INTRODUCTION 1.1 This report sets out the transport objectives and delivery priorities for the Havant Borough Council (HBC) area. The Transport Statement provides: A local transport policy framework for the Borough; A framework to assist with the prioritisation of transport investment; To assist in transport and land use planning decisions associated with new development proposals; Infrastructure planning in support of HBC’s Community Infrastructure Levy (CIL) Draft Charging Schedule as well as any future infrastructure delivery planning work in the Borough. The Charging Schedule is programmed to be adopted by February 2013; Guidance on the application of the Transport Contributions Policy (TCP) in the interim period until the CIL Charging Schedule is adopted. 1.2 The Statement is a Hampshire County Council document and has been developed in consultation with Havant Borough Council. The Statement covers the period up to 2026, which conforms with the timeframes of planned development, as outlined in the Havant LDF Core Strategy (adopted March 2011). The Statement will be reviewed and updated on a regular basis, particularly as updated policies and strategies emerge or schemes are completed or modified. 1.3 The Transport Statement links to current economic priorities, including those being developed by the Solent Local Enterprise Partnership (LEP). -

Considerable use was made of the railway records in The National Archives at Kew: the primary source of original LNER documentation. Wimbledon, 1951-53 (and a few other railway memories) JDB, August 2013, minor additions and corrections May/August 2015 Neither this nor its companion piece “Derby Day, 1949” lays claim to any particular literary or other merit; they are merely pieces of first-hand reportage which may perhaps be of interest to future transport historians. In September 1951, I started going to school in Wimbledon. This involved a train journey morning and evening, an experience which put me off commuting for life but which also led to an interest in railways that still survives. In particular, one of the ways of walking from the station to school followed a footpath alongside the railway for the first half mile or so. Wimbledon is seven miles out of Waterloo, on what was originally the main line of the London and Southampton Railway. In due course, this became the London and South Western, then it was grouped into the Southern Railway, and by 1951 it had become part of British Railways. The lines from Waterloo divide at Clapham Junction, a line towards Windsor and Reading branching off to the north, and there are several connections between the two. One is at Putney, where a steep climb leads up to East Putney station on the Wimbledon branch of the London Underground District Line, and a Waterloo to Wimbledon suburban service via East Putney used this until 1941. Wimbledon station had been completely rebuilt in 1929, and in 1951 it comprised ten platforms. Four were terminal platforms for the District Line, this side of the station being essentially self-contained though there was a connection from the East Putney line to the main line just outside. -

• Bitten by The Bug Part 1 R J Alliott Britain’s railway history is littered with a perhaps surprising number of one-offs - the Turbomotive, the Hush-Hush, Fowler’s Ghost, the Duke of Gloucester, and the Great Bear. Many of these remained one-offs because they were partially or wholly unsuccessful, because of subsequent changes of direction in locomotive development or because they were only experimental. However, an unusual example of a one-off that was always intended to be unique from the very outset was the LSWR 4-2-4T known officially as Mr. Drummond’s Car , but known far better by locomen of the time and by enthusiasts ever since as “The Bug”. Drummond himself has also gone down in locomotive engineer folklore as something of a one-off. Born at Ardrossan in 1840, he had served on the Dumbartonshire and Caledonian Railways, and at the North British Railway, where he worked under S. W. Johnson, before moving to the Highland Railway at Inverness under William Stroudley. After a spell with Stroudley again at Brighton, he had become locomotive superintendent of the North British Railway in 1875. Seven years later he joined the Caledonian, but then jointly formed the unsuccessful Australasian Locomotive Engine Works at Sydney. He had then returned quickly to Scotland and founded the Glasgow Railway Engineering Company, finally joining the London and South Western on 1st August 1895 at the very considerable salary of £1,500, this being sharply increased to £2,000 the following year. At the LSWR, he varied between the brilliant and the sadly unsuccessful in his designs and between the severe and compassionate in his dealings with his men and his machines. -

REPORT OF SOCIETY MEETING TfL’s RAIL ACTIVITIES IN 2019 by Kim Rennie A report of the LURS meeting at All Souls Clubhouse on Tuesday 11 February 2020 As has become customary, Kim began the presentation starting in January 2019 and progressed through the year with subjects featured in chronological order. Waltham Forest had been designated the first “London Borough of Culture” – a new civic arts and performance festival – and dedicated platform roundels, affixed over certain standard name signs, marked this at TfL stations within the borough. These included Highams Park, Leyton and Leytonstone. The relative lack of overall significant events on LU during the year meant that speaker had drawn on a greater number of non-LU rail subjects than he would have liked, for which he apologised, but such is life. Among these were the new Class 717 units introduced by Great Northern from January, and whose link with LU is their use on the former Northern City Line between Drayton Park and Moorgate. Both external and internal views were shown. Associated with this was the gradual replacement of the existing Class 313 units, which were also depicted, some in truly appalling external condition and with a mixture of liveries from former operators. Also beginning in January was the short-term use of LO Class 378/2 units on the Gospel Oak – Barking Line due to delays in commissioning the new Class 710/2 trains. These 378s were reformed from 5- cars to 4-cars in order to fit the existing operational length of platforms. Finsbury Park gained new lifts to all areas the same month. -

"Following the excitement of seeing our first Purple Emperor inside our office yesterday, exactly the same thing happened again today at around 9.45am. The office door was open and we spotted a butterfly on the inside of the window, on closer inspection we realised it was a Purple Emperor. It was much smaller than the one we had seen the day before and more battered. However we were able to take pictures of it, in fact the butterfly actually climbed onto one of the cameras and remained there for a while. It then climbed from camera to hand, and we took it outside for more pictures before it eventually flew off. It seemed to be feeding off the hand.".
