The case of Bicentennial Park in Sydney Catherine Evans Faculty of the Built Environment, UNSW [email protected] This paper explores the question of how urban parks function as urban icons. It examines Bicentennial Park in Homebush Bay, 12 km west of the Sydney Central Business District (CBD) as a case study. Bicentennial Park was planned and designed between 1983 and 1988, a time when Australia, and its cities in particular, grappled with tensions between celebrating achievements of two hundred years of European settlement and redressing the cultural and ecological harm wrought by those achievements. The research focuses on a review of material related to the design and promotion of the park, and early reviews of the park. The discussion explores the influence of specific ideas about the city and ecology on the transformations of use, materiality, and physical form of the land that became Bicentennial Park. Findings reveal that Bicentennial Park at Homebush Bay was conceived as an awkwardly scripted design, which in turn reflects a convergence of urban planning initiatives, intensifying environmental awareness and ideological tensions within the then nascent Australian- based profession of landscape architecture. -

Colonial Signals of Port Jackson by Ralph Kelly Abstract This lecture is about the role signal flags played in the early colonial life of Sydney. I will look at some remarkable hand painted engraved plates from the 1830s and the information they have preserved as to the signals used in Sydney Harbour. Vexillological attention has usually focused on flags as a form of iden - tity for nations and entities or symbol for a belief or idea, but flags are also used to convey information. When we have turned our attention to signal flags, the focus has been on ship to ship signals 1, but the focus of this paper will be on shore to shore harbour signals and the unique system that developed in early Sydney to provide information on shipping arrivals in the port. These flags played a vital role in the life and commerce of the colony from its foundation until the early 20th Century. The Nicholson Chart The New South Wales Calendar and General Post Office Directory 1832 included infor - mation on the Flagstaff Signals in Sydney, including a coloured hand-painted en - graved chart of the Code of Signals for the Colony. 2 This chart was prepared by John 3 Figure 1. naval signals 1 Nicholson, Harbour Master for Sydney’s Port Jackson. 1 SUBMISSION ON FUTURE TRANSPORT 2056 Greater Sydney Services & Infrastructure Plan Trunk Corridors An important corridor that is conspicuous by its absence, compared with previous transport studies, is a direct link between Macquarie Park and Parramatta. These are two of the largest strategic employment centres in the metropolitan area and it beggars belief that it’s not considered important enough to warrant inclusion as a major trunk route. Perhaps this is a consequence of the Greater Sydney Commission’s proposal to truncate the Global Economic Corridor Arc at Macquarie Park, instead of the previous strategy of extending it to Parramatta. A retrograde step in my view. Previous Metropolitan Planning Strategies had stressed the importance of investigating improved transport links between Macquarie Park and Parramatta, but this now appears to have slipped off the radar. This should be reinstated. Future Networks Initiatives for Investigation (10-20 Years) – South - East Mass Transit Link In addition to a South - East Mass Transit link, an extension of the Eastern Suburbs Railway should be investigated from Bondi Junction to North Bondi via Bondi Road, and Bondi Beach, with a branch to Bronte Beach via Charing Cross and Bronte. The potential capacity of the ESR is grossly underutilised and these extensions would assist in increasing patronage as well as relieving road congestion. 2 Parramatta to Epping/Macquarie Park Mass Transit Link The Parramatta to Epping Mass Transit link investigation should also include consideration of an alternative route from Parramatta to Macquarie Park via Eastwood. The focus on this corridor should be on a direct link between Parramatta and Macquarie Park, which will be the major trip generators. -

An initial chemical investigation throughout the entire estuary (Stage 1) indicated wide ranges and different spatial patterns in sediment chemical concentrations. Sediment quality guidelines (SQGs) were used as a preliminary estimate of possible toxicity in Stage 2 of the investigation. Assessment of chemical mixtures indicated that sediments in a small part (~2%) of the harbour had the highest probability of being toxic (~75%), whereas sediment in almost 25% of the port was estimated to have an inter- mediate (~50%) probability of being toxic. The SQG assessment in Stage 2 enabled careful stratifica- tion of the harbour into areas with different toxicity risks, reducing cost and time commitments in the final tier of assessment. The spatial survey carried out in Stage 3 involved concurrent chemical and ecotoxicological analyses. In this final stage, the degree of response in tests of amphipod survival in whole sediment samples, as well as in tests of microbial metabolism (Microtox©) and sea urchin egg fertilisation and embryo development in pore waters, generally increased with increasing chemical concentrations. -

Fact Sheet — Parklands The parklands at Sydney Olympic Park provide 430 hectares of open space, recreation areas, wetlands and waterways for the people of Sydney located in the heart of the growing metropolitan Sydney. • One of Australia’s largest urban parklands, Sydney Olympic Park is a diverse and special place where protected remnant woodlands, rare saltmarshes, waterbird refuge and mangroves stand alongside places of heritage significance to create a unique parkland setting. • A lasting legacy of the Sydney 2000 Olympic and Paralympic Games, the parklands have been designed and built on land formerly used by government industries including the State Abattoirs, State Brickworks and Commonwealth Department of Defence, and are the result of remediating industrial land — an internationally recognised leading environmental remediation and urban renewal project. • Today, the parklands are playing an increasingly important role as both a local park and as a significant regional park destination as Sydney grows. The parklands are an association of many different parks and places brought together as a single entity for management purposes. • The suburb of Sydney Olympic Park covers an area of 640 hectares, of which 430 hectares are parklands. • There are now over 2.7 million visits to the parklands annually, representing 27.5 percent of Sydney Olympic Park total visitation. • The parklands include the leisure and play areas of Bicentennial Park, Wentworth Common and Blaxland Riverside Park; the sporting grounds at Wilson Park and Archery Park, and Monster and Mountain X facilities; the state heritage listed Newington Armory; the more natural areas of Newington Nature Reserve and Badu Mangroves; the Brickpit and 100 hectares of wetlands and waterways. -

Non-Indigenous people who had experienced out-of-home care also questioned why their stories were not recognised. This thesis addresses those concerns, examining the origins and history of the welfare systems of NSW and Tasmania between 1880 and 1940. Tasmania, which had no specific policies on race or Indigenous children, provides fruitful ground for comparison with NSW, which had separate welfare systems for children defined as Indigenous and non-Indigenous. This thesis draws on the records of these systems to examine the gaps between ideology and policy and practice. The development of welfare systems was uneven, but there are clear trends. In the years 1880 to 1940 non-Indigenous welfare systems placed their faith in boarding-out (fostering) as the most humane method of caring for neglected and destitute children, although institutions and juvenile apprenticeship were never supplanted by fostering. Concepts of child welfare shifted from charity to welfare; that is, from simple removal to social interventions that would assist children's reform. -
