It was recognized for its heat resistance, tensile strength and insulating properties, and used for everything from fire-proof vests to home and commercial construction. It was woven into fabric, and mixed with cement. Asbestos was a perfect blend to make things better – except it was deemed to be highly toxic. Today asbestos is a known cause of mesothelioma cancer and asbestosis, is banned in more than 50 countries. Structures built with asbestos, need only normal wear and tear with age to dislodge the fibres and send them airborne, leaving most everyone vulnerable. South Africa reportedly has the highest incidence of mesothelioma in the world, with data suggesting that 400 to 500 patients are diagnosed with mesothelioma a year without any cure to date to combat illnesses related to this mineral. The health implications of exposure to airborne asbestos fibres were highlighted in the 1930s and specific links to certain cancers were first made in South Africa in the early 1960s. "Due to the extent and severity of asbestos related problems affecting the communities in these provinces, a multi-stakeholder National Asbestos Summit was convened by the Environmental Portfolio Committee in 1998. The Regulations that was published in 2002 as part of The Occupational Health and Safety Act (ACT NO. 85 OF 1993), deals with the use and dispensing of Asbestos in South Africa. The Northern Cape has a significant number of schools which were fully or partially constructed out of asbestos. These schools were constructed as a temporary solution by mining houses that set up operations in the province. Although well maintained by the communities, the structures are considered to be a health hazard to the end user. Communities further see these structures as reminders of a past that should not be repeated. The department therefore finds itself in a situation where a significant amount of pressure is expected from its current infrastructure budget to address these inappropriate structures. 4 An application has been submitted to the DBE to request that the 29 full schools identified as being made of asbestos material to be replaced as part of the programme. Given the capacity challenges in the province, the department views the task as best being addressed through a collective effort by the National department as well as provincial stakeholders.
