1 SUBMISSION ON FUTURE TRANSPORT 2056 Greater Sydney Services & Infrastructure Plan Trunk Corridors An important corridor that is conspicuous by its absence, compared with previous transport studies, is a direct link between Macquarie Park and Parramatta. These are two of the largest strategic employment centres in the metropolitan area and it beggars belief that it’s not considered important enough to warrant inclusion as a major trunk route. Perhaps this is a consequence of the Greater Sydney Commission’s proposal to truncate the Global Economic Corridor Arc at Macquarie Park, instead of the previous strategy of extending it to Parramatta. A retrograde step in my view. Previous Metropolitan Planning Strategies had stressed the importance of investigating improved transport links between Macquarie Park and Parramatta, but this now appears to have slipped off the radar. This should be reinstated. Future Networks Initiatives for Investigation (10-20 Years) – South - East Mass Transit Link In addition to a South - East Mass Transit link, an extension of the Eastern Suburbs Railway should be investigated from Bondi Junction to North Bondi via Bondi Road, and Bondi Beach, with a branch to Bronte Beach via Charing Cross and Bronte. The potential capacity of the ESR is grossly underutilised and these extensions would assist in increasing patronage as well as relieving road congestion. 2 Parramatta to Epping/Macquarie Park Mass Transit Link The Parramatta to Epping Mass Transit link investigation should also include consideration of an alternative route from Parramatta to Macquarie Park via Eastwood. The focus on this corridor should be on a direct link between Parramatta and Macquarie Park, which will be the major trip generators. -

Glebe Island currently operates as a working industrial port under the management of Ports Authority of NSW (Port Authority). The aggregate handling and concrete batching facility is proposed adjacent to the existing Glebe Island Berth 1 (GLB1) terminal. Aggregate is proposed to be delivered by ship to the GLB1 berth at Glebe Island. This report provides information relating to marine traffic, navigation and safety and outlines any potential maritime safety issues, and measures required to minimise and mitigate any impacts resulting from the proposed development. 2.0 Background The SSDA was submitted to the Department of Planning and Environment (DP&E) in March 2018 and subsequently placed on formal public exhibition for 5 weeks, between 11 April 2018 and 15 May 2018. On 20 August 2018, a Request for Additional Information (RFI) was issued by the DP&E. This report responds to the additional information sought in relation to the maritime traffic, safety and navigation impact assessment (Issues 30 – 32 under Schedule 1) for the new facility at Glebe Island. For the purposes of this SSDA, this statement provides a preliminary navigation impact assessment and outlines the general processes and guidelines in place that governs marine traffic flow within the context of the site at GLB1, Glebe Island and Sydney Harbour. -

An initial chemical investigation throughout the entire estuary (Stage 1) indicated wide ranges and different spatial patterns in sediment chemical concentrations. Sediment quality guidelines (SQGs) were used as a preliminary estimate of possible toxicity in Stage 2 of the investigation. Assessment of chemical mixtures indicated that sediments in a small part (~2%) of the harbour had the highest probability of being toxic (~75%), whereas sediment in almost 25% of the port was estimated to have an inter- mediate (~50%) probability of being toxic. The SQG assessment in Stage 2 enabled careful stratifica- tion of the harbour into areas with different toxicity risks, reducing cost and time commitments in the final tier of assessment. The spatial survey carried out in Stage 3 involved concurrent chemical and ecotoxicological analyses. In this final stage, the degree of response in tests of amphipod survival in whole sediment samples, as well as in tests of microbial metabolism (Microtox©) and sea urchin egg fertilisation and embryo development in pore waters, generally increased with increasing chemical concentrations. -
