Distance: 6 Km Approximate time: 4 hours At the turn of the year 1900 to 1901 the city of Grading: medium to high Sydney went mad with joy. For a few days hope ran so high that poets and prophets declared Australia to be on the threshold of a golden age… from early morning on the first of January 1901 trams, trains and ferry boats carried thousands of people into the city for the greatest day of their history: the inauguration of the Commonwealth of Australia. It was to be a people‟s festival. Manning Clark, Historian It was also a people‟s movement and 1901 was the culmination of many years of discussions, community activism, heated public debates, vibrant speeches and consolidated actions. In 1890 the Australasian Federal Conference was held in Melbourne and the following year in Sydney. In 1893 a meeting of the various federation groups, including the Australian Native Association was held at Corowa. A plan was developed for the election of delegates to a convention. In the mid to late 1890s it was very much a peoples‟ movement gathering groundswell support. In 1896 a People‟s Convention with 220 delegates and invited guests from all of the colonies took place at Bathurst - an important link in the Federation chain. -

Appendix B. Key moments in Australian arts and cultural policy development This appendix contains a detailed historical periodisation of Australian arts and cultural policy (Chart B.1) and a chronology of major events in the sector arranged according to government regimes and major reports to government (Chart B.2). David Throsby (2001) has identified three periods in Australian arts and cultural policy: · 1900-1967, when an explicit policy was `virtually non-existent'; · 1968-1990, when there was a `rapid expansion' of arts and cultural organisations and policies; and · 1990-2000, when there was a moderate expansion of the sector combined with the articulation of a broad cultural policy framework. This period also saw the development of an interest in the production of cultural statistics and monitoring of cultural trends in the light of policy shifts. This seems to borrow from Jennifer Radbourne's model that also identifies three broad periods: · 1940s-1967, establishment of Australian cultural organisations; · 1968-1975, establishment of semi-government finding organisations; and · 1975-present, arts as industry (Radbourne 1993). 3 John Christian WATSON Prime Minister 27 April to 17 August 1904 Chris Watson became the 3rd Prime Minister when the government of Alfred Deakin, a Protectionist, fell due to Labor’s refusal to support the Conciliation and Arbitration Bill. Member of Australian Labor Party 1900-16; Nationalist Party 1917-c1922. Member for Bland (NSW) in House of Representatives 1901-06 and for South Sydney 1906-10. Treasurer 1904. Prior to 1901 he was the Member for Young in the New South Wales Legislative Assembly 1894-1901. Watson was replaced as prime minister by George Reid, of the Free Trade Party, when Labor’s amended Conciliation and Arbitration Bill failed to win support in parliament. Watson resigned after unsuccessfully seeking a double dissolution election. Main achievements (1904) Headed the world’s first national Labor government. The main achievement of Watson’s prime ministership was the advancement of the Conciliation and Arbitration Bill, which was eventually passed in December 1904 under the Reid government. Personal life Born 9 April 1867, Valparaiso, Chile, son of Johan Christian Tanck and his wife Martha. Became Watson when Martha remarried in 1869. Reared in New Zealand. Died 18 November, 1941, Sydney. Limited formal education in New Zealand. Worked as nipper on railway construction at age of ten and on father’s farm. Became a compositor with New Zealand newspapers, active in the union, and migrated to Sydney after losing his job in 1886. Worked as compositor on Sydney newspapers and active in the Typographical Association of New South Wales. Delegate to the NSW Trades and Labor Council 1890. -

David Owen & Christian Schemmel Strength in Division Left-Right Antagonism and the Practice of ‘Split Leadership’ In ‘The Discourses’, the infamously astute republican thinker Niccolo Machiavelli argued that the strength and vitality of the Roman Republic, compared to other republics, lay in the fact that it successfully institutionalised the inevitable antagonism between the people and the elite. Thus, each held the threat posed to the republic by the other in check, and republican liberty was preserved. Machiavelli mercilessly mocked the pieties of republican thinkers who imagined a harmonious transcendence of this antagonism. He recognised that a sustainable balance of opposing forces could produce something stronger and more resilient than efforts at harmonious unity could realistically hope to achieve. Machiavelli’s insight is one that the Labour Party, in the midst of its current travails, would do well to remember. The history of the Labour Party is also one of antagonism between opposed forces. Simplifying somewhat, we can see the recent implosion as a recurrence of a tension that has structured the history of the Party from its inception. This tension plays out between a Left that is focused on Labour as a transformative social movement, and a Right that is focused on the acquisition of Parliamentary power (with plenty of folk in between). When the Party functions at its best, the role of the Left is to keep the Right honest, to block its tendency to surrender too much in its electoral pursuit of power, to prioritize short-term tactics over long-term strategy. The role of the Right is to keep the Left focused on the point that principle is impotent in the absence of power, that sacrificing electoral success (or deluding yourself concerning the prospects of such success) for ideological reasons surrenders the field to an enemy who will not advance the interests of the people that the Labour Party is meant to serve. -

I argue that leadership selection is dependent on both the electoral institution that a party finds itself in and the intra-party dynamics that constrain the party. Due to a high degree of seat- vote elasticity that is characteristic of majoritarian systems, replacing unpopular leaders is a feasible strategy for opposition parties in these systems to increase their seat shares. In contrast, in proportional systems, due to low seat-vote elasticity, on average opposition parties that replace their leaders su↵er from vote loss. My model of party leadership selection shows that since party members can provide valuable election campaign e↵ort, they can coerce those who select the party leader (the selectorate) into choosing their preferred leader. -

A rich picture is painted of this ongoing struggle through a case study of the Australian Greens with vivid descriptions presented on organisational leadership issues by Australian state and federal Green members of parliaments. What emerges from the data is the Australian Green MPs’ conundrum in retaining an egalitarian and participatory democracy ethos while seeking to expand their existing frame of leadership to being both more pragmatic and oriented towards active involvement in government. -

RESEARCH PAPER SERIES, 2015–16 19 JANUARY 2016 Traits and trends of Australia’s prime ministers, 1901 to 2015: a quick guide Dr Joy McCann Politics and Public Administration Section Introduction • This Quick Guide presents information about the backgrounds and service of Australia’s 29 prime ministers, from Edmund Barton to Malcolm Turnbull. It includes information about of their backgrounds (age, place of birth, gender and occupational background), period in office, experience in other parliaments, parties, electorates and military service. • The majority of Australia’s prime ministers have been Australian-born, middle-aged, tertiary-educated men with experience in law or politics, representing electorates in either Victoria or New South Wales. Only one woman has served as Prime Minister since Federation. • Australia’s prime ministers have ranged in age at the time of first taking office from 39 years to 67 years. The average age is 52 years, which reflects the age profile of Australian parliamentarians more generally (51 years). • Three-quarters of Australia’s 29 prime ministers (22) were born in Australia. Of those born overseas, all but one came from the United Kingdom (England, Scotland or Wales). The only non-British overseas-born Prime Minister was Chris Watson, who was born in Chile and raised in New Zealand. Of those born in Australia, the majority were born in either Victoria (nine) or New South Wales (eight). • Thirteen prime ministers have represented electorates in New South Wales, 11 in Victoria, four in Queensland and one each in Western Australia and Tasmania. There have been no prime ministers representing electorates in South Australia, the Northern Territory, or the Australian Capital Territory. -

142 Marian Simms APR 16(1) 1901: the first federal election • Marian Simms •• The first federal election could easily be called the forgotten election. Key historians, such as La Nauze, dismissed it as of little interest, for it was not a ‘conventional election’ 1. Contemporary players, notably Deakin, gave it scant attention in their otherwise prolific writings. Political historians, such as Dean Jaensch, Peter Loveday, Joan Rydon and Allan Martin devoted their considerable historical energies to colonial and state elections and parties. Interesting fragments, however, are to be found in less fashionable sources, such as the memoirs of George Reid and Robert Garran, a biography of William Morris Hughes and the artist, Tom Roberts’ Unpublished Notebooks for his historical painting of the first Parliament. 2 By delving into such sources and the contemporary record an interesting picture emerges that reinforces one political adage, namely, that ‘all politics is local’. For example, whilst it is true that the overall voter turnout was disappointingly low, on closer inspection the local and state variations are fascinating. This ranged from around 30% in Fremantle (Western Australia) to 97% in Newcastle (New South Wales). In general the turnout was low in the West, probably on account of the late move into the Federation. Sir John Forrest, interviewed by the Sydney Morning Herald (2/4/01) after the election, was despairing about the low turnout: ‘Such apathy was much to be regretted. The interest in the elections was not equal to that of the Perth Mayoral elections.’ Australian voters went to the polls in 1901 very much as electors from the different states, under different laws, different ballot papers and on different days. -
