Welcome to the Florida Attorney General’s National Conference on Preventing Crime. We are pleased to bring the conference back to the Tampa Bay area and appreciate the support of Hillsborough County Sheriff Chad Chronister. The Hillsborough County Sheriff’s Office, along with the Urban League Affiliates, has teamed with my staff, cosponsors, and other long-time, dedicated partners for what promises to be both an educational and productive conference.

As Florida’s Attorney General, I am committed to working with our law enforcement and community partners to reduce crime, improve school safety, prevent human trafficking, and decrease the rapid rise in the use of opioids. At this year’s conference, we gather to identify and understand crime-related issues affecting all communities. We do so with a firm and steadfast commitment to the conference’s mission of finding long term resolutions to these problems.

Together we will develop and promote positive solutions to overcome and eliminate crime in Florida and across the nation, by exchanging innovative ideas and crime prevention strategies. I encourage participants to take full advantage of the opportunities this conference presents, such as, learning from experts, networking with peers from other programs, and identifying effective solutions that have worked other places to strengthen and protect your community.

Keynote Address: Derrick Brooks Derrick Brooks Charities Tampa, Florida Derrick Brooks was drafted by the in the first round of the 1995 NFL Draft, where he remained to play his entire fourteen season professional career. He is widely considered one of the best in NFL history. An eleven-time selection and nine-time All-Pro, Brooks was named AP NFL Defensive Player of the Year in 2002 and earned a ring with the Buccaneers in Super Bowl XXXVII. In February 2014, Derrick received one of the highest honors of his life by being named to the Pro Football Hall of Fame. He was inducted in Canton, Ohio in August of 2014 and inducted into the Capital One Academic All-America Hall of Fame. In September 2014, Derrick was enshrined into the Ring of Honor by The Tampa Bay Buccaneers, the number 55 will never be worn by another Buccaneer player. Derrick is currently serving as an appeals officer for the , as well as the Executive Vice President of Corporate and Community Development at the Amalie Arena. Brooks graduated with a Bachelor’s Degree in Business Communications from where he was a three-time first team All-Atlantic Coast Conference selection, two time first-team All- American, and a member of the 1993 Seminoles National Championship team. In November 2010, Florida State retired Seminoles jersey number 10 in honor of Brooks and he was also inducted into the Florida State Hall of Fame. He went on to earn his Master’s in Business Communications from FSU in 1999, and his Doctor of Humane Letters from St. Leo University in 2006. Recognized as often for his hard work in the community as he is for his hard hits on the football field, Brooks has been the recipient of several prestigious awards, including the 2000 / NFL Man of the Year award, the 2003 Award, the 2004 Bryon “Whizzer” White Award, and the 2008 JB Award through the NFL Players association, all of which recognize an NFL player annually for their commitment to the communities in which they live. Derrick also has received numerous community awards in Tampa, Florida for his work and dedication to the community such as: 2007 Citizen of the Year from the Tampa Sports Club, 2014 Lifetime Achievement Award from the Tampa Sports Commission, 2014 Community Hero Award from the Tampa Bay Lightning and the 2014 Community Champion Award from the Boys and Girls Clubs. Brooks was appointed to the Board of Trustees of Florida State University by Governor in 2003, where he occupied a seat until 2011. He has also served on the Florida Department of Education Foundation, St. Leo University and Brooks-DeBartolo Charities, Inc. In 2007, he was appointed by Governor Charlie Crist as the Chairman for the Governor’s Council on Physical Fitness - helping to eliminate the problem of childhood obesity in the State of Florida. Derrick also serves on other Board of Directors. MEET THE LUNCHEON SPEAKERS Inspector Altovise Love-Craighead Thursday Adult Luncheon

Altovise Love-Craighead started her career with the Philadelphia Police Department in October 1994. After graduating from the Philadelphia Police Academy in March 1995, she was assigned to the 15th Police District. Altovise endured a life altering incident: In March 1997, her only brother, Emir, was murdered. Although Altovise was grief stricken, she persevered in her studies. Altovise had aspirations of being more than just a Police Officer and in December 1998, she was promoted to Detective and assigned to the Northeast Detective Division. She worked on many significant cases during that time and received a merit commendation for her role in capturing a serial bank robber.

Altovise later met and married Michael Craighead (currently the Captain in the Specialized Operations Division for the Philadelphia Police Department) on August 14, 1998. Despite all her accomplishments, she was plagued by the tragedy of her brother’s murder; she wanted to find a way to help others who had lost loved ones to murder. In 1999, following the lead of her mother, Victoria Greene; she assisted in organizing an organization named after her brother EMIR (Every Murder Is Real), now called the EMIR Healing Center.

In 2002, Altovise was detailed to the FBI’s Joint Terrorism Task Force. She played such an integral role in the FBI’s Joint Terrorism Task Force that she received an award for her efforts from the United States Attorney’s Office. In 2004, she left the FBI’s Joint Terrorism Task Force for a promotion to the rank of Sergeant and was assigned to the 19th Police District. In October 2010, Altovise was promoted to the rank of Lieutenant, while making Philadelphia Police Department history as being the first female to rank number one on any Lieutenant promotional list. In February 2015, Altovise was promoted to the rank of Captain and assigned to the 16th District where 140 Police Officers and Supervisors came under her command.

Altovise is currently an Inspector in the Central Police Division of the Philadelphia Police Department where she commands approximately 600 Police Officers and Supervisors. Altovise has a Bachelor of Science Degree in Business Communication, and a Graduate Degree in Public Safety Management. Altovise remains humble and has an insatiable desire to strive towards greatness.

The Honorable Angela M. Cox Thursday Youth Luncheon

In November of 2014, Governor Rick Scott appointed Judge Cox to the Circuit Court bench making her the first African American Woman appointed to the Circuit Court in the 4th Judicial Circuit of Florida. She is serving in the criminal division. Judge Cox was also appointed by Governor Jeb Bush in 2005 as a County Court Judge. For 9 years, Judge Cox served as a County Court Judge, where she presided over criminal, civil, small claims, and traffic court cases. Before becoming a judge, she served as an Assistant State Attorney in the 4th Judicial Circuit. During her tenure in the State Attorney’s Office where she was awarded the Outstanding Young Prosecutor Award, she was part of the Homicide Team, Special Assault Division, and the Repeat Offender Court. She completed her prosecutorial career as a Division Chief in County Court.

Judge Cox serves on the faculty of the Florida Judicial College, which is tasked with educating and training all of Florida’s newly elected and appointed judges. She has also served on the faculty of the Prosecutor/Public Defender Training Program at the University of Florida College of Law. Judge Cox attended Tennessee State University where she received her B.S. in Criminal Justice in 1995 and where she served as a SGA President from 1994-1995. She received her J.D. Degree from the University of Memphis School of Law in 1998 where she served as the first African-American Chief Justice of the Moot Court Board. She is a member of the Florida Bar, the Jacksonville Bar, and the D.W. Perkins Bar Associations.

MEET THE LUNCHEON SPEAKERS Tonier Cain-Muldrow Friday Adult Luncheon

One thing you can call Tonier Cain: COMMITTED. During her 19-year commitment to crack cocaine, she racked up 83 arrests with 66 convictions, lost custody of four children, and when she wasn’t locked up, she slept on a concrete slab under a bridge. Most friends, family, and professionals she encountered thought she was a lost cause. Determined to maintain custody of her fifth living child, Cain made a commitment to the judge that she would do the right thing if he would send her to a substance abuse program to get treatment for her addiction. He did, and she did.

Since exiting T.A.M.A.R.’s Children (Trauma, Addiction, Mental Health, and Recovery) in 2005, the woman once so damaged and traumatized prostituted herself for drugs, has become a nationally recognized inspirational speaker and trauma care expert that has traveled to every state, including Alaska and Hawaii, to train mental health professionals on how to better serve people like her. Cain travels to prisons committed to uplifting and inspiring inmates stuck in a debilitating cycle of despair caused by trauma. She has testified before Congress, lectured at Yale University, and delivered a keynote speech at the United Nations. Tonier Cain defied the odds.

Cain is the former team leader for the National Center for Trauma-Informed Care and has trained juvenile correction officers throughout the state of Florida in trauma-informed corrections. Former Florida Governor Charlie Crist issued a proclamation designating Cain’s birthday, November 1, as Trauma-Informed Care Day in recognition of her contributions and commitment to transforming the way the entire Florida Department of Juvenile Justice serves children, youth, and adults housed in their facilities.

Cain is the founder and CEO of Neen Cares, Inc., a nonprofit that produces an annual conference, resides in Annapolis, MD where she is committed to being a loving wife to her husband, Adrian Muldrow, and mother to her daughter, Orlandra.

Stacey Spencer Friday Youth Luncheon

Stacey Spencer is a native of Louisville, Kentucky, an inspirational speaker, entrepreneur, youth mentor, bullying prevention specialist, and contributing TV host and producer. She has been featured in national media outlets including Ebony and Jet Magazines, plus Charisma’s publication. She was named the 2011 “Businesswoman of the Year/Media Winner” by the Tampa Bay Business Journal for her dedication to producing positive television programming for teens. Also, she was named to Who’s Who in Black Dallas in 2015, 2016 and 2017, and was nominated for the state of Kentucky’s 2017 Dr. Martin Luther King Jr. Leadership Award for her innovative television outreach to teenagers.

Stacey Spencer is an Inspirational Speaker, Consultant, & Mentor to ALL audiences needing a Power-Compass to healthier living. She is the original founder of Teen Tyme Productions, Incorporated, a non-profit organization established in 1999 under the inspiration of General Colin Powell’s “America’s Promise”. Teen Tyme tackled the issues concerning the lack of Positive Programming on television for teens. She is also the developer of the “Seminar of Hope”, an intervention program that was designed to stamp out juvenile delinquency in Florida, and one day - across the nation.

She has completed contract assignments on behalf of the Department of Education and the FBI’s Youth Outreach Program, both in Washington, DC. Recently, Stacey was honored with a “Prestigious Tower Award” for “Service & Advocacy!” Her commitment to “Excellence in Education & Training Our Nation’s Youth has made her paramount to be a highly sought-after Key Speaker!” Also, Ebony Magazine named “Stacey” as one of the “Top Super Singles” in the country! She was named the Winner/Media Category for the Tampa Bay Business Journal – Businesswoman of the Year Awards 2011.

GENERAL INFORMATION

Conference dates are May 29 – May 31, 2019. All conference sessions will be held at Tampa Marriott Water Street, 700 South Florida Avenue, Tampa, Florida 33602. Official conference name badges are required for admission to all sessions and activities. Luncheon Tickets A limited number of luncheon tickets may be available for participants’ families and friends at a cost of $35.00 each. If available, tickets may be purchased at the registration center. Youth Activities The conference will provide a full schedule of activities for youth and chaperons. Youth are encouraged to attend the plenary sessions, youth luncheons, Youth Speak-Up, Speak-Out session and workshops designed for youth. There also will be planned activities each evening during the conference culminating in a “Youth Anti-Crime Rally” on Friday, May 31 from 7:00 p.m. – 11:00 p.m. Certificates of Attendance Certificates of Attendance will be awarded to adult participants who attend four (4) of the five (5) break-out sessions between Thursday, May 30 and Friday, May 31. Official conference name badges are required for admission to all workshop sessions and will be scanned by session moderators to verify attendance. To get your Certificate of Attendance, come to the registration center on Friday, May 31 between 3:30 p.m. and 4:30 p.m. Certificates of Participation will be issued to youth who attend all the break-out sessions. These also will be issued to chaperons at the registration center on Friday, May 31 between 3:30 p.m. and 4:30 p.m. Certificates must be picked up at the conclusion of the conference. Certificates will not be mailed or emailed. Conference Evaluations To continue to offer the very best crime prevention training, and to give you a voice in planning for future conferences, a conference evaluation form is included in each registration packet. Please complete this form and return it when you pick up your Certificate of Attendance after the final workshop session on Friday. No certificates will be issued without an evaluation form. Continuing Education Credit Up to 17 hours of mandatory retraining credits are available to law enforcement and corrections officers and juvenile justice employees, subject to approval by employing agency. Other national, state and local licensing boards and certifying organizations may grant continuing education credits for conference attendance when provided a copy of agenda and Certificate of Attendance. Contact your board or organization to determine the specific requirements. Americans with Disabilities Act Individuals who need special accommodations or auxiliary aids for conference participation are requested to make their needs and preferences known to the Florida Attorney General’s conference staff at the registration center. Job/Resource/Vendor Fair These functions will be held in the Grand Ballroom Foyer from 12:00 p.m., Wednesday, May 29, through 4:30 p.m., Friday, May 31. Participants (legal, law enforcement, and allied professions) will be able to explore alternative career paths and employment opportunities with federal, state and local governmental entities and private organizations. Commercial and non-commercial crime prevention services and products will display and promote state-of-the-art technologies and programs. Vendors of art, crafts, books, apparel, and other specialties will market their products during this function.
