganda Department in Shanxi Province was sentenced to 12 years in prison in June 2009 for taking bribes.

Liang was the Party secretary of Donghui Town in Pingding County between September 1998 and July 2003. More than 100 Falun Gong practitioners and their families from Donghui Town were persecuted for their faith during his tenure.

After Liang became the head of the Pingding County Propaganda Department, he continued to persecute Falun Gong and was instrumental in the vilification propaganda of this cultivation practice.

Zhang Wenxiong (张文雄): Head of the Party Propaganda Department of Province http://www.minghui.org/mh/article_images/2017-12-22-mh-ebao-07.jpg Zhang Wenxiong

Zhang Wenxiong, the former head of the Hunan Provincial Propaganda Department, was put under investigation and dismissed from his position on March 10, 2017. Leading the Hunan Propaganda Department, Zhang was in charge of the defamatory propaganda against Falun Gong in Hunan Province.

Liu Guangming (刘广明): Former Chairman of the Chinese People's Political Consultative Conference of City, Hunan Province

Liu Guangming, former chairman of the Chinese People's Political Consultative Conference of Chenzhou City, Hunan Province, was investigated for bribery and demoted in October 2017. His retirement benefits were significantly reduced.

Liu headed the Chenzhou Propaganda Department between May 2000 and April 2005. During the time, he arranged a photo exhibition that denigrated Falun Gong and promoted the exhibition through the local newspaper.

In June 2003, the Chenzhou Daily published an article, denigrating a Falun Gong practitioner for not going to a hospital, resulting in paralysis. The practitioner, 81-year-old Mr. Tang Xuelin, wrote to the newspaper and demanded that they retract and repudiate the article.

Mr. Tang became paralyzed because of months of detention and torture at the Tiziling Detention Center and Xinkaipu Forced Labor Camp in 2002. He recovered his mobility after resuming Falun Gong practice upon his release.

Qin Xiaoguang, former president of the Hunan Daily, was put under investigation on December 2, 2015 and dismissed from his position.

Before he joined the Hunan Daily in 2005, he headed the Hunan Province TV station, the Provincial Radio and Television Association, as well as the Provincial Propaganda Department.

Qin closely followed the persecutory policy of the Chinese regime and ordered incessant propaganda against Falun Gong through the radio, TV programs, and newspaper articles.

Fan Jiasheng (樊甲生): Former Head of the Propaganda Department in Chenzhou, Hunan Province http://www.minghui.org/mh/article_images/2017-12-22-mh-ebao-09.jpg Fan Jiasheng and his wife Pan Liyi during trial

Fan Jiasheng, the former head of the Chenzhou City Propaganda Department, Hunan Province, was sentenced to 19 years imprisonment on November 5, 2007 for accepting bribes. His wife, Pan Liyi, was sentenced to five years.

During his tenure at the City Propaganda Department, Fan directed the Chenzhou Daily and local TV station to produce many articles attacking Falun Gong.

In 2002, the Chenzhou Daily published an article, claiming that a woman died after refusing to go to a hospital because of practicing Falun Gong. But later it was found that the story was fabricated and the reporter, Peng Wei, published an apology in the newspaper.

All school staff and government officials in Chenzhou were required to watch anti-Falun Gong movies produced by the 610 Office and Chenzhou Propaganda Department between November 2002 and June 2003.

Zhang Xiangtao (张湘涛): Head of the City Publicity Department in Hunan Province

Zhang Xiangtao is the formerly Changsha City provincial Party committee member, head of the Publicity Department, Party secretary, secretary general, and also Party secretary in Wangcheng County. When he was the Political and Legal Affairs Committee Party secretary between May 2008 and September 2011, he ordered departments under his domain to persecute Falun Gong practitioners.

Zhang instructed officers from the Neighborhood and Resident Committees, and police stations to persecute practitioners around the 2008 Olympics. Many practitioners were taken to labor camps, sentenced, fined, dismissed from work, and taken to brainwashing classes. According to the Minghui website, 142 practitioners were persecuted.

Zhang was investigated for serious violation of existing Chinese law on March 27, 2017.

Liao Jianhua (廖建华): Deputy Head of the Chenzhou City Publicity Department and Chairman of Chenzhou the Daily Newspaper in Hunan Province

Liao Jianhua has served as the director of the Chenzhou City Central Commission for Guiding Cultural and Ethical Progress, head of the Chenzhou City Publicity Department, chairman of the Chenzhou Daily, and Party secretary of the Chenzhou Daily. When he was in power, the Chenzhou Daily published fictitious news concerning Falun Gong.

Liao was investigated for violations of existing Chinese law on June 21, 2017.

Luo Qinghua (罗清华): Director of the Chenzhou City TV Station in Hunan Province

Luo Qinghua was the provincial Party committee member and head of the Publicity Department in Suxian District of Chenzhou City from September 1997 to April 2005. He served as the director of Chenzhou City TV Station in Hunan Province from May 2011 to April 2017.

A program was broadcasted by the Chenzhou TV Station denigrating Falun Gong practitioners on July 9, 2016.

He used the education system in Suxian District to set up Falun Gong year end assessment indicators, meant to go after Falun Gong practitioners, between December 13 and 30, 2010.

According to the Minghui website, many practitioners were persecuted with some having lost their lives or becoming disabled.

Luo was investigated for violation of Chinese laws in April 2017, and on June 19. He was dismissed from his position and his case was turned over to the respective case handling departments.

Zhou Zhenhong (周镇宏): Party Secretary and Head of the Publicity Department in City, Guangdong Province

Zhou Zhenhong, the Party secretary and head of the publicity department in Maoming City, Guangdong Province, was investigated.

Li (黎元江): Head of the Guangzhou City Publicity Department in Guangzhou Province

Li Yuanjiang served as the deputy head of the Guangzhou City Publicity Department in 1991 and was later promoted to head of the Guangzhou City Publicity Department. Besides he was the chief editor, chairman, and group chairman of the Guangzhou Daily.

Li was sentenced to 12 years of imprisonment for bribery in 2004.

Feng Guixiong (冯桂雄): Party Secretary of the Yangjiang City in Guangdong Province

Feng Guixiong was formerly the Guangdong County Party secretary, Yangjiang City Provincial Party Committee member, head of the Publicity Department, and Jiangcheng District Party secretary.

When he was in power, he took practitioners to labor camps, prisons, drug rehabilitation centers, and brainwashing classes.

Feng was investigated for violation of existing Chinese law on December 8, 2016.

Zhou Zhangxin (周章新): Meizhou City Provincial Party Committee Member and Head of the Publicity Department in Guangdong Province

When in power, the persecution of Falun Gong in Jiaoling County was the most severe. He held the position of Party secretary in Meizhou City for a period of five years. During that period, three practitioners were taken to a labor camp, eight were sentenced, and one was persecuted to death.

Zhou was investigated for violation of Chinese law in June 2016.

Zou Guoyuan (邹国源): Principal of the Lechang City Party School and Deputy Head of the Publicity Department in Shaoguan City, Guangdong Province

Zou Guoyuan, director of the local TV Station, actively persecuted Falun Gong though the media. After one practitioner was reported for distributing Falun Gong materials, Zou and staff from the 610 Office created false news about Falun Gong.

Zou, the former principal of Lechang City Party School and deputy head of the Publicity Department in Shaoguan City, Guangdong Province in 2015, was investigated for corruption and sentenced.

Chen Dingkun (陈定坤): Former Zhaoqing City Provincial Party Committee Member and Head of Publicity Department in Guangdong Province

Chen Dingkun, the former Zhaoqing City Provincial Party Committee member and head of the Publicity Department in Guangdong Province, was arrested on March 27, 2017, for abusing his authority and for bribery.

Liu Pingli (刘平力): Former Head of the Futian District Publicity Department in Shenzhen City, Guangdong Province

Liu Pingli persecuted Falun Gong when he was the head of the Futian District Publicity Department.

He was sentenced to five years of imprisonment for bribery, and the authorities confiscated his property valued at 100,000 yuan on October 15, 2014.

Su Hongzhang (苏宏章): Former Party Secretary of the Political and Legal Affairs Committee in Province

From 1998 to 2000, was the deputy head of the Publicity Department in Liaoning Province and was promoted quickly for actively persecuting Falun Gong.

Practitioners in Liaoning Province were more severely persecuted in that province than in other provinces. Over 100 practitioners were persecuted to death when Su was the deputy party secretary in Liaoning Province.

Su was sentenced to 14 years of imprisonment on May 19, 2017.

Cao Aihua (曹爱华): Deputy Mayor in Dalian City, Liaoning Province

Cao Aihua served as the Yingkou City Provincial Party Committee member and head of the City's Publicity Department between November 2000 and October 2002. She was promoted to the deputy mayor position of Dalian City in August 2010.

Cao was instrumental in persecuting Falun Gong in Liaoning Province. Under her directive, a book with derogatory content on Falun Gong was published on June 22, 2006.

A “Cultural Revolution” style was used to force college students and professors to take a stand agains Falun Gong in June 2007. Besides, everyone had to watch films that slandered Falun Gong, as well Falun Gong was criticized at all school meetings.

When Cao was promoted to the Deputy Mayor position of Dalian City in January 2013, Dalian became one of the most severely persecuted areas in the country. In that year, 133 practitioners were arrested and 23 were sentenced. According to the Minghui website, Dalian city was ranked 4th in the country for persecuting practitioners.

Cao was dismissed from work on September 2, 2016.

Wang Zhiyong (王志勇): Head of the Tieling City Publicity Department in Liaoning Province

Wang Zhiyong, the head of the Tieling City Publicity Department in Liaoning Province, was investigated for accepting bribes on June 26, 2017.

Wang Wei (王卫): Party Secretary and Director of Broadcast and TV Station in Dalian City, Liaoning Province

Wang Wei was the deputy head of the Dalian City Publicity Department from December 2001 to July 2010 and later promoted to Party secretary and director of the Dalian Broadcast and TV Station.

When the China Film Distribution Company commissioned the Beijing Science Education Film Studio to produce a movie that slandered Falun Gong, Wang, as the deputy head of the Publicity Department, was among those in charge.

Seventy-nine Falun Gong practitioners were arrested for installing NTD Television satellite receivers around July 6, 2012. Nearly 20 people were taken to a labor camp and a dozen were sentenced to prison.

The police department and various departments confiscated 1,989 satellite receivers from businesses and homes between June and August 16, 2013, claiming that the receivers could attract lightning into the house.

Wang was dismissed for violating the law on April 19, 2017.

Liu Qingju (刘庆聚): Vice Chairman of the Chinese People's Political Consultative Conference in Puyang City, Henan Province

Liu Qingju was formerly the Director of the Department of Lecturers, Vice Principal of the Chinese Communist Party School, and Deputy Minister of the Publicity Department in Puyang City. He served as the Vice Chairman of Chinese People's Political Consultative Conference in Puyang City, Henan Province on March 24, 2009.

When he was in power, the political school textbooks were filled with defamatory content on Falun Gong.

He was sentenced to 14 years for bribery on August 2010. His wife, Wang Xianglin, the Vice Mayor of Puyang City, was sentenced on December 23, 2010, to 11 years imprisonment for bribery.

Gao Yong (高勇): Head of the City Publicity Department in Sichuan Province

Gao Yao slandered Falun Gong when serving as the Provincial Party Committee member, and as the head of the Chengdu City Publicity Department. He was arrested for bribery in August 2004.

Li Longxi (李隆席): Party Secretary of in Guangan City, Sichuan Province

While Li Longxi was head of the Publicity Department between October2001 and July 2004, the TV stations and newspapers slandered Falun Gong.

When Li was a Party secretary in Linshui County between August 2011 and May 2015, many Falun Gong practitioners were arrested and sentenced.

He was investigated in 2015 for serious violations of existing law.

Yang Jianming (杨建明): City Provincial Party Committee and Head of the Publicity Department in Sichuan Province

When Yang Jianming was a Provincial Party Committee member in in 1999, he was awarded a deputy Party secretary position in and then assigned to a mayoral position. He was instrumental in the persecution of Falun Gong in his district.

After assuming the Party secretary position of the district, he ordered three times, between 2006 and 2011, that everyone, including any retiree from government agencies and schools declare and sign that they would refuse acceptance of anything from Falun Gong.

Yang also ordered that practitioners be arrested, sentenced to prison or sent to brainwashing class during the 2008 Olympic Games.

After assuming the Province Party Committee member position and the head of the Provinces Publicity Department in 2003, he intensified the persecution of Falun Gong.

He was arrested on August 4, 2016.

Wang Yongjiang (王永江): Head of the Heze City Publicity Department in Shandong Province

After Wang Yongjiang served as Danxian County Party secretary in December 2006 and in December 2010 he was assigned to the position of the Provincial Party Committee member of Heze City. He was promoted to the head of the area's Publicity Department position one year later.

When serving as a party secretary, a dozen of Falun Gong practitioners were arrested with two of them being sentenced and ten taken to a forced labor camp. Besides, the homes of a few practitioners were ransacked. They had to go into hiding.

Wang was arrested and detained on June 30, 2017.

Ding Fengyun (丁凤云): Party Secretary of the Linyi University in Shandong Province, Tried

Ding Fengyun was Party secretary of Linshu County, and formerly deputy Party secretary of Fei County, Linyi City Standing Commissioner and head of the Linyi City Publicity Department.

Under Ding's directive, the Civilized City Office publicized slanderous information about Falun Gong on July 30, 2010. Eighty-three practitioners were {{illegally arrested}} and their homes ransacked over the following six months.

Ding served as director of the County's Comprehensive Management Office starting in August 2010. She initiated a citywide persecution against practitioners, which included harassment, ransacking of homes, arrests, detention, imprisonment, and fines.

She fell in the bathroom of a hotel in Beijing and broke both legs. She became disabled and had to use a wheelchair.

She was under investigation for bribery. It was reported that Ding was arrested on November 6, 2014 and her trial was held at the Heze Intermediate Court on June 15, 2016.

Wang Ling (王玲): Head of Cao County Publicity Department in Heze City, Shandong Province, Sentenced to 10 Years

Wang Ling was Party secretary of Liangditou Township in Cao County, Cao County Standing Commissioner, and head of the Cao County Publicity Department between 1998 and 2004. She accepted bribes of more than 230,000 yuan.

She was sentenced to 10 years in prison for bribery and the Heze City Intermediate People's Court ordered that 50,000 yuan be confiscated. The Shandong High People's Court upheld the verdict in March 2007.

Ding Yangning (丁仰宁): Party Secretary of in Fujian Province, Sentenced to Life Imprisonment

According to a report published on December 10, 2005, Ding Yangning, Party Secretary of Zhenghe County fabricated a so called “Li Yougui” case in 1999 that slandered Falun Gong and deceived people. Many officials also participated in the persecution. They called Li the leader of the Falun Gong Counseling Station in Zhenghe County.

Those officials were convicted of corruption and abuse of power for personal gain by the City Intermediate People's court in April 2001. Ye Jiale, Executive of Zhenghe County, committed suicide by jumping from a building. The other officials served prison terms. Their terms are as follows:

Ding Yangning: sentenced to life imprisonment Zhou Wei, head of Zhenghe County Publicity Department: sentenced to 11 years Chen Minghua, deputy Party secretary of Zhenghe County: sentenced to 14 years Zhong Changrui, deputy governor of Zhenghe County: sentenced to 12.5 years

Xu Rongyong (许荣勇): Head of the City Publicity Department in Fujian Province, Sentenced to 10 Years

Xu Rongyong had served as Party secretary of , standing commissioner and vice mayor of Zhangzhou City. He accepted bribes of more than five million yuan for his efforts.

He was sentenced to 10 years in prison and fined a half million yuan by the City Intermediate People's Court on July 20, 2017.

Liu Zhenxing (刘振兴): Director of , City in Fujian Province, Sentenced to 4 Years

Liu Zhenxing served as Party secretary and deputy governor of Sha County, head of the Sha County Publicity Department, deputy Party secretary and deputy director of Meilie District. While in power, Liu was involved in persecuting Falun Gong.

He had accepted bribes of more than 15 million yuan. He also received more than 15 thousand yuan in bribes from high-interest loans.

He was sentenced to four years in prison in October 2016 and the Putian Intermediate People's Court ordered the confiscation of 250,000 yuan.

Zheng Wenxiu (郑文秀): Head of Lingshui County in Hainan Province, Sentenced to 4 Years

Zheng Wenxiu accepted bribes of more than two million yuan. He was arrested on May 6, 2016 and prosecuted months later on September 1. He was sentenced to four years in prison and fined 450,000 yuan on November 24.

Lu Songlin (鹿松林): Chief of Hainan TV Station, Sentenced to 10 Years

Lu Songlin served as deputy chief of Hainan TV Station, chief of Hainan TV Station, Party secretary of the Hainan Broadcasting and Television Department, and deputy head of the Hainan Publicity Department between 1989 and 2005. He was instrumental in persecuting Falun Gong in Hainan Province.

He was sentenced to a 10 year term by the Haikou Intermediate People's Court on December 29, 2005 for accepting bribes.

Xin Lizhong (辛立忠): Head of the Huaian City Publicity Department in Jiangsu Province, Sentenced to 7 Years

Xin Lizhong organized the collection and burning of Falun Gong books in front of the Huaian City Gymnasium in the second half of 1999. He was sentenced to seven years imprisonment for taking bribes.

Huang Jun (黃俊): Director of the Yunnan Provincial Department of Culture, Under Investigation

Huang Jun was counselor of Yunnan Province and director of the Yunnan Department of Culture from 2007 to 2015. He was responsible for persecuting Falun Gong in his area. He incited people through propaganda. He was accused of corruption and his case was filed for investigation on December 15, 2017.

Huang Yonghua (黄永华): Head of Dali in Yunnan Province, Sentenced to 10 Years

Because of his contributions in the persecution of Falun Gong, Huang Yonghua was promoted to head of the Dali Prefecture Publicity Department and deputy chief of the Dali Prefecture between October 2003 and May 2009.

He was sentenced to 10 years in prison for having accepted bribes of more than two million yuan. The Kunming City Intermediate Court ordered that he pay 250,000 yuan on August 5, 2010.

Chen Chuangen (陈传根): Deputy Mayor of Suizhou City in Hubei Province, Sentenced to 4 Years

Chen Chuangen served as deputy mayor and commissioner of Suizhou City and head of the Suizhou City Publicity Department from December 2006 to July 2015. He was instrumental in the persecution of Falun Gong in Suizhou City.

Chen was sentenced to four years in prison and fined 300,000 yuan for bribery by the Jingmen Intermediate People's Court in September 2017. Officials also confiscated more than 960,000 yuan and over 500 grams gold.

Si Xinliang (斯鑫良): Deputy President of the Chinese People's Political Consultative Conference, Sentenced to 13 Years

Si Xinliang served as Huzhou City Party secretary, commissioner of Zhejiang Province, head of the Zhejiang Publicity Department, and head of the Zhejiang Organization Department from 2001 to 2014.

On December 13, 2016, Si was sentenced to 13 years in prison and fined two million yuan for accepting bribes of almost 20 million yuan.

Su Jianguo (苏建国): Head of Taizhou City Publicity Department in Zhejiang Province, Sentenced to 13 Years

Su Jianguo was responsible for the persecution of Falun Gong in Taizhou City. He was tried and sentenced to 13 years in prison for accepting bribes, and ordered to pay 488,999 yuan by the Jiaxing Intermediate People's Court on August 7, 2017.

Hong Jianxiang (洪嘉祥): Head of Ningbo City Publicity Department in Zhejiang Province, Sentenced to 11 Years

Hong Jianxiang was known for persecuting Falun Gong. He had served as mayor of Cixi City, Party secretary of Cixi City, deputy mayor of Ningbo City, and Party secretary of Ningbo City.

He was investigated by the Zhejiang Discipline Inspection Committee for violating discipline and laws on December 2, 2014. His case was accepted by the Zhejiang People's {{Procuratorate}} on December 29, 2014.

He was arrested on January 10, 2015 and tried by the Shaoxing City Intermediate People's Court on November 24. He was sentenced to 11 years’ imprisonment and fined 600,000 yuan on May 24, 2016.

He Jiashun (何加顺): Head of the Shaoxing City Publicity Department in Zhejiang Province, Under Investigation

He Jiashun was Party secretary of Xinchang County from January 2006 to February 2010. While in power, he set up several brainwashing classes against Falun Gong practitioners at Boer Farmhouse. He served as Shaoxing City Party secretary in February 2010 and became head of the City's Publicity Department in May 2014.

He was under investigation for suspicion of violating discipline and laws on November 17, 2017.

Shao Heping (邵和平): Head of the Duchang County Publicity Department in Jiujiang City, Province, Sentenced to 5 Years

Shao Heping was responsible for the persecution of Falun Gong in Jiujiang City. He was sentenced to five years in prison and ordered to pay 50,000 yuan by the Xunyang District Court on November 13, 2014.

Wang Jianghua (汪江华): Head of the Hami City Publicity Department in Xinjiang Province, Sentenced to 10.5 Years

Wang Jianghua was Hejing County Party secretary from 2008 to 2013 and served as head of the Hami City Publicity Department from 2015. As Party secretary for Hejing County, he helped several companies obtain contracts and accepted more than 10 million yuan in bribes. He was one of the key persons responsible for persecuting Falun Gong in Xinjiang Province.

Wang was arrested on September 10, 2016 for accepting bribes. He was tried by the Urumqi Intermediate Court on June 21, 2017 and recently sentenced to 10 years and six months’ imprisonment.

Zhou Jinzhu (周金柱): Deputy Director of the Information Construction Office in Ningxia Hui Autonomous Region, Under Investigation

Zhou Jinzhu served as Party secretary of Yinchuan City Jinfeng District, head of Lingwu City Publicity Department, and deputy secretary of Shizuishan City. He was responsible for the persecution of Falun Gong in the Ningxia Region.

Zhou was suspected of violating discipline on January 5, 2015. He was under investigation for accepting bribes by the Commission for Discipline Inspection in February 2015.

Wang Xuefeng (王学丰): Party Secretary of Wulanchabu City in Inner Mongolia Autonomous Region, Investigated and Tried

Wang Xuefeng was in power in 2011. He served as Standing Commissioner of Eerduosi City and head of the city's Publicity Department, Party secretary of Dongsheng District, Deputy Party secretary of Wulanchabu City, and mayor of Wulanchabu City.

To get promoted, Wang participated in the persecution of Falun Gong.

According to a report in the Chinese Communist News Network on September 11, 2016, Wang was investigated for accepting bribes and abuse of power by the Inner Mongolia Procuratorate.

After the investigation, his case was accepted by the Xinganmeng Intermediate Court for prosecution. He was tried on November 23, 2017.

Tao Shuju (陶淑菊): Mayor of Wulanchabu City in Inner Mongolia Autonomous Region, Investigated and Tried

Tao Shuju was mayor of Erlianhaote City from April 2010 to February 2011 and since then served as deputy Party secretary and mayor of Wulanchabu City.

She also served as head of the Chifeng City Organization Department and Publicity Departments, and deputy Party secretary of Chifeng City from September 2001 to April 2010. She was well- known in Chifeng City for persecuting Falun Gong. She is responsible for the breakup of many families.

Tao Shuju was placed under investigation for suspicion of violating discipline on April 28, 2016. She was tried by the Bayannaoer City Intermediate People's Court on September 28, 2017. She was accused of abusing her power to benefit others and accepting bribes of more than 25 million yuan. Her husband was listed as an accomplice.

Chang Jiayou (常家有): Head of the Jinchang City Publicity Department in Gansu Province, Under Investigation

Chang Jiayou was responsible for the persecution of Falun Gong in Yongchuan County. The persecution was extremely severe when Chang was Party secretary and mayor of Jinchuan District. Many practitioners have been tried in that area and given long prison sentences. Many of the practitioners’ families were broken up.

When in power as head of the Jinchuan City Publicity Department, Chang and the deputy mayor launched publications that slandered Falun Gong on July 15, 2016. He required every department to make full use of the media to malign Falun Gong, produce derogatory fliers, organize people for filling out petitions against Falun Gong, and displaying posters denigrating Falun Gong in public places.

He emphasized in a comprehensive governance meeting on August 25, 2016 that all departments in the city should attack Falun Gong.

He was suspected of helping his son buy a six million yuan house. The amount was beyond the capacity of his son who was a civil servant for only six years. It was reported on the Minghui website on December 23, 2016 that Chang was under investigation for violating discipline and laws.

Chen Yihan (陈谊菡): Director of the Railways Ministry Publicity Office, Sentenced to 8 Years

Chen Yihan was director of the Railways Ministry Publicity Office from June 2006 to July 2009, assistant secretary of the China Railway Enterprise Management Association from July 2009 to June 2010, and deputy secretary general of the China Railway Literature and Art Consortium.
